The arrest has fractured the 2018 power-sharing agreement between Machar and President Salva Kiir, which ended a five-year civil war that killed an estimated <a href=\"https:\/\/news.un.org\/en\/story\/2025\/03\/1161666\">400,000 people<\/a>.<\/p>\n<p>Machar\u2019s party, the Sudan People\u2019s Liberation Movement-In Opposition (SPLM-IO), issued a <a href=\"https:\/\/www.radiotamazuj.org\/en\/news\/article\/splm-a-io-2018-peace-agreement-has-collapsed-with-dr-machars-arrest\">statement<\/a> saying that his arrest \u201ceffectively\u201d voided the agreement and that the \u201cprospect for peace and stability in South Sudan has now been put into serious jeopardy.\u201d United Nations spokesperson St\u00e9phane Dujarric has also <a href=\"https:\/\/news.un.org\/en\/story\/2025\/03\/1161601\">warned<\/a> that the move takes the country \u201cone step closer\u201d to the return of civil war.<\/p>\n<p>Kenya\u2014which chairs the East African Community, a bloc of eight states including South Sudan\u2014dispatched former Kenyan Prime Minister Raila Odinga to defuse the situation. Odinga <a href=\"https:\/\/x.com\/RailaOdinga\/status\/1905635495012425925\">said<\/a> on X that he had met with Kiir on Friday and was \u201cencouraged\u201d about the possibility of resolving the conflict. However, South Sudanese officials <a href=\"https:\/\/www.radiotamazuj.org\/en\/news\/article\/i-was-unable-to-meet-with-dr-machar-in-juba-raila-reveals\">denied<\/a> Odinga a meeting with Machar.<\/p>\n<p>South Sudan\u2019s military, which is overseen by Kiir, has clashed with forces loyal to Machar outside the capital of Juba and in Upper Nile state since March 4, when the so-called White Army, an armed youth group from the same ethnic Nuer community as Machar, attacked an army garrison. Since then, Kiir has attempted to bolster his position by <a href=\"https:\/\/www.reuters.com\/world\/africa\/south-sudan-detains-oil-minister-several-military-officials-says-vice-presidents-2025-03-05\/\">arresting<\/a> ministers loyal to Machar and appointing his own advisor, Benjamin Bol Mel, as second vice president. (The United States <a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/jy0523\">sanctioned<\/a> Bol Mel in 2017 for <a href=\"https:\/\/www.theeastafrican.co.ke\/tea\/news\/east-africa\/us-sanctions-two-south-sudanese-firms-over-graft-3649378\">graft<\/a>.)<\/p>\n<p>On March 16, the army launched an airstrike on the town of Nasir in Upper Nile in an effort to crush the White Army, which fought alongside Machar\u2019s forces in the 2013-18 civil war. Officials in Nasir <a href=\"https:\/\/www.radiotamazuj.org\/en\/news\/article\/nasir-airstrike-kills-21-civilians-local-sources-say\">said<\/a> the bombing killed at least 21 civilians, and photos shared on social media show women and children with horrific <a href=\"https:\/\/news.un.org\/en\/story\/2025\/03\/1161456\">burns<\/a>; a <em>Sudans Post <\/em>investigation found that <a href=\"https:\/\/www.sudanspost.com\/chemical-firestorm-in-nasir-as-govt-uses-ethyl-acetate-in-deadly-attack\/\">ethyl acetate<\/a>, a highly flammable chemical, was likely used in the strike. More than 60,000 people have <a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2025\/03\/south-sudan-protection-civilians-and-adherence-peace-agreement-critical\">fled<\/a> Upper Nile in the past month.<\/p>\n<p>Since mid-March, Uganda, an ally of Kiir\u2019s government, has entered the dispute, deploying\u00a0 special forces to help \u201c<a href=\"https:\/\/www.reuters.com\/world\/africa\/uganda-says-special-forces-deploy-south-sudan-capital-amid-tensions-2025-03-11\/\">secure<\/a>\u201d Juba at South Sudan\u2019s request.<\/p>\n<p>Analysts fear that Sudan\u2019s and South Sudan\u2019s conflicts are converging. South Sudan gained independence from Sudan in July 2011, ending more than two decades of civil war. Since April 2023, Sudan has been mired in another civil war amid a power struggle between rival generals. In February, the paramilitary Rapid Support Forces (RSF) <a href=\"https:\/\/apnews.com\/article\/kenya-sudan-rsf-9d80a4306c39c2d8936903a0e241b07f\">formed<\/a> a rival Sudanese government with the Sudan People\u2019s Liberation Movement-North, an offshoot of South Sudan\u2019s SPLM, which spearheaded the country\u2019s independence push and now runs the government under Kiir.<\/p>\n<p>Sudan\u2019s army believes that Kiir is <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cn7v40e2p43o\">backing<\/a> the new RSF alliance. Sudanese Minerals Minister Mohamed Bashir Abunommo <a href=\"https:\/\/sudantribune.com\/article298306\/\">accused<\/a> South Sudan last month of allowing the United Arab Emirates, which <a href=\"http:\/\/foreignpolicy.com\/2024\/08\/29\/sudan-war-rsf-saf-uae-arms-hemeti-burhan\/\">supports<\/a> the RSF, to establish an \u201caggression base\u201d under the guise of a field hospital in Aweil East county near the Sudanese border. In turn, officials loyal to Kiir fear that the Sudanese army has <a href=\"https:\/\/www.crisisgroup.org\/ne\/node\/25506\">reignited<\/a> its historical ties to Nuer militias allegedly linked to Machar in South Sudan\u2019s Upper Nile and supplied them with weapons, enabling the recent spike in attacks.<\/p>\n<hr\/>\n<h3><strong>The Week Ahead<\/strong><\/h3>\n<p><strong>Wednesday, April 2: <\/strong>South Africa\u2019s Parliament votes on a revised budget.<\/p>\n<p><strong>Monday, April 7: <\/strong>French President Emmanuel Macron begins a two-day visit to Egypt to discuss the Gaza reconstruction plan.<strong>\u00a0<\/strong><\/p>\n<p><strong>Tuesday, April 8, to Thursday, April 10: <\/strong>The 2025 Energy Access Investment Forum is held in Kampala, Uganda.<\/p>\n<hr\/>\n<h3><strong>What We<\/strong>\u2019<strong>re Watching<\/strong><\/h3>\n<p><strong>Could Sudan split?<\/strong> Sudan\u2019s army, led by Gen. Abdel Fattah al-Burhan, has recaptured most of the capital of Khartoum from Mohamed Hamdan \u201cHemeti\u201d Dagalo\u2019s paramilitary RSF, marking a turning point in the nearly two-year war between the rival generals that has <a href=\"https:\/\/www.cfr.org\/global-conflict-tracker\/conflict\/power-struggle-sudan\">killed<\/a> as many as 150,000 people. Yet hopes of peace talks remain distant as the Sudanese military presses further into the Darfur region, which is almost entirely controlled by the RSF, and regional mediators warn of a de facto <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/3\/12\/african-union-warns-of-sudan-partition-risk\">partition<\/a> of Sudan.<\/p>\n<p>\u201cThe joy of victory will not be complete until the last rebel is eliminated in the last corner of Sudan,\u201d Burhan <a href=\"https:\/\/suna-sd.net\/posts\/tsc-president-addresses-sudanese-people-on-the-occasion-of-eid-al-fitr\">said<\/a> on Saturday.<\/p>\n<p><strong>Zambia rebounds.<\/strong> In November 2020, Zambia became Africa\u2019s first country to default on its sovereign debt during the COVID-19 pandemic, but the country has recently experienced remarkable growth and could become the continent\u2019s <a href=\"https:\/\/www.openzambia.com\/economics\/2025\/1\/3\/zambia-among-top-african-economies-projected-for-rapid-growth-in-2025\">sixth-fastest-growing<\/a> economy this year. According to preliminary data, Zambia\u2019s GDP <a href=\"https:\/\/znbc.co.zm\/news\/zambia-economy-grew-by-4-last-year\/\">expanded<\/a> 4 percent last year, more than three times faster than the International Monetary Fund expected.<\/p>\n<p>The growth in Zambia, Africa\u2019s second-biggest <a href=\"https:\/\/foreignpolicy.com\/2023\/02\/08\/zambia-south-africa-anglo-american-mining-court-lawsuit\/\">copper producer<\/a>, has been fueled by a <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-03-27\/zambia-s-economy-expands-at-triple-the-pace-forecast-by-the-imf\">surge<\/a> in agriculture and mining output. For the first time in nearly two years, inflation <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-03-27\/zambia-s-inflation-slows-for-first-time-in-almost-two-years\">slowed<\/a> last month, declining from 16.8 to 16.5 percent.<\/p>\n<p>Yet growth from mining has come at a cost. The Zambian government continues to face demands from the public to hold a Chinese-run mine responsible for a devastating <a href=\"https:\/\/foreignpolicy.com\/2025\/03\/18\/china-zambia-copper-acid-spill-kafue-river\/\">acid spill<\/a> in the country\u2019s largest river. China is Zambia\u2019s biggest single creditor and a <a href=\"https:\/\/foreignpolicy.com\/2022\/09\/07\/zambia-china-debt-imf-economy\/\">key partner in its mining <\/a>growth; in June 2023, Zambia reached a deal with China and several other nations, including France, the United Kingdom, and India, to restructure about $<a href=\"https:\/\/apnews.com\/article\/zambia-debt-restructuring-deal-china-a0d14e7af986e2f873555685cedb86b3\">6.3 billion<\/a> in loans.<\/p>\n<p><strong>Somalia\u2019s port offer. <\/strong>In a letter to U.S. President Donald Trump, Somali President Hassan Sheikh Mohamud <a href=\"https:\/\/www.bbc.com\/news\/articles\/c8d4dzq87rpo\">offered<\/a> Washington \u201cexclusive\u201d control of a strategic port and air base in the city of Berbera. Officials in the breakaway region of Somaliland, where Berbera is located, have responded with outrage. This is \u201cindicative of a corrupted regime on its last breath, engaged in a suicide mission,\u201d Somaliland Foreign Minister Abdirahman Dahir Adan <a href=\"https:\/\/x.com\/min_abdirahman\/status\/1905723733102469286\">posted<\/a> on X, adding that \u201cthere is nothing they can do to stop the upcoming recognition of Somaliland.\u201d<\/p>\n<p>Somalia also offered the United States exclusive access to a port in Bosaso within the semi-autonomous Puntland region. Both ports are run by <a href=\"https:\/\/foreignpolicy.com\/2023\/11\/08\/the-uae-faces-pushback-on-african-investments\/\">DP World<\/a>, a multinational firm closely linked with the Emirati royal family.<\/p>\n<p>Some analysts <a href=\"https:\/\/www.semafor.com\/article\/03\/28\/2025\/somalia-offers-us-control-over-strategic-ports\">view<\/a> the offer as a way for Somalia to dissuade the Trump administration from recognizing Somaliland\u2014a possibility that some U.S. Republicans have <a href=\"https:\/\/www.bbc.com\/news\/articles\/cp3j1qn0499o\">pushed for<\/a>. Somali officials may also be looking to convince Trump not to <a href=\"https:\/\/www.theguardian.com\/us-news\/2020\/dec\/04\/us-troops-somalia-withdrawal-donald-trump\">reduce<\/a> military support to the country as it fights al-Shabab militants, as he did during his first term.<\/p>\n<p><strong>Tunisia leaves rights court. <\/strong>Tunisia recently <a href=\"https:\/\/www.hrw.org\/news\/2025\/03\/27\/tunisias-withdrawal-individuals-and-ngos-access-african-court-marks-serious-setback\">withdrew<\/a> from the African Union\u2019s human rights court without citing a reason, as President Kais Saied deepens his <a href=\"https:\/\/foreignpolicy.com\/2022\/08\/04\/tunisia-kais-saied-democracy-arab-spring-success-story\/\">one-man rule<\/a>. Saied, who came to power in 2019, has <a href=\"https:\/\/foreignpolicy.com\/2023\/05\/01\/tunisia-saied-ghannouchi-laareyedh-democracy-rollback\/\">ruled by decree<\/a> since 2021. He <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cx25ree1g18o\">won<\/a> a landslide second term in October 2024 after jailing or disqualifying most of his political rivals.<\/p>\n<p>Some regional analysts have long criticized Saied\u2019s populist rhetoric for mirroring Trump\u2019s. \u201cLike the former US president, he has been vocal in his insults and attacks on political parties, media outlets, and state institutions, which inhibited his desire, as president, to do what he wants,\u201d <em>Al Jazeera<\/em> political analyst Marwan Bishara <a href=\"https:\/\/www.aljazeera.com\/opinions\/2021\/7\/27\/tunisia-a-coup-by-another-name\">wrote<\/a> in 2021.<\/p>\n<p><strong>Nigeria investigates USAID.<\/strong> Nigerian lawmakers have begun <a href=\"https:\/\/guardian.ng\/news\/terrorism-funding-reps-demand-explanation-on-usaid-funds-utilisation\/\">investigating<\/a> nonprofit organizations funded by the U.S. Agency for International Development (USAID) in response to <a href=\"https:\/\/punchng.com\/usaid-funded-boko-haram-other-terror-groups-us-congressman\/\">comments<\/a> made in February by U.S. Rep. Scott Perry. The Republican lawmaker alleged without evidence that the agency financed extremist groups, including Boko Haram. Abuja has asked that nonprofits <a href=\"https:\/\/healthpolicy-watch.news\/civil-society-organisations-face-backlash-after-trump\/\">located<\/a> in the country\u2019s north, which is battling Islamist insurgencies, submit financial statements for review from the period between 2015 and 2024.<\/p>\n<p>Since February, the Trump administration has ended more than <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cdx2401vn5ro\">80 percent<\/a> of USAID programs around the world. In Nigeria, the majority of USAID support went toward health services, including funding treatment for <a href=\"https:\/\/punchng.com\/usaid-bharam-controversy-nigeria-may-miss-603m-fund-senate-summons-service-chiefs\/\">HIV<\/a> and malaria.<\/p>\n<hr\/>\n<h3><strong>This Week in Tech<\/strong><strong>\u00a0<\/strong><\/h3>\n<p><strong>Africa\u2019s first AI center.<\/strong> Cassava Technologies, founded by Zimbabwean telecoms billionaire Strive Masiyiwa, has <a href=\"https:\/\/restofworld.org\/2025\/nvidia-africa-ai-factory\/\">announced<\/a> a partnership with U.S. chipmaker Nvidia to build Africa\u2019s first artificial intelligence factory. The facility is set to launch in South Africa in June, followed by an expansion into Egypt, Kenya, Morocco, and Nigeria.<\/p>\n<p>If successful, the project may create <a href=\"https:\/\/techpoint.africa\/news\/south-africa-ai-factory-nvidia\/\">jobs<\/a> in a sector where African graduates often need to emigrate to find employment.<\/p>\n<p>Last month, Microsoft <a href=\"https:\/\/www.iol.co.za\/business-report\/microsoft-pledges-r54bn-investment-in-south-africas-ai-and-data-infrastructure-998be236-76ae-4610-8a86-24749a684285\">pledged<\/a> a nearly $300 million investment to train South Africans in AI skills, machine learning, and cybersecurity as part of its data center expansion in the country amid growing hostility from Washington toward the South African government. On March 6, Trump cut off aid to South Africa over the country\u2019s new land law aimed at reversing lingering inequality from apartheid.<\/p>\n<p>Microsoft has \u201cintegrated the objectives of broad-based black economic empowerment into its business operations with respect to ownership, management control and skills development,\u201d <a href=\"https:\/\/www.thepresidency.gov.za\/remarks-president-cyril-ramaphosa-microsoft-investment-and-ai-skilling-initiative-announcement\">said<\/a> South African President Cyril Ramaphosa, adding that the company has \u201cdemonstrated its commitment to addressing the historical imbalances of South Africa\u2019s past.\u201d<\/p>\n<p>Meanwhile, Trump advisor Elon Musk has faced difficulty getting regulatory approval to expand his Starlink high-speed internet services into South Africa, due to his refusal to comply with the country\u2019s <a href=\"https:\/\/theconversation.com\/systemic-racism-behind-south-africas-failure-to-transform-its-economy-71499\">diversity and inclusion<\/a> laws.<\/p>\n<hr\/>\n<h3>FP\u2019s Most Read This Week<\/h3>\n<hr\/>\n<h3><strong>What We<\/strong>\u2019<strong>re Reading<\/strong><\/h3>\n<p><strong>Ethiopia\u2019s genocide case. <\/strong>A power struggle within the Tigray People\u2019s Liberation Front has sparked concerns among security analysts that Ethiopia will relapse into deadly civil war.<\/p>\n<p>In <a href=\"https:\/\/foreignpolicy.com\/2025\/03\/27\/tigray-tribunals-war-crimes-rape-mass-murder-justice\/\"><em>Foreign Policy<\/em><\/a>, Azeem Ibrahim and Annika Weis argue that for peace to hold in the Tigray region\u2014the site of a brutal conflict from November 2020 to November 2022\u2014members of Ethiopia\u2019s federal forces, paramilitary groups, and allied militias who allegedly committed atrocities must face an international criminal investigation.<\/p>\n<p><strong>Land grabs in Madagascar. <\/strong>Italian multinational Tozzi Green faces accusations of land grabbing in Madagascar, Sara Manisera, Daniela Sala, and Andrianaivomanana Lova reported last week in <a href=\"https:\/\/newlinesmag.com\/reportage\/the-case-against-a-carbon-credit-farm-in-madagascar\/\"><em>New Lines Magazine<\/em><\/a>. The company sells carbon credits to entities looking to offset their emissions by planting trees\u2014\u201can activity seen as so universally virtuous that it often obscures the controversial and even detrimental impact these industrial-scale initiatives can have,\u201d the authors write.<\/p>\n<p>Residents in southern Madagascar\u2019s Ihorombe region, where Tozzi Green has begun planting trees, say the project has displaced them without proper compensation. Land rights are complicated in Madagascar, where French colonial rule left many Indigenous Malagasy people without official land titles.
