{"id":768,"date":"2025-03-19T05:58:21","date_gmt":"2025-03-19T05:58:21","guid":{"rendered":"https:\/\/firearmupgrades.com\/?p=768"},"modified":"2025-03-19T05:58:21","modified_gmt":"2025-03-19T05:58:21","slug":"milei-charms-trump-as-u-s-argentina-tariffs-loom","status":"publish","type":"post","link":"https:\/\/firearmupgrades.com\/?p=768","title":{"rendered":"Milei Charms Trump as U.S.-Argentina Tariffs Loom"},"content":{"rendered":"<p> <br \/>\n<br \/><\/p>\n<div>\n<p>When he arrived in Washington in late February with <a href=\"https:\/\/foreignpolicy.com\/2025\/02\/16\/trump-tariffs-trade-war-policy-us-protectionism-history\/\">troubling U.S. tariffs looming<\/a>, Argentine President Javier Milei seemed to be in good position to gain favorable trade terms from U.S. President Donald Trump.<\/p>\n<p>Milei had taken office in December 2023 as Argentina struggled with recession and rising inflation, and he promptly followed through on his vow to shrink the government. He reduced the federal workforce by 10 percent, eliminating nearly 40,000 posts, and cut the number of ministries from 19 to eight. Within a year, he had brought about Argentina\u2019s first budget surplus since January 2011 and strong <a href=\"https:\/\/www.forbes.com\/sites\/afontevecchia\/2025\/01\/14\/the-ecstasy-of-javier-milei\/\">approval ratings<\/a>, plus a surge of hope about the economy.<\/p>\n<p>From a peak of nearly 300 percent, annual inflation is now under 100 percent, its lowest in nearly five years, thanks in part to Milei\u2019s gradual depreciation of the peso. Under a <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/new-atlanticist\/what-to-know-about-argentinas-new-investment-promotion-regime\/\">new initiative<\/a> to boost foreign investment, Milei turned a sizable trade deficit into a record surplus of nearly $19 billion. Even poverty\u2014which last year approached 53 percent, the highest figure in two decades\u2014is back under <a href=\"https:\/\/www.batimes.com.ar\/news\/argentina\/expert-reports-say-argentinas-poverty-rate-has-fallen-to-368.phtml\">40 percent<\/a>, according to two recent reports.<\/p>\n<p>Add it all up, and it\u2019s no surprise that the World Bank foresees 5 percent GDP growth through the end of the year.<\/p>\n<p>Even before this economic upturn, Trump World held Milei in high regard. In early 2024, he delivered a <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-02-16\/milei-heading-to-pro-trump-event-as-blinken-mulls-argentina-trip\">speech<\/a> at the right-wing Conservative Political Action Conference (CPAC) near Washington, D.C. Months later, after Trump won reelection, he <a href=\"https:\/\/buenosairesherald.com\/world\/international-relations\/trump-calls-argentinas-milei-his-favorite-president\">called<\/a> Milei his \u201cfavorite president\u201d before hosting him at both his Mar-a-Lago resort and his inauguration.<\/p>\n<p>All of this may have led Milei to expect special treatment from Trump. Speaking at this year\u2019s CPAC in February, the Argentine leader <a href=\"https:\/\/buenosairesherald.com\/world\/international-relations\/milei-reiterates-alignment-with-the-us-in-state-bashing-speech-at-cpac\">restated<\/a> his desire for a U.S.-Argentina free trade deal. That\u2019s unlikely anytime soon, according to trade analysts, though a special Argentine exemption could be in the cards.<\/p>\n<p>\u201cA true free trade agreement requires extensive consultation and ultimately a congressional vote, so most tend to take years,\u201d said Brad Setser, a senior fellow at the Council on Foreign Relations who worked in the Obama White House. \u201cRealistically, the near-term prospects are over a much narrower deal, one where Argentina is largely exempted from the increase in tariffs.\u201d<\/p>\n<p>Milei did secure a brief <a href=\"https:\/\/x.com\/WhiteHouse\/status\/1893417700971466910\">sit-down<\/a> with Trump while in Washington\u2014as well as a White House invite for the near future\u2014but he earned no trade favors.<\/p>\n<p>\u201cThere is a strong relationship developing between the Argentine leader and Trump, but the question is what might that produce for Argentina,\u201d said Benjamin Gedan, the director of the Latin America program at the Wilson Center.<\/p>\n<p>We don\u2019t yet have an answer, but that may soon change. In early March, Trump again praised Milei and <a href=\"https:\/\/buenosairesherald.com\/politics\/trump-reveals-us-open-to-trade-pact-with-argentina\">expressed<\/a> a willingness to consider all trade options with Argentina. In addition, talks for a new International Monetary Fund (IMF) loan program for Argentina <a href=\"https:\/\/www.bnnbloomberg.ca\/business\/international\/2025\/03\/05\/wall-street-sees-argentina-getting-up-to-us20-billion-in-imf-deal\/\">appear to be<\/a> in the final stages, potentially enabling Argentina to relax its off-putting currency controls after its next midterm elections, scheduled for October.<\/p>\n<p>IMF chief Kristalina Georgieva has <a href=\"https:\/\/x.com\/KGeorgieva\/status\/1881067165035708658\">praised<\/a> Argentina\u2019s \u201cremarkable transformation,\u201d and after meeting Milei in February, she <a href=\"https:\/\/www.lanacion.com.ar\/politica\/javier-milei-se-reunio-con-kristalina-georgieva-y-se-retiro-de-la-sede-del-fmi-sin-hacer-nid20022025\/\">noted<\/a> the two sides\u2019 progress toward a new loan, which could be as high as $20 billion.<\/p>\n<p>A new IMF loan and a U.S. trade exemption could put Argentina on the path to economic stability. Despite the recent positive momentum, many remain on edge in a country with a history of economic turbulence. With unemployment up, wages stagnating, and many food kitchens <a href=\"https:\/\/www.usnews.com\/news\/world\/articles\/2024-10-01\/in-argentinas-poverty-hit-barrios-a-food-emergency-takes-hold\">shuttered<\/a>, <em>porte\u00f1os<\/em>\u2014residents of Argentina\u2019s capital\u2014have been gathering in Buenos Aires\u2019s vast Plaza de Mayo to express frustration with sharply reduced social expenditures.<\/p>\n<p>Milei is also facing a <a href=\"https:\/\/www.forbes.com\/sites\/digital-assets\/2025\/02\/24\/argentinas-46-billion-crypto-scandal-largest-ever-crypto-theft\/\">fraud probe<\/a> for his promotion of a cryptocurrency \u201c<a href=\"https:\/\/www.reuters.com\/world\/americas\/argentina-meme-coin-scandal-dents-mileis-hunt-election-allies-2025-02-27\/\">meme coin<\/a>\u201d\u2014which lost nearly all its value in a few hours\u2014as well as <a href=\"https:\/\/www.hrw.org\/news\/2025\/02\/26\/argentina-milei-undermines-judicial-independence\">charges<\/a> of undermining judicial independence after late February appointments of Supreme Court justices by presidential decree.<\/p>\n<p>Seemingly in need of a political boost ahead of elections in October, Milei has appeared to parrot his U.S. counterpart in recent weeks in an attempt to curry favor. In his <a href=\"https:\/\/www.weforum.org\/stories\/2025\/01\/davos-2025-special-address-javier-milei-president-argentina\/\">speech<\/a> at the World Economic Forum in Davos, Switzerland, Milei denounced Trump\u2019s pet peeve, \u201cwokeism.\u201d He pulled Argentina out of the World Health Organization and is said to be <a href=\"https:\/\/www.batimes.com.ar\/news\/argentina\/milei-says-hes-considering-taking-argentina-out-of-paris-agreement.phtml\">mulling<\/a> leaving the Paris climate deal, both moves also made by Trump. And he <a href=\"https:\/\/www.nytimes.com\/2025\/02\/15\/world\/americas\/argentina-milei-crypto-trump.html\">promoted<\/a> that short-lived crypto meme coin, echoing the U.S. president\u2019s $TRUMP. After Trump barred transgender women and girls from playing on women\u2019s sports teams, Milei banned gender-affirming care for minors.<\/p>\n<p>If this campaign falls short, U.S. tariffs could put an end to Milei\u2019s precarious economic momentum. The United States is Argentina\u2019s third-largest export market, after Brazil and China, and the top export destination for Argentinian aluminum. Aluar, one of South America\u2019s top producers, sent some 40 percent of its exports to the United States last year, worth $530 million.<\/p>\n<p>In its statement on new 25 percent tariffs on all steel and aluminum imports to the United States, which went into effect on March 12, the White House <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/adjusting-imports-of-steel-into-the-united-states\/\">said<\/a> that Argentina lacks data transparency and exports steel to the United States \u201cat unsustainable quantities.\u201d<\/p>\n<p>Then there\u2019s reciprocation, or Trump\u2019s plan to match any import duties other countries apply to U.S. goods. In Latin America, only Venezuela is more protectionist than Argentina, which places an average tax of 13.5 percent on imported goods, compared to the United States\u2019 average of 3.5 percent.<\/p>\n<p>Trump set a precedent for Argentina trade favors during his first term. In May 2018, after weeks of talks, Trump agreed to exempt Argentina from his steel and aluminum tariffs. Many <a href=\"https:\/\/www.bloomberg.com\/news\/newsletters\/2025-02-14\/trump-s-tariffs-will-hit-milei-s-argentina-hard\">credited<\/a> then-President Mauricio Macri\u2019s ties to Trump for that quota deal\u2014and for the IMF\u2019s largest-ever loan, $57 billion, approved that year.<\/p>\n<p>If this Trump administration were to grant a similar exemption, it would align with its growing trade war with China. A handful of Latin American countries\u2014including Nicaragua, Honduras, and most recently Colombia\u2014have seemed to <a href=\"https:\/\/www.wola.org\/analysis\/u-s-pushes-its-historic-south-american-ally-towards-china\/\">lean toward<\/a> China in recent years, increasing trade and altering their positions on key issues, such as recognition of Taiwan.<\/p>\n<p>Argentina has hinted at a similar shift. After vowing to end trade with China and rejecting membership in the BRICS bloc upon taking office, Milei has altered his stance.<\/p>\n<p>Last June, Argentina renewed a $5 billion currency swap with China. A few months later, Milei <a href=\"https:\/\/www.barrons.com\/news\/argentine-president-milei-meets-china-s-xi-at-g20-2d3a837c\">described<\/a> China as a \u201cvery interesting trade partner.\u201d In addition to large lithium investments, Beijing-backed <a href=\"https:\/\/dialogo-americas.com\/articles\/china-moves-forward-in-argentina-with-worrisome-works\/\">projects<\/a> in Argentina include a port terminal and power plant in Tierra del Fuego, an $8.3 billion nuclear power plant, and light-rail trains linked to the Bridge and Road Initiative. A new shipyard and port investment in Santa Cruz province <a href=\"https:\/\/www.newsweek.com\/argentina-deploys-military-atlantic-fishing-swarm-china-spain-korea-taiwan-2035671\">may be next<\/a>.<\/p>\n<p>Writing in <em>Americas Quarterly<\/em> last month, Brenda Estefan\u2014a professor at Mexico City\u2019s IPADE Business School\u2014<a href=\"https:\/\/www.americasquarterly.org\/article\/latin-americas-china-ties-wont-be-easily-severed\/\">described Brazil<\/a> as \u201clargely a lost cause for Washington, as it has significantly deepened its ties with Beijing.\u201d The White House would presumably prefer not to lose South America\u2019s second-largest economy as well.<\/p>\n<p>Given their burgeoning friendship, Milei seems likely to offer Trump a carrot. The U.S. president has, in the past, <a href=\"https:\/\/www.americanprogress.org\/article\/trumps-conflicts-interest-argentina\/\">sought<\/a> to build a Trump tower in Buenos Aires\u2014which could be one area of discussion. With U.S. tariffs on Canada and Mexico, as well as China, coming into effect, Argentina might offer to step into the product void, including by offering meat, grain, and oil. Some 60 percent of U.S. oil imports come from Canada, while oil output at Argentina\u2019s vast Vaca Muerta reserves has quadrupled over the past five years.<\/p>\n<p>Lithium, a key raw material for the batteries used in laptops and electric vehicles, is another area of potential cooperation. With global demand set to increase thirtyfold from 2021 to 2040, lithium extraction is <a href=\"https:\/\/cleanenergyfrontier.climatechangenews.com\/lithium-tug-of-war-the-us-china-rivalry-for-argentinas-white-gold\/\">booming<\/a> in Argentina, with the government targeting a fivefold leap in output by 2027 to reach a rank of second in global production. One foreign firm with a sizable investment is China\u2019s Ganfeng Lithium, which supplies Tesla.<\/p>\n<p>Elon Musk\u2014the Tesla CEO and the head of the newly created U.S. Department of Government Efficiency, has <a href=\"https:\/\/x.com\/elonmusk\/status\/1830651649364517030\">called<\/a> Milei a \u201cmodel for the rest of the world\u201d and <a href=\"https:\/\/x.com\/elonmusk\/status\/1883149407551717476\">described<\/a> his cuts to legislation and regulation as \u201cawesome.\u201d<\/p>\n<p>While at CPAC last month, Milei gifted Musk a gilded chainsaw, a reference to the duo\u2019s shared approach to government spending.<\/p>\n<p>Washington has been working to wean itself from Chinese lithium. Under the Biden administration last year, Argentina and the United States <a href=\"https:\/\/www.batimes.com.ar\/news\/economy\/argentina-united-states-ink-accord-for-cooperation-on-critical-minerals.phtml\">agreed<\/a> to deepen cooperation on key minerals, including lithium. And after taking office, Milei <a href=\"https:\/\/buenosairesherald.com\/politics\/milei-elon-musk-extremely-interested-in-argentinas-lithium\">said<\/a> Musk and U.S. companies were \u201cextremely interested\u201d in Argentina\u2019s lithium. Last month, his government lifted tariffs on imported electric vehicles.<\/p>\n<p>Still, Milei may have hit on his surest route to tariff evasion in his CPAC speech, when he offered Argentina as the first country to join Trump\u2019s reciprocal trade plan.<\/p>\n<p>\u201cWhat Milei is saying to the U.S. is, \u2018If I reduce my tariffs, I assume you will reduce your tariffs,\u2019\u201d said Marcelo Elizondo, an Argentine trade analyst. \u201cNow that Argentina has a more stable economy, this kind of arrangement with the U.S. is possible, maybe even likely. Trump would like to show he has an ally in Latin America.\u201d<\/p>\n<p>One hurdle could be Mercosur, the South American common market in which full members\u2014Argentina, Brazil, Paraguay, Uruguay, and Bolivia\u2014are committed to aligned tariff policies. Argentina would only be able to match proposed U.S. tariff reductions if it were to gain a Mercosur waiver or exception.<\/p>\n<p>But if Mercosur were to turn him down, the Argentine president has acknowledged that he would have one more card to play to win U.S. trade favors.<\/p>\n<p>\u201cMilei is very committed to this goal,\u201d Elizondo added. \u201cHe will do anything to get it done, including even leaving Mercosur.\u201d<\/p>\n<\/p><\/div>\n<p><br \/>\n<br \/><a href=\"https:\/\/foreignpolicy.com\/2025\/03\/18\/will-mileis-charm-offensive-work-on-trump\/\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>When he arrived in Washington in late February with troubling U.S. tariffs looming, Argentine President Javier Milei seemed to be in good position to gain favorable trade terms from U.S. President Donald Trump.
