We\u2019re covering the <strong>highlights from the Shangri-La Dialogue<\/strong>, Myanmar junta leader <strong>Min Aung Hlaing\u2019s first overseas trip<\/strong>, and the <strong>arrest of a Philippines senator<\/strong> (not the one you\u2019re thinking of).<\/p>\n<hr\/>\n<div class=\"bolded-first-line\">\n<p>Hegseth\u2019s Praise of Asia Falls Flat<\/p>\n<\/div>\n<p>It\u2019s always interesting when a compliment misses the mark. At last week\u2019s Shangri-La Dialogue in Singapore, U.S. Defense Secretary Pete Hegseth\u2019s attempted flattery of Asia <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/the-us-says-ships-and-submarines-trump-summits-south-east-asia-politely-says-no\">prompted<\/a> snorts in sections of the audience, the <em>Straits Times<\/em> reported.<\/p>\n<p>\u201cOur partners in Asia have long understood that the bedrock of a durable partnership is not based on idealistic values, but on the concrete alignment of national interests,\u201d Hegseth <a href=\"https:\/\/www.war.gov\/News\/Speeches\/Speech\/Article\/4504755\/remarks-by-secretary-of-war-pete-hegseth-at-the-2026-shangri-la-dialogue-in-sin\/\">declared<\/a> at the massive international security establishment gathering. \u201cWhen our interests align, we act together with focused resolve. When our interests diverge, we adjust pragmatically without the drama or the moralizing. I think Western Europe might take note.\u201d<\/p>\n<p>Alongside the European Union, the Association of Southeast Asian Nations (ASEAN) is a bastion of believers in endless multilateral summitry and international law.<\/p>\n<p>Hegseth saying, \u201cWe don\u2019t need more conferences. We need more combat power,\u201d is not reassuring for the region\u2019s many small- and medium-sized states.<\/p>\n<p>Shangri-La\u2019s keynote <a href=\"https:\/\/en.baochinhphu.vn\/keynote-address-by-general-secretary-and-president-to-lam-at-shangri-la-dialogue-2026-11126052921304821.htm\">speech<\/a> by Vietnamese President To Lam (see next section) stood in near-direct contradiction to Hegseth\u2019s. The latter\u2019s contention was also dubious.<\/p>\n<p>The U.S. capture of Venezuelan President Nicol\u00e1s Maduro, which Hegseth boasted about at the start of his speech, prompted <a href=\"https:\/\/foreignpolicy.com\/2026\/01\/07\/southeast-asia-maduro-capture-response\/\">near-universal condemnation<\/a> and invocations of international law across Southeast Asia. The U.S. strikes on Iran also <a href=\"https:\/\/foreignpolicy.com\/2026\/03\/03\/prabowo-indonesia-southeast-asia-iran-strikes\/\">sparked public consternation<\/a>, which has only grown as the war takes a cruel toll on local economies.<\/p>\n<p>Meanwhile, key European NATO <a href=\"https:\/\/www.nytimes.com\/2026\/03\/02\/world\/middleeast\/starmer-faces-dilemma-as-british-base-in-cyprus-hit-by-drone.html\">allies<\/a> were often much <a href=\"https:\/\/news.sky.com\/story\/uk-government-refuses-to-say-if-us-broke-international-law-over-maduro-capture-13490261\">more<\/a> <a href=\"https:\/\/www.dw.com\/en\/venezuela-germany-hesitates-to-condemn-us-attack\/a-75399144\">equivocal<\/a> about U.S. actions in Venezuela and <a href=\"https:\/\/www.dw.com\/en\/iran-war-germanys-chancellor-strikes-a-cautious-tone\/a-76180922\">Iran<\/a>.<\/p>\n<p>Hegseth singling out various countries as good allies and partners (the Philippines, Singapore, Indonesia, Malaysia, Thailand, and Vietnam) also likely discomfited, rather than reassured, many.<\/p>\n<p>His definition of a good partner entails moving toward spending 3.5 percent of GDP on defense and\/or doing more on regional security. Spending 3.5 percent is a high bar that few will want to meet, except maybe <a href=\"https:\/\/www.channelnewsasia.com\/singapore\/defence-security-spending-cybersecurity-budget-2026-5925711\">Singapore<\/a>. And in a region where great-power interference is viewed warily, few will be keen on a deeper entanglement with U.S. security. (Note the <a href=\"https:\/\/www.eurasiareview.com\/10052026-indonesias-defence-pivot-and-singapores-security-oped\/\">trepidation<\/a> that greeted Indonesia\u2019s proposed concessions to the United States on airspace overflight access.)<\/p>\n<p>The Philippines has <a href=\"https:\/\/data.worldbank.org\/indicator\/MS.MIL.XPND.GD.ZS?end=2024&amp;locations=FR-DE-VN-SG-MY-PH-ID-TH&amp;start=1983\">spent<\/a> under 2 percent of GDP on defense for nearly 30 years. In 2024, its spending was 1.3% percent. This is consistently less than France and, until recently, about on par with Germany\u2014until the latter committed to massive new defense spending. Most other Southeast Asian nations have similar track records.<\/p>\n<p>Some now <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/the-us-says-ships-and-submarines-trump-summits-south-east-asia-politely-says-no\">worry<\/a> that failing to meet these benchmarks could mean worse treatment from the United States on the trade front.<\/p>\n<p>And as Hunter Marston <a href=\"https:\/\/www.lowyinstitute.org\/the-interpreter\/shangri-la-washington-southeast-asia-talked-past-each-other\">pointed<\/a> out, Hegseth\u2019s softer line on China at the summit stands in tension with his call on countries in the region to step up on security: \u201cWashington is fuelling an arms race at a time when doubts about its commitment to the region continue to grow.\u201d<\/p>\n<p>One final note: It was odd to see Thailand, a treaty ally like the Philippines, bracketed into the \u201cpartners\u201d section of the speech.<\/p>\n<hr\/>\n<div class=\"bolded-first-line\">\n<p>What We\u2019re Watching: Shangri-La Edition<\/p>\n<\/div>\n<p><strong>China\u2019s Japan warning. <\/strong>Turns out the United States isn\u2019t the only superpower failing to convince others at Shangri-La. China had its own its own solipsistic message at the dialogue: Beware of \u201cmilitarism\u201d from Japan.<\/p>\n<p>\u201cCan it earn the trust of the international community, especially the Asian countries that once suffered under its aggression? I have serious doubts,\u201d Gen. Meng Xiangqing, head of China\u2019s delegation, <a href=\"https:\/\/www.channelnewsasia.com\/east-asia\/china-shangri-la-dialogue-japan-militarism-south-china-sea-netherlands-philippines-6149596\">said<\/a> about Japan.<\/p>\n<p>As <a href=\"https:\/\/foreignpolicy.com\/2026\/05\/27\/indonesia-nationalize-resource-exports-prabowo-danantara\/\">Japan ups its security role<\/a> in the region, China hopes invoking the shared suffering of occupation by Japan during World War II will deter Southeast Asia. Reporting on Chinese President Xi Jinping\u2019s <a href=\"https:\/\/www.ft.com\/content\/70e922b3-c423-40f2-9c9d-1c64a38e026b?syn-25a6b1a6=1\">outburst<\/a> on the matter when he met with U.S. President Donald Trump in May suggests China really means it.<\/p>\n<p>Yet official historical memories, which are important as those who actually lived through the war die, are different in China and Southeast Asia. For China, the struggle against Japanese invasion has been <a href=\"https:\/\/www.nytimes.com\/2025\/08\/30\/world\/asia\/china-japan-wwii-nationalism.html\">promoted<\/a> as the birth of the modern nation. In Southeast Asia, the significance of the Japanese invasion is often much more <a href=\"https:\/\/wangqingmin.medium.com\/different-memories-of-the-japanese-occupation-among-various-groups-in-southeast-asia-7fc58fb53432\">ambiguous<\/a>: especially cruel for overseas Chinese communities but also heralding independence.<\/p>\n<p>Key nationalist figures like Sukarno in Indonesia and Aung San in Myanmar <a href=\"https:\/\/quillette.com\/2026\/03\/18\/an-ambivalent-relationship-ww2-southeast-asia\/?utm_source=chatgpt.com\">collaborated<\/a>, looking to snatch independence as European colonial empires fell. The state-defining struggles were often postwar\u2014against the Netherlands in Indonesia, France and then the United States in Vietnam, and Chinese communists in Malaysia.<\/p>\n<p>Two countries\u2014the <a href=\"https:\/\/www.newmandala.org\/forgetting-the-battle-of-manila\/\">Philippines<\/a> and <a href=\"https:\/\/www.straitstimes.com\/singapore\/50-gather-at-war-memorial-to-remember-wwii-victims-e-book-launched\">Singapore<\/a>\u2014focus heavily on the occupation as a period of nation-creating suffering. But both now have strong relationships with Japan, with the former embracing Japan <a href=\"https:\/\/foreignpolicy.com\/2026\/05\/27\/indonesia-nationalize-resource-exports-prabowo-danantara\/\">as a key security partner<\/a>.<\/p>\n<p>Resentment of Japan did linger in some quarters in the 20th century, but Japan has worked hard to smooth them over. Polls in Southeast Asia show that Japan is now the region\u2019s most <a href=\"https:\/\/www.scmp.com\/week-asia\/politics\/article\/3350284\/japan-remains-most-trusted-power-southeast-asia-despite-military-build-survey\">trusted<\/a> partner.<\/p>\n<p>So, when Japanese Defense Minister Shinjiro Koizumi <a href=\"https:\/\/www.mod.go.jp\/en\/article\/2026\/05\/c4052b8e2442611f026b47d8d66ac1df9e52bfcd.html\">pushed<\/a> back, he had a strong hand. He offered Japan as a security partner for the region, an important development that I will discuss in later iterations of Southeast Asia Brief. While few will probably go as far as the Philippines in embracing Japan, not many will be alarmed by China\u2019s warning.<\/p>\n<p><strong>To Lam\u2019s diplomatic push. <\/strong>Vietnam\u2019s president gave the keynote <a href=\"https:\/\/en.baochinhphu.vn\/keynote-address-by-general-secretary-and-president-to-lam-at-shangri-la-dialogue-2026-11126052921304821.htm\">address<\/a> at the Shangri-La Dialogue. This was a highlight of two weeks of diplomatic travel that took him to Bangkok, Manila, and Singapore.<\/p>\n<p>The speech, in which To Lam diagnosed three crises, stood in sharp contrast to Hegseth\u2019s vision where power, not values, matter.<\/p>\n<p>Lam first identified \u201cthe crisis of the international order,\u201d where \u201cfundamental principles of international law are interpreted selectively, applied inconsistently, or subordinated to the logic where might makes right.\u201d His second, \u201cthe crisis of development models,\u201d was also interesting for anyone curious about his economic plans for Vietnam.<\/p>\n<p>The third was \u201cthe crisis of strategic trust.\u201d The solution he identified was \u201cmanaging differences within a rules-based framework.\u201d Lam said that disruptive new technologies like artificial intelligence risk intensifying the crisis.<\/p>\n<p>To Lam\u2019s visit to Singapore was also accompanied by the <a href=\"https:\/\/www.channelnewsasia.com\/asia\/vietnam-singapore-expand-tech-manufacturing-ties-6149446\">announcement<\/a> of further cooperation on manufacturing and technology. Local legend holds that, long ago, a childless king and queen were granted 24 children by mountain gods on the condition that they threw the 25th into the mountain\u2019s crater as a sacrifice. Today, people chuck in goats, chickens, and vegetables\u2014as some stand with nets to try and catch the offerings.<\/p>\n<hr\/>\n<hr\/>\n<div class=\"bolded-first-line\">\n<p>What Else We\u2019re Watching This Week<\/p>\n<\/div>\n<p><strong>Junta leader in India. <\/strong>Myanmar junta leader Min Aung Hlaing visited India, his first trip abroad since being \u201celected\u201d as president, from May 30 to June 3.<\/p>\n<p>Many had <a href=\"https:\/\/www.npr.org\/2026\/05\/30\/nx-s1-5838637\/myanmar-hlaing-india-tour\">expected<\/a> Min Aung Hlaing\u2019s first trip to be to China, which has emerged as a key backer of the junta. But India offers opportunities to try to balance the former and has taken a pragmatic view of engagement with the junta.<\/p>\n<p>Min Aung Hlaing\u2019s first <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/6\/1\/indian-pm-modi-meets-myanmar-military-govt-leader-in-new-delhi\">stop<\/a> was in Bodh Gaya, where it is believed that the Buddha reached enlightenment. This was <a href=\"https:\/\/ddnews.gov.in\/en\/president-murmu-meets-myanmar-counterpart-highlights-shared-buddhist-heritage-and-centuries-old-people-to-people-bond\/\">followed<\/a> by <a href=\"https:\/\/asia.nikkei.com\/politics\/international-relations\/modi-and-min-aung-hlaing-agree-to-foster-mineral-rare-earth-ties\">meetings<\/a> with Prime Minister Narendra Modi, President Droupadi Murmu, and Foreign Secretary Vikram Misri.<\/p>\n<p>A joint <a href=\"https:\/\/www.mea.gov.in\/bilateral-documents.htm?dtl\/41250\/India++Myanmar+Joint+Statement+during+the+Official+Visit+of+the+President+of+Myanmar+to+India+May+30++June+03+2026\">statement<\/a> after the visit included a few interesting nuggets.<\/p>\n<p>The first was an agreement on \u201cthe importance of preventing the misuse of sovereign territory for activities inimical to their security interests.\u201d In short, India wants Myanmar to crack down on Indian insurgent groups operating on Myanmar\u2019s side of the border and vice versa.<\/p>\n<p>The second was discussion of the Kaladan project\u2014a highway that is supposed to connect India\u2019s northeast to Myanmar and Thailand. The project has been stalled since Myanmar\u2019s coup in 2021 and the subsequent civil war.<\/p>\n<p>The third was talk of deepening economic ties, including establishing a\u00a0rupee-kyat settlement mechanism.<\/p>\n<p>Not everything is rosy, though. Even as the trip proceeded, Indian security forces and Myanmar\u2019s military <a href=\"https:\/\/eng.mizzima.com\/2026\/06\/01\/34742\">exchanged<\/a> fire in a low-level border skirmish.<\/p>\n<p><strong>Senator arrested for corruption. <\/strong>On Monday, Sen. Jinggoy Estrada <a href=\"https:\/\/tribune.net.ph\/2026\/06\/01\/jinggoy-arrested-booked-for-plunder-co-accused-ex-sec-bonoan-hospitalized\">surrendered<\/a> himself to police and was arrested on charges of plunder. He is now the highest-ranking elected official in the Philippines to be arrested in connection to <a href=\"https:\/\/foreignpolicy.com\/2025\/11\/25\/philippines-flood-corruption-scandal-marcos\/\">last year\u2019s flood infrastructure scandal<\/a>.<\/p>\n<p>This connects to the increasingly heated wrangling between pro- and anti-Duterte factions for control of the Senate ahead of Vice President Sara Duterte\u2019s impeachment trial.<\/p>\n<p>In theory, the pro-Duterte faction has 13 votes to its opponent\u2019s 11. But, of the former camp, Estrada is now under arrest and Sen. Ronald \u201cBato\u201d dela Rosa <a href=\"https:\/\/foreignpolicy.com\/2026\/05\/20\/philippines-senate-gunfire-duterte-marcos\/\">is on the run<\/a> from the International Criminal Court after a shootout in the Senate. Plus, Sen. Robinhood Padilla is under <a href=\"https:\/\/www.pna.gov.ph\/articles\/1276144\">investigation<\/a> for allegedly helping Bato escape.<\/p>\n<p>The anti-Duterte camp is also trying to <a href=\"https:\/\/www.philstar.com\/headlines\/2026\/05\/27\/2530834\/remote-vote-sparks-walkout-sb-11\">block<\/a> measures that would let senators attend and vote remotely. So, no casting your vote from a secret safe house or a jail cell for now.<\/p>\n<p>All this is not enough to ensure Duterte is impeached. For that, 16 votes are needed.<\/p>\n<p><strong>Thai opposition leader acquitted. <\/strong>Leading Thai political figure Thanathorn Juangroongruangkit was <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/thai-court-acquits-opposition-politician-accused-royal-insult-2026-05-28\/\">acquitted<\/a> of charges of l\u00e8se majest\u00e9 and cybercrimes last week.<\/p>\n<p>The businessman-turned-politician founded the liberal Future Forward Party in 2018 to challenge Thailand\u2019s conservative establishment. Juangroongruangkit was subsequently dogged by repeated legal issues, which many saw as politically motivated.<\/p>\n<p>In 2019, when his party came in third, he was <a href=\"https:\/\/www.bbc.com\/news\/world-asia-50486754\">disqualified<\/a> from sitting as an MP on the grounds that he held shares in a media company when he registered to run.<\/p>\n<p>In 2021, he was <a href=\"https:\/\/world.thaipbs.or.th\/detail\/court-clears-thanathorn-in-royal-vaccine-lese-majeste-case\/61499\">accused<\/a> of l\u00e8se majest\u00e9 \u2060and cybercrimes over statements in a livestream, where he said that the government had unfairly favored a company owned by the Thai king in the procurement of COVID-19 vaccines.<\/p>\n<p>Accusations of insulting the monarchy are a common charge against opposition figures and can carry heavy sentences.<\/p>\n<p>Despite a ban on the Future Forward Party and its successor, the movement continues today in the People\u2019s Party, which leads the opposition.<\/p>\n<\/p><\/div>\n<p><br \/>\n<br \/><a href=\"https:\/\/foreignpolicy.com\/2026\/06\/03\/hegseth-shangri-la-asia-defense-spending\/\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Welcome to Foreign Policy\u2019s Southeast Asia Brief.
