Blacklists Israel, Russia for Sexual Violence in Conflict"},"content":{"rendered":"<p> <br \/>\n<br \/><\/p>\n<div>\n<p>Welcome back to World Brief, where we\u2019re looking at a <strong>United Nations<\/strong> report on sexual violence in conflict, continued efforts to secure a <strong>U.S.-Iran<\/strong> cease-fire extension, and a <strong>Russian<\/strong> drone incursion into <strong>Romania<\/strong>.<\/p>\n<hr\/>\n<h3>9,788 Verified Cases<\/h3>\n<p>An annual <a href=\"https:\/\/news.un.org\/en\/sites\/default\/files\/atoms\/files\/secretary-general-report-on-sexual-violence-in-conflict.pdf\">United Nations report<\/a> detailing \u201cpatterns of sexual violence\u201d in conflict on Friday sparked diplomatic backlash after the organization added two new state actors to its blacklist: Israel and Russia.<\/p>\n<\/p><\/div>\n<div data-nosnippet=\"\">\n<p>Welcome back to World Brief, where we\u2019re looking at a <strong>United Nations<\/strong> report on sexual violence in conflict, continued efforts to secure a <strong>U.S.-Iran<\/strong> cease-fire extension, and a <strong>Russian<\/strong> drone incursion into <strong>Romania<\/strong>.<\/p>\n<hr\/>\n<h3>9,788 Verified Cases<\/h3>\n<p>An annual <a href=\"https:\/\/news.un.org\/en\/sites\/default\/files\/atoms\/files\/secretary-general-report-on-sexual-violence-in-conflict.pdf\">United Nations report<\/a> detailing \u201cpatterns of sexual violence\u201d in conflict on Friday sparked diplomatic backlash after the organization added two new state actors to its blacklist: Israel and Russia.<\/p>\n<p>According to U.N. investigators, Israeli forces <a href=\"https:\/\/news.un.org\/en\/story\/2026\/05\/1167603\">committed<\/a> sexual violence since 2023 against Palestinians detained in Israel as well as Palestinians living in the occupied territories of Gaza and the West Bank. This included verified cases of sexual violence, including as a form of torture, on more than two dozen individuals, including at least 10 children.<\/p>\n<p>U.N. authorities also verified 310 cases of Russian-perpetrated <a href=\"https:\/\/foreignpolicy.com\/2023\/02\/28\/un-head-cites-most-massive-human-rights-violations-from-russias-war\/\">sexual violence<\/a> against prisoners of war and civilian detainees in Russia as well as Russian-occupied areas of Ukraine since 2022.<\/p>\n<p>Still, these numbers represent just a <a href=\"https:\/\/webtv.un.org\/en\/asset\/k12\/k12l853soz?_gl=1*vc46xd*_gcl_au*MTI2MjM0ODI3OS4xNzc1NTgxNTYw*_ga*NjA2NjU1ODcxLjE3NzIyMTQyNjM.*_ga_S5EKZKSB78*czE3ODAwNzMyMTEkbzMkZzEkdDE3ODAwNzYwOTMkajYwJGwwJGgw\">small portion<\/a> of the 9,788 cases of sexual violence in conflict identified worldwide in 2025. \u201cThe figures contained in this report should be understood not as the full picture but as an indication of a much broader pattern of violations that remain largely unseen and underreported,\u201d said Pramila Patten, the U.N. special representative on sexual violence. More than 75 government and nongovernment parties in 21 countries were on the U.N.\u2019s blacklist.<\/p>\n<p>Both Russia and Israel quickly <a href=\"https:\/\/apnews.com\/article\/israel-sexual-assault-conflict-zone-gaza-united-nations-c5d5c8300dd671d0e5cd1594c1da2006\">denounced<\/a> the U.N.\u2019s report. \u201cWe will write a letter to the secretary-general saying that these are unsubstantiated lies and alleged things which again portray Russia as a villain, like they do all the time,\u201d Russian Ambassador to the U.N. Vassily Nebenzia wrote, adding that Moscow plans to prepare its own report detailing Ukraine\u2019s alleged mistreatment of Russian prisoners of war.<\/p>\n<p>Israel also \u201ccomprehensively, thoroughly, and unequivocally refuted these allegations,\u201d Israel\u2019s foreign ministry <a href=\"https:\/\/x.com\/IsraelMFA\/status\/2060012940074369320\">wrote<\/a> on X on Thursday, calling the report \u201cyet another example of the UN\u2019s long-standing, institutionalized hostility toward Israel.\u201d<\/p>\n<p>Israel has <a href=\"http:\/\/foreignpolicy.com\/2024\/03\/05\/israel-guterres-un-report-sexual-violence-rape-hamas-unrwa\/\">long accused<\/a> the agency of anti-Israel bias. In 2024, Israeli Foreign Minister Israel Katz declared U.N. chief Ant\u00f3nio Guterres persona non grata, and on Thursday, Israeli Ambassador to the U.N. Danny Danon said the country will <a href=\"https:\/\/www.nytimes.com\/2026\/05\/28\/world\/middleeast\/israel-un-abuse-report.html?campaign_id=9&amp;emc=edit_nn_20260529&amp;instance_id=176355&amp;nl=the-morning&amp;regi_id=159637444&amp;segment_id=220643&amp;user_id=3a92aa035d8e7d51a6ba63375b87c152\">cut off all ties<\/a> with Guterres and his office over the report\u2019s findings. Guterres\u2019s term ends on Dec. 31.<\/p>\n<p>\u201cWe are done with this U.N. secretary-general,\u201d Danon <a href=\"https:\/\/x.com\/dannydanon\/status\/2059984342147850393\">said<\/a>. \u201cGuterres has put Israel on the same blacklist along with Hamas, ISIS, and the most depraved terrorist organizations in the world.\u201d Mike Waltz, the U.S. ambassador to the U.N., similarly <a href=\"https:\/\/x.com\/USAmbUN\/status\/2060378283007422566\">admonished<\/a> the body for putting Israel \u201con the same level as terrorist organizations like Hamas &amp; ISIS which DELIBERATELY target civilians for sexual violence as a weapon of terror.\u201d<\/p>\n<p>However, U.N. secretary-general spokesperson St\u00e9phane Dujarric <a href=\"https:\/\/nationalpost.com\/news\/world\/israel-middle-east\/un-secretary-general-israel\">downplayed<\/a> Danon\u2019s threat on Friday, calling Israel\u2019s announcement \u201cmore symbolic than anything\u201d and unlikely to change U.N. operations. The organization will \u201ccontinue to work with the Israeli mission,\u201d Dujarric said.<\/p>\n<p>Both Israel and Russia had already been \u201cput on notice for potential listing in the next reporting period\u201d last year.<\/p>\n<hr\/>\n<h3>Today\u2019s Most Read<\/h3>\n<hr\/>\n<h3>What We\u2019re Following<\/h3>\n<p><strong>No deal yet. <\/strong>U.S. Secretary of State Marco Rubio <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/pakistan-foreign-minister-set-discuss-iran-with-rubio-washington-2026-05-29\/\">hosted<\/a> Pakistani Foreign Minister Ishaq Dar in Washington on Friday to discuss the latest developments in negotiations to end the Iran war, among other issues. Islamabad has served as a key mediator between Washington and Tehran in the talks.<\/p>\n<p>U.S. and Iranian negotiators on Thursday tentatively <a href=\"https:\/\/foreignpolicy.com\/2026\/05\/28\/us-iran-reach-deal-cease-fire-mou-kuwait-strikes-trump\/\">agreed<\/a>, pending approval by the countries\u2019 respective leaders, to a 60-day memorandum of understanding that would extend the current cease-fire, reopen the Strait of Hormuz, and kick-start nuclear talks.<\/p>\n<p>U.S. President Donald Trump <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/116658423998920803\">wrote<\/a> on Truth Social late Friday morning local time that he was meeting in the White House Situation Room \u201cnow\u201d to make a \u201cfinal determination\u201d on the deal. He did not specify what conditions would be included in the <a href=\"https:\/\/www.cnbc.com\/2026\/05\/29\/trump-iran-deal-hormuz-nuclear-war.html\">agreement<\/a>. As of time of writing, neither Trump nor Iran\u2019s leaders have announced the deal\u2019s approval.<\/p>\n<p><strong>Moscow\u2019s drone incursion. <\/strong>Bucharest <a href=\"https:\/\/www.reuters.com\/world\/europe\/apartment-building-hit-by-drone-romanias-galati-close-ukraine-border-radio-says-2026-05-29\/\">accused<\/a> a Russian drone on Friday of hitting an apartment building in eastern Romania. The overnight attack, which European officials claim was intended for Ukraine, damaged a building in the Danube port city of Galati and injured at least two people. The incursion sparked strong condemnation from NATO members and reignited concerns that the fighting could spread beyond Ukraine\u2019s borders.<\/p>\n<p>Since Russia\u2019s full-scale invasion of Ukraine in 2022, Russian drones and other military equipment have entered NATO territory numerous times, often requiring the alliance to deploy fighter jets and other defensive measures to intercept the threats.
