Lawmakers on both sides of the aisle are pushing for Trump to seek <a href=\"https:\/\/foreignpolicy.com\/2026\/04\/28\/congress-stop-iran-war-budget\/\">formal approval<\/a> from Congress to declare war. However, Trump <a href=\"https:\/\/www.cnn.com\/2026\/05\/01\/world\/live-news\/iran-war-news?post-id=cmon4qe8u00003b6ukzh73xon\">signaled<\/a> on Friday that he will not seek a congressional vote, arguing instead that the 60-day clock is \u201ctotally unconstitutional.\u201d<\/p>\n<p>Under the <a href=\"https:\/\/foreignpolicy.com\/2026\/04\/23\/trump-iran-war-congress-war-powers-60-days\/\">1973 War Powers Resolution<\/a>, the U.S. president has 60 days from when Congress first received formal notice of the conflict to terminate offensive operations or have Congress either declare war or authorize the continued use of military force. The White House can extend this period for another 30 days but only to safely withdraw troops\u2014not to continue an offensive campaign.<\/p>\n<p>Yet the Trump administration has argued that the U.S.-Iran cease-fire, which went into effect on April 7 and was extended indefinitely last week, has paused the clock. \u201cWe are in a cease-fire now, which our understanding means the 60-day clock pauses or stops in a cease-fire,\u201d U.S. Defense Secretary <a href=\"https:\/\/foreignpolicy.com\/2026\/04\/30\/hegseth-senate-testimony-iran-war-60-days-war-powers-resolution\/\">Pete Hegseth<\/a> told lawmakers during testimony before the Senate Armed Services Committee on Thursday.<\/p>\n<p>However, the War Powers law provides no mechanism for pausing the 60-day time limit when a truce is in place. \u201cThat deadline is not a suggestion; it is a requirement,\u201d Republican Sen. <a href=\"https:\/\/www.collins.senate.gov\/newsroom\/senator-collins-statement-on-her-vote-to-end-hostilities-in-iran-ahead-of-60-day-deadline\">Susan Collins<\/a> said on Thursday, arguing that \u201cfurther military action against Iran must have a clear mission, achievable goals, and a defined strategy for bringing the conflict to a close.\u201d<\/p>\n<p>Richard Goldberg, a former National Security Council official in Trump\u2019s first term who is now at the hawkish Washington think tank the Foundation for Defense of Democracies, <a href=\"https:\/\/apnews.com\/article\/trump-war-powers-pentagon-iran-422311a4443b987af87cd4ca35d54f48\">suggested<\/a> that the White House could try to circumvent the War Powers deadline by declaring a new mission that would serve as a sequel to Operation Epic Fury. That new mission, Goldberg told The Associated Press, \u201cwould inherently be a mission of self-defense focused on reopening the [<a href=\"https:\/\/foreignpolicy.com\/2026\/04\/27\/hormuz-trap-oil-pipeline-iran-war-united-states-arab-israel\/\">Strait of Hormuz<\/a>] while reserving the right to offensive action in support of restoring freedom of navigation.\u201d Throughout the U.S.-Iran cease-fire, Tehran has maintained its chokehold on the strategic waterway, and the U.S. Navy has continued its blockade of Iranian ports.<\/p>\n<p>Peace negotiations have <a href=\"https:\/\/foreignpolicy.com\/2026\/05\/01\/trump-iran-war-regret-cease-fire\/\">reached a stalemate<\/a>, as both sides are unwilling to end their maritime operations. Iran has reportedly sent a fresh peace proposal to Pakistani mediators to try to push past this deadlock, but Trump told reporters on Friday that he <a href=\"https:\/\/www.cnbc.com\/2026\/05\/01\/trump-rejects-iran-peace-deal.html\">remains unhappy<\/a>. \u201cIran wants to make a deal, but I\u2019m not satisfied with it,\u201d he said. Trump did not specify what demands remain in contention.<\/p>\n<p>\u201cThere are options: Do we want to go and just blast the hell out of them and finish them forever, or do we want to try and make a deal?\u201d Trump added. Both individuals were wearing clothing associated with the Orthodox Jewish denomination when they were assaulted. Police are treating the incidents as a terrorist attack with potential links to Iran.<\/p>\n<p>Harakat Ashab al-Yamin al-Islamiyya, a pro-Iranian Islamist group, has <a href=\"https:\/\/www.nytimes.com\/2026\/04\/30\/world\/europe\/european-antisemitism-hybrid-warfare.html?campaign_id=9&amp;emc=edit_nn_20260501&amp;instance_id=174951&amp;nl=the-morning&amp;regi_id=159637444&amp;segment_id=219146&amp;user_id=3a92aa035d8e7d51a6ba63375b87c152\">claimed responsibility<\/a> for Wednesday\u2019s stabbings as well as for other assaults against Jewish people in recent months, including attacks on synagogues in Belgium and the Netherlands. Counterterrorism officials are investigating whether the group has direct ties to Iran or its proxies to determine whether this slew of attacks is part of Tehran\u2019s asymmetrical warfare strategy against Jews.<\/p>\n<p>Reports of antisemitism across Europe have risen since Hamas\u2019s Oct. 7, 2023, attack on Israel and the ensuing war in Gaza. On Thursday, British Prime Minister Keir Starmer <a href=\"https:\/\/apnews.com\/article\/uk-antisemitism-stabbing-f854ca92cd6c741f82b72cf9c656b23a\">raised<\/a> the country\u2019s threat level from \u201csubstantial\u201d to \u201csevere\u201d in response to the most recent stabbings; \u201csevere\u201d is the second-highest level on London\u2019s five-tier scale, as it means that intelligence agencies believe that another attack is highly likely in the next six months. Starmer also pledged on Thursday to increase security for Jewish communities, announcing $34 million in protection measures.<\/p>\n<p><strong>Moment of multilateralism. <\/strong>The long-awaited <a href=\"https:\/\/foreignpolicy.com\/2026\/01\/09\/european-union-eu-mercosur-trade-deal-farmers-environment-protests-tariffs\/\">European Union-Mercosur trade deal<\/a> took provisional effect on Friday. After 25 years of negotiations between EU and South American officials, the free-trade agreement will now create an <a href=\"https:\/\/foreignpolicy.com\/2026\/04\/29\/eu-european-union-middle-powers-trade-agreements-geopolitics\/?tpcc=recirc_latest062921\">integrated market<\/a> worth around $22 trillion and consisting of more than 700 million consumers\u2014making it one of the largest free-trade zones in the world. All three European countries have been critical of the United States\u2019 handling of the Iran war, and both Rome and Madrid have denied the U.S. military from <a href=\"https:\/\/foreignpolicy.com\/2026\/04\/24\/us-pentagon-email-nato-spain-uk-falkland-islands-iran\/\">using their bases<\/a> to launch attacks.<\/p>\n<p>Italy has \u201cnot been of any help to us,\u201d Trump told reporters on Thursday, while calling Spain \u201cabsolutely horrible.\u201d Earlier this week he <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/116483733181582907\">accused<\/a> German Chancellor Friedrich Merz of thinking that \u201cit\u2019s OK for Iran to have a Nuclear Weapon,\u201d a claim that Berlin denies. His remarks came after Merz <a href=\"https:\/\/www.dw.com\/en\/merz-says-us-humiliated-lacks-strategy-in-iran-conflict\/a-76952959\">warned<\/a> on Monday that the Trump administration has \u201cno truly convincing strategy\u201d in the negotiations with Iran and said that the United States is being \u201chumiliated\u201d by Tehran.<\/p>\n<p>As of December 2025, the United States had around <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/5\/1\/trumps-threat-why-cutting-us-troops-in-europe-wont-be-easy\">68,000 active-duty troops<\/a> in Europe. Of those, more than 36,000 were stationed in Germany, around 12,660 were located in Italy, and nearly 4,000 were based in Spain\u2014making up more than 75 percent of the United States\u2019 entire European presence.
