It is a test of a political model: one known as &#8220;<a href=\"https:\/\/www.journalofdemocracy.org\/articles\/illiberal-democracy-and-the-struggle-on-the-right\/#:~:text=For%20there%20was%20no%20question,national%20leaders%20would%20proudly%20fly.\" target=\"_blank\"><u>illiberal democracy<\/u><\/a>,&#8221; one that has reshaped not only Hungary&#8217;s institutions, but influences conservative movements far beyond its borders. In the final days of the campaign, U.S. Vice President Vance traveled to Hungary in a show of support, underscoring Orb\u00e1n&#8217;s close ties to President Trump and his growing influence within parts of the American right.<\/p>\n<p>But after 16 years in power, Orb\u00e1n faces one of his most serious challenges yet. And the outcome could reverberate across Europe and the United States.<\/p>\n<aside id=\"ad-backstage-wrap\" class=\"ad-wrap backstage\" aria-label=\"advertisement\">\n<\/aside>\n<p><!-- END ID=\"RESNX-S1-5779931-100\" CLASS=\"BUCKETWRAP INTERNALLINK INSETTWOCOLUMN INSET2COL \" --><\/p>\n<p><strong>1. Orb\u00e1n has transformed Hungary&#8217;s political system<\/strong><\/p>\n<p>After a first term between 1998 and 2002 during which he was seen as a center-right, pro-European leader, Orb\u00e1n and his party, Fidesz, returned to power in 2010. They rewrote the constitution, reshaped the judiciary and consolidated control over key state institutions.<\/p>\n<p>Independent monitors say those changes have weakened democratic checks. Freedom House, a U.S.-based non-governmental organization that since 1941 has studied human rights and democracy around the world, now classifies Hungary as only &#8220;<a href=\"https:\/\/freedomhouse.org\/country\/hungary\/freedom-world\/2026\" target=\"_blank\"><u>partly free<\/u><\/a>.&#8221; The V-Dem Institute, an independent research organization based in Sweden, describes it as an &#8220;<a href=\"https:\/\/www.v-dem.net\/documents\/60\/V-dem-dr__2025_lowres.pdf\" target=\"_blank\"><u>electoral autocracy<\/u><\/a>.&#8221;<\/p>\n<p>For his part, Orb\u00e1n has variously described his country&#8217;s political system as an &#8220;illiberal state&#8221; based on &#8220;national foundations&#8221; or a &#8220;Christian democracy.&#8221;<\/p>\n<p><strong>2. Power now extends into media, business and academia<\/strong><\/p>\n<p>Critics say the government&#8217;s influence reaches far beyond politics and law-making.<\/p>\n<p>Much of Hungary&#8217;s media landscape is now aligned with the government, with the public broadcaster shut down, and private networks in the hands of business networks close to Fidesz.<\/p>\n<p>Higher education has also been a flashpoint. The Central European University, funded by Hungarian-American philanthropist George Soros, was effectively pushed out of Budapest. In 2017, the Orban government passed a law known as &#8220;Lex CEU&#8221; targeting it: the legislation required the respected institution to open a campus in the U.S. or be shut down. Instead, at great expense, it moved to Vienna. Its former president, Michael Ignatieff, has described Hungary as a &#8220;<a href=\"https:\/\/www.prospectmagazine.co.uk\/world\/europe\/hungary\/72852\/vanguard-of-the-counter-revolution\" target=\"_blank\"><u>training ground<\/u><\/a>&#8221; for a broader illiberal political movement.<\/p>\n<aside id=\"ad-secondary-wrap\" class=\"ad-wrap secondary\" aria-label=\"advertisement\">\n<\/aside>\n<p><!-- END ID=\"RESNX-S1-5779931-101\" CLASS=\"BUCKETWRAP INTERNALLINK INSETTWOCOLUMN INSET2COL \" --><\/p>\n<p><strong>3. Elections still matter \u2014 but the system favors the incumbent<\/strong><\/p>\n<p>Hungary continues to hold regular elections, and opposition parties campaign freely. But analysts say the playing field is uneven.<\/p>\n<p>Changes to electoral rules, increasing executive branch <a href=\"https:\/\/www.npr.org\/2025\/05\/30\/nx-s1-5407320\/hungarys-viktor-orban-chips-away-at-the-countrys-judiciary\" target=\"_blank\"><u>control over the judiciary<\/u><\/a>, media dominance and the use of state resources give the ruling party structural advantages. That means challengers must win decisively to overcome them.<\/p>\n<p><strong>4.
