{"id":4386,"date":"2026-03-31T06:14:07","date_gmt":"2026-03-31T06:14:07","guid":{"rendered":"https:\/\/firearmupgrades.com\/?p=4386"},"modified":"2026-03-31T06:14:07","modified_gmt":"2026-03-31T06:14:07","slug":"philippines-energy-emergency-in-iran-war","status":"publish","type":"post","link":"https:\/\/firearmupgrades.com\/?p=4386","title":{"rendered":"Philippines\u2019 Energy Emergency in Iran War"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div data-nosnippet=\"\">\n<p>Welcome to <em>Foreign Policy<\/em>\u2019s Southeast Asia Brief.<\/p>\n<p>The highlights this week: The Philippines <strong>declares an energy emergency<\/strong>, Thailand <strong>gets permission to sail the Strait of Hormuz<\/strong>, Singapore <strong>wants China to step up<\/strong>, and <strong>fuel prices ground planes<\/strong>.<\/p>\n<hr\/>\n<div class=\"bolded-first-line\">\n<p>Philippines Declares Energy Emergency<\/p>\n<\/div>\n<p>On March 24, Philippine President Ferdinand Marcos Jr. <a href=\"https:\/\/pco.gov.ph\/news_releases\/president-marcos-declares-state-of-national-energy-emergency-activates-uplift-as-whole-of-government-response-framework\/\">declared<\/a> a national energy emergency.<\/p>\n<p>The Philippines has seen one of the world\u2019s sharpest <a href=\"https:\/\/x.com\/AFP\/status\/2036710255426457622\">increase<\/a>s in petrol prices, according to research by AFP, going up more than 50 percent in a month. Diesel <a href=\"https:\/\/www.globalpetrolprices.com\/Philippines\/diesel_prices\/\">prices<\/a> are even worse, having nearly doubled in the same period.<\/p>\n<p>As part of his <a href=\"https:\/\/www.rappler.com\/newsbreak\/explainers\/things-to-know-marcos-national-energy-emergency-uplift\/\">statement<\/a>, Marcos announced the formation of a committee focused on mitigating the impact of price rises on vital sectors and looking for ways for the private sector to consume less fossil fuel.<\/p>\n<p>Other concrete measures included fuel subsidies, commuter subsidies, the expansion of public transport, and the temporary reduction and suspension of toll charges.<\/p>\n<p>The government further <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-03-28\/philippines-seeks-30-day-price-cap-on-rice-as-fuel-costs-surge\">announced<\/a> it was seeking a 30-day rice price cap. It is also considering <a href=\"https:\/\/newsinfo.inquirer.net\/2202073\/dof-price-cuts-due-to-fuel-tax-law-felt-by-mid-april\">suspending<\/a> fuel taxes.<\/p>\n<p>The government has already <a href=\"https:\/\/www.theguardian.com\/world\/2026\/mar\/06\/philippines-orders-energy-cuts-middle-east-war-fuel-prices\">promoted<\/a> a slew of measures to try to conserve energy, such as ordering civil servants to use less air conditioning and cut back on travel.<\/p>\n<p>The announcements come as fuel prices prompted <a href=\"https:\/\/www.bbc.com\/news\/articles\/c4glxn24gd6o\">strikes<\/a> by transport workers, a group with a strong <a href=\"https:\/\/www.philstar.com\/the-freeman\/opinion\/2023\/03\/08\/2250116\/transport-strikes-philippine-history\">tradition<\/a> of protest.<\/p>\n<p>The energy crunch is prompting the Philippines to also turn to countries with whom it has tricky relationships.<\/p>\n<p>In an <a href=\"https:\/\/www.youtube.com\/watch?v=h5DOzofqmWc\">interview<\/a> with <em>Bloomberg<\/em>, Marcos said there was \u201ccertainly\u201d going to be a reset of relations with China.<\/p>\n<p>He suggested the crisis could provide fresh impetus for talks, reopened in 2023 but since stalled, about joint energy exploration in disputed areas of the South China Sea.<\/p>\n<p>Russia has also stepped into the gap, with a <a href=\"https:\/\/www.france24.com\/en\/live-news\/20260326-russian-oil-arrives-as-philippines-battles-energy-emergency\">tanker<\/a> carrying more than 700,000 barrels arriving last week. (Moscow\u2019s imminent <a href=\"https:\/\/www.reuters.com\/business\/energy\/russia-introduce-ban-gasoline-exports-april-1-govt-says-2026-03-27\/\">ban<\/a> on gasoline exports will likely limit repeats.)<\/p>\n<p>Still, one should not over-index on the idea of a strategic tilt. The Philippines has also <a href=\"https:\/\/asia.nikkei.com\/spotlight\/iran-tensions\/vietnam-philippines-seek-oil-aid-from-japan-amid-mideast-war\">turned<\/a> to Japan for fuel.<\/p>\n<p>There are also signs of <a href=\"https:\/\/www.scmp.com\/week-asia\/people\/article\/3348025\/trump-stays-popular-philippines-despite-iran-war-fuel-crisis\">anger<\/a> at the crisis imposed on the country by the United States\u2019 war, with one independent senator denouncing U.S. President Donald Trump. But for the moment, popular ire seems directed at Marcos.<\/p>\n<p>The Philippines is particularly exposed to the oil crisis, but <a href=\"https:\/\/www.bernama.com\/en\/news.php?id=2536811\">countries<\/a> across the region are taking similar measures.<\/p>\n<p>In Cambodia, where the fuel price <a href=\"https:\/\/www.khmertimeskh.com\/501867654\/government-institutions-tighten-fuel-usage-as-energy-crisis-sets-in\/\">increased<\/a> 68 percent due to the war, according to the <em>Khmer Times<\/em>, the government has told state bodies to implement strict fuel efficiency measures. It has also cut fuel <a href=\"https:\/\/www.vatcalc.com\/cambodia\/cambodia-cuts-vat-on-fuel-to-cushion-energy-costs\/\">taxes<\/a>.<\/p>\n<p>Meanwhile, Laos\u2014impoverished, highly indebted, and extremely dependent on imported oil\u2014has introduced a three-day <a href=\"https:\/\/kpl.gov.la\/en\/detail.aspx\/detail.aspx?id=97461\">school<\/a> week.<\/p>\n<p>It has also <a href=\"https:\/\/www.eco-business.com\/news\/laos-slashes-ev-fees-hikes-petrol-car-charges-to-curb-fuel-use\/\">slashed<\/a> service fees for electric cars and ordered government agencies not to buy new gas-powered vehicles unless strictly necessary.<\/p>\n<p>Vietnam is <a href=\"https:\/\/www.reuters.com\/business\/energy\/vietnam-urges-people-work-home-save-fuel-iran-war-disrupts-supplies-2026-03-10\/\">encouraging<\/a> work-from-home measures and set some fuel <a href=\"https:\/\/www.reuters.com\/business\/energy\/vietnam-suspends-some-fuel-taxes-stabilise-domestic-market-2026-03-27\/\">taxes<\/a> at zero until April 15.<\/p>\n<p>Thailand\u2019s prime minister has <a href=\"https:\/\/x.com\/KhaosodEnglish\/status\/2037755429397414346\">urged<\/a> citizens to economize on fuel and not hoard.<\/p>\n<p>There is also a universal scramble for supplies. The U.S. waiver of <a href=\"https:\/\/asia.nikkei.com\/spotlight\/iran-tensions\/asian-governments-scramble-to-secure-russian-oil\">sanctions<\/a> on Russian oil at sea prompted a number of countries in the region to express interest\u2014though as noted above, this plan may now have run into problems.<\/p>\n<p>Meanwhile, Australia and Singapore are <a href=\"https:\/\/www.pm.gov.au\/media\/joint-statement-energy-security\">working<\/a> together to help shore up each other\u2019s energy supplies.<\/p>\n<p>Australia is seeking a similar arrangement with <a href=\"https:\/\/www.afr.com\/politics\/federal\/fuel-supply-now-guaranteed-until-may-after-which-uncertainty-looms-20260327-p5zj55\">Malaysia<\/a>, which Iran has allowed to sail ships through the Strait of Hormuz.<\/p>\n<hr\/>\n<p><strong>Singapore pages China.<\/strong> \u201cChina can play an even bigger role in supporting regional prosperity and stability,\u201d Singaporean Prime Minister Lawrence Wong <a href=\"https:\/\/www.mfa.gov.sg\/newsroom\/press-statements-transcripts-and-photos\/pm-lawrence-wong-at-the-2026-bo-ao-forum-for-asia--bfa--annual-conference\/\">declared<\/a> March 26 at the Bo\u2019ao Forum for Asia conference in Hainan, China.<\/p>\n<p>Citing wars in Ukraine and the Middle East, the breakdown of international law, and the rise of protectionism, Wong added that the foundations of global stability are \u201cunder severe strain.\u201d<\/p>\n<p>China, Wong hoped, could be part of plurilateral arrangements to help keep the show on the road.<\/p>\n<p>China\u2019s economic and technological leadership, especially in digital and green tech, makes it a key contributor on issues from infrastructure to international regulations, he said.<\/p>\n<p>Contrast this to the <a href=\"https:\/\/www.mfa.gov.sg\/newsroom\/press-statements-transcripts-and-photos\/transcript-of-minister-for-foreign-affairs-dr-vivian-balakrishnan-s-interview-with-reuters-global-managing-editor-for-world-news-mark-bendeich--23-march-2026\/\">comments<\/a> made about the United States by Singaporean Minister for Foreign Affairs Vivian Balakrishnan\u00a0in a March 23 interview with Reuters. \u201c[T]he underwriter of this world order has now become a revisionist power, and some people would even say a disruptor.\u201d<\/p>\n<p>Still, Balakrishnan underscored Singapore\u2019s strong economic relations with both China and the United States.<\/p>\n<p>\u201cIs it in our national interest to be forced to choose sides? I do not think so. We have to be relevant, to be useful, but not being used by either side.\u201d<\/p>\n<p><strong>Thai ships through Hormuz.<\/strong> On March 28, Thai Prime Minister Anutin Charnvirakul <a href=\"https:\/\/www.channelnewsasia.com\/asia\/thailand-strait-hormuz-deal-iran-ships-6022996\">announced<\/a> he had reached a deal with Iran to let Thai oil vessels pass safely through the Strait of Hormuz.<\/p>\n<p>The deal is potentially a big win for Thailand, which is among the most oil import-<a href=\"https:\/\/www.nomuraconnects.com\/focused-thinking-posts\/iran-war-oil-price-shock-negative-for-oil-dependent-asia-countries\/\">dependent<\/a> countries in the region.<\/p>\n<p>One ship had already <a href=\"https:\/\/www.malaymail.com\/news\/world\/2026\/03\/25\/friends-have-a-special-place-thailand-secures-smooth-hormuz-passage-for-tanker-with-no-fees\/213821\">passed<\/a> through previously. The Iranian Embassy in Thailand commented on the event, posting on X, \u201cFriends have a special place.\u201d<\/p>\n<p>As previously discussed, on March 11 a Thai cargo ship was <a href=\"https:\/\/foreignpolicy.com\/2026\/03\/17\/iran-war-thailand-indonesia-fuel-price\/\">struck<\/a> by an Iranian missile. This prompted a protest from Thailand, which enjoys a notably cordial relationship with Iran.<\/p>\n<p><strong>Cambodian journalists sentenced to 14 years.<\/strong> Two Cambodian journalists had their 14-year prison sentences for treason upheld by a <a href=\"https:\/\/www.straitstimes.com\/asia\/se-asia\/cambodia-court-upholds-14-years-jail-for-journalists-over-border-photo\">court<\/a> on March 26.<\/p>\n<p>Pheap Phara and Phorn Sopheap stood accused of posting a photo taken in a restricted area during the July border conflict with Thailand.<\/p>\n<p>Vitally, the image was later republished by Thai media, which claimed the image showed unplaced land mines in the background. (Thailand\u2019s <a href=\"https:\/\/foreignpolicy.com\/2025\/11\/18\/thai-cambodia-peace-deal-truce-break\/\">claim<\/a> that Cambodia had been laying new land mines was a key spark of last year\u2019s conflict.)<\/p>\n<p>The pair\u2019s lawyer has said he will <a href=\"https:\/\/cambojanews.com\/battambang-appeal-court-upholds-14-year-sentence-for-two-journalists\/\">file<\/a> a petition to the Supreme Court to challenge the ruling. Various groups have <a href=\"https:\/\/www.ifj.org\/media-centre\/news\/detail\/category\/press-releases\/article\/cambodia-two-journalists-jailed-for-14-years-under-treason-law#:~:text=Journalists%20Pheap%20Phara%20and%20Phon,conflict%20on%20December%2017%2C%202025.\">condemned<\/a> the ruling.<\/p>\n<p>Nop Vy, executive director of the Cambodian Journalists Alliance Association, also <a href=\"https:\/\/cambojanews.com\/battambang-appeal-court-upholds-14-year-sentence-for-two-journalists\/\">criticized<\/a> the sentence, saying: \u201cFor me, this 14-year sentence is unacceptable and severe. Keith Barney and Simon Creak ask if the country can reduce its growing dependence on China, to whom it owes heavy debts, in the <a href=\"https:\/\/eastasiaforum.org\/2026\/03\/24\/can-laos-de-risk-from-china-on-its-own-terms\/\">East Asia Forum.<\/a><\/p>\n<hr\/>\n<div class=\"bolded-first-line\">\n<p>In Focus: Can Planes Keep Flying?<\/p>\n<\/div>\n<p>On March 27, Vietnamese media reported that national airlines were <a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/vietnamese-airlines-cut-flights-due-fuel-supply-constraints-2026-03-27\/\">slashing<\/a> flights due to fuel shortages. Vietnam Airlines will cut flight volumes by 10 percent to 20 percent from April 1 if jet fuel prices continue to rise. Vietjet Air is similarly looking at cuts of 18 percent. And Bamboo Air is aiming for cuts of 50 percent.<\/p>\n<p>In the Philippines, carrier Cebu Pacific <a href=\"https:\/\/www.rappler.com\/philippines\/cebu-pacific-cancels-limits-flights-oil-price-hike-march-2026\/\">announced<\/a> on March 24 that it is reducing the number of flights on some routes and flat-out suspending others. This coincided with Marcos <a href=\"https:\/\/www.bernama.com\/en\/news.php\/world\/general\/news.php?id=2537146\">saying<\/a> in an interview that there was a \u201cdistinct possibility\u201d that flights would be grounded in the country.<\/p>\n<p>Other <a href=\"https:\/\/www.ttgasia.com\/2026\/03\/12\/asian-carriers-cancel-flights-implement-surcharges-as-fuel-crisis-intensifies\/\">airlines<\/a> including Malaysia Airlines, Firefly, and Batik Air are implementing surcharges.<\/p>\n<p>Meanwhile, in Thailand, the government is leaning on airlines to keep flight <a href=\"https:\/\/www.nationthailand.com\/news\/tourism\/40064190\">prices<\/a> down during Songkran\u2014a massive national holiday where many Thai return home.<\/p>\n<p>And in Indonesia, the <a href=\"https:\/\/asia.nikkei.com\/business\/transportation\/indonesia-deflects-airlines-requests-to-raise-airfare-caps\">government<\/a> is resisting calls to try to hike the existing cap on domestic flight prices\u2014though this might change when the massive flow of people returning home after Eid ends.<\/p>\n<p>The basic problem is fuel. Jet fuel <a href=\"https:\/\/www.iata.org\/en\/publications\/economics\/fuel-monitor\/\">prices<\/a> are already over $200 a barrel in Asia. This represents a massive disruption to supply chains and anticipated shortages.<\/p>\n<p>Measures by various parties to try to conserve their own supplies are causing further shortages; there are growing <a href=\"https:\/\/www.bangkokpost.com\/business\/general\/3224099\/signs-of-jet-fuel-hoarding-emerge-in-asia\">signs<\/a> of hoarding.<\/p>\n<p>Marcos also claimed in his interview that a key problem is that a number of countries are trying to preserve their jet fuel supplies by refusing to refuel foreign aircraft when they land. This forces these aircraft to carry their own fuel needed for the return journey.<\/p>\n<p>Faced with this, government attempts to shelter consumers and businesses are going to have limited impact.
