However, it remains unclear where the money will come from.<\/p>\n<p>Since Russia\u2019s full-scale invasion began in February 2022, the <a href=\"https:\/\/www.rd4u.coe.int\/en\/home\">Register of Damage for Ukraine<\/a> has received <a href=\"https:\/\/www.rd4u.coe.int\/en\/-\/board-of-the-register-of-damage-for-ukraine-records-first-claims-for-loss-of-access-or-control-of-property-in-ukraine-s-temporarily-occupied-territories-bringing-total-of-recorded-claims-to-more-than-30-000\">nearly 85,000 claims<\/a> made by individuals, organizations, and public bodies seeking reparations for Russia-inflicted damages, including child deportations, the destruction of religious sites, and sexual violence. According to the World Bank, Kyiv\u2019s estimated cost of reconstruction over the coming decade will be at least $524 billion\u2014or almost three times the country\u2019s economic output in 2024.<\/p>\n<p>The newly approved International Claims Commission, overseen by the Council of Europe, will help assess these claims.<\/p>\n<p>How these reparations will be paid, though, remains under negotiation. \u201cThe goal is to have validated claims that will ultimately be paid by Russia,\u201d Dutch Foreign Minister David van Weel said. On Friday, the European Union <a href=\"https:\/\/apnews.com\/article\/eu-russia-frozen-assets-ukraine-war-a65c92625cab565da7b8e07013dead05\">announced<\/a> that it will indefinitely freeze around $247 billion of frozen Russian assets in the hopes of using some of them to help fund Ukraine\u2019s war effort. Moscow has denounced such moves, calling the EU proposal illegal and threatening retaliation.<\/p>\n<p>\u201cEvery Russian war crime must have consequences for those who committed them,\u201d Ukrainian President <a href=\"https:\/\/www.reuters.com\/world\/europe\/europe-launch-international-commission-ukraine-war-damages-2025-12-16\/?utm_source=Sailthru&amp;utm_medium=Newsletter&amp;utm_campaign=Daily-Briefing&amp;utm_term=121625&amp;lctg=607f1056abd4f461f466319b\">Volodymyr Zelensky<\/a> said on Tuesday. \u201cIt\u2019s not enough to force Russia into a deal. It\u2019s not enough to make it stop killing. We must make Russia accept that there are rules in the world.\u201d<\/p>\n<p>Meanwhile, <a href=\"https:\/\/apnews.com\/article\/netherlands-zelenskyy-ukraine-claims-commission-russia-6a4c78360c51021bdb8c251bc230de38\">talks<\/a> this week involving the United States, Ukraine, and its European allies continued to try to find <a href=\"https:\/\/apnews.com\/article\/netherlands-zelenskyy-ukraine-claims-commission-russia-6a4c78360c51021bdb8c251bc230de38\">common ground<\/a> on two major stumbling blocks: Ukraine\u2019s NATO ambitions and Russia\u2019s territorial demands. On Tuesday, Zelensky <a href=\"https:\/\/www.nytimes.com\/2025\/12\/16\/world\/europe\/zelensky-ukraine-peace-talks.html\">confirmed<\/a> that Kyiv would consider abandoning its NATO membership bid in exchange for other \u201clegally binding commitments,\u201d including strong security guarantees from the United States and European allies. These commitments would be similar to NATO\u2019s Article 5 mutual defense clause.<\/p>\n<p>On Monday, European leaders agreed that the security guarantees should include a Europe-led multinational peacekeeping force in Ukraine. Zelensky <a href=\"https:\/\/p.dw.com\/p\/55UZb\">declined to name<\/a> which countries have agreed to take part in the force, saying on Tuesday that those details would be released only after a cease-fire is implemented. Russia has long been <a href=\"https:\/\/www.nytimes.com\/2025\/12\/16\/world\/europe\/zelensky-ukraine-peace-talks.html\">adamant<\/a> that it will not accept any agreement that would see NATO member countries\u2019 troops on the ground in Ukraine.<\/p>\n<p>Neither Russia nor Ukraine, though, has agreed to concede on matters concerning territory. Moscow maintains that Kyiv must relinquish control of the largely Russian-occupied Donbas region, but Zelensky remains adamant that territorial concessions are a nonstarter. On Tuesday, Zelensky said that a <a href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-peace-proposals-3533b250a9cf423576238a0a58725444?user_email=6b04284e4d00370f16d3dac0a626e01bf24d86e4d6995646867da6aa680488d0&amp;utm_medium=Morning_Wire&amp;utm_source=Sailthru_AP&amp;utm_campaign=Morning%20Wire%20Dec_16_2025&amp;utm_term=Morning%20Wire%20Subscribers\">draft peace plan<\/a> discussed with U.S. negotiators in Berlin the day before could be finalized within days. U.S. negotiators would then need to present the proposal to Russia, which has not been involved in the latest round of talks.<\/p>\n<hr\/>\n<h3><strong>Today\u2019s Most Read<\/strong><\/h3>\n<hr\/>\n<h3><strong>What We\u2019re Following<\/strong><\/h3>\n<p><strong>Leaving Uvira. <\/strong>At the request of the United States, M23 rebels <a href=\"https:\/\/www.africanews.com\/2025\/12\/16\/m23-rebels-withdraw-from-uvira-in-drc-peace-move\/\">agreed<\/a> on Tuesday to withdraw from Uvira, a strategic town in the Democratic Republic of the Congo that they seized last week. Corneille Nangaa\u2014the leader of the Congo River Alliance, a political coalition that includes M23\u2014called the move a \u201c<a href=\"https:\/\/x.com\/CNangaa\/status\/2000724685017764309\">unilateral trust-building measure<\/a>\u201d aimed at giving the \u201cDoha peace process the maximum chance to succeed,\u201d referring to a framework agreed upon in Qatar earlier this year in an effort to move toward permanently ending the conflict.<\/p>\n<p>According to Reuters, one rebel source said that both M23 and Congolese forces would withdraw to 3 miles from Uvira to establish a buffer zone. However, Congolese army spokesperson Gen. Sylvain Ekenge told <a href=\"https:\/\/www.reuters.com\/world\/africa\/rwanda-backed-m23-group-says-it-will-withdraw-seized-congo-town-after-us-request-2025-12-16\/\">Reuters<\/a> on Tuesday that the military remained committed to regaining control of the eastern Congolese town.<\/p>\n<p>M23, which the international community has accused Rwanda of backing, entered Uvira less than a week after Congolese President F\u00e9lix Tshisekedi and Rwandan President Paul Kagame <a href=\"https:\/\/foreignpolicy.com\/2025\/12\/10\/congo-peace-deal-fighting-rwanda-m23-trump-historic-deal\/\">affirmed their commitment<\/a> to peace during a summit at the White House. Kigali denies supporting the rebel group.<\/p>\n<p><strong>Farmer concerns. <\/strong>The European Parliament <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-12-16\/eu-parliament-approves-farmer-protections-to-ease-mercosur-deal\">finalized<\/a> new measures on Tuesday aimed at protecting European farmers from sudden price swings. The safeguards are a last-ditch effort to convince member states to back a potential deal with South America\u2019s Mercosur trade bloc, concluding 25 years of negotiations and creating an integrated market of some 780 million consumers. (Mercosur consists of Argentina, Bolivia, Brazil, Paraguay, and Uruguay.)<\/p>\n<p>The European Union views the <a href=\"https:\/\/policy.trade.ec.europa.eu\/eu-trade-relationships-country-and-region\/countries-and-regions\/mercosur\/eu-mercosur-agreement_en\">Mercosur deal<\/a> as a means to counter steep U.S. tariffs and compete with China in Latin America. However, several European nations\u2014including France, Italy, and Poland\u2014have <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-12-16\/eu-parliament-approves-farmer-protections-to-ease-mercosur-deal\">argued<\/a> that the deal does not do enough to protect Europe\u2019s farmers. Tuesday\u2019s measures aim to alleviate those concerns by implementing policies that would prevent cheap commodities, such as Latin American beef, from flooding the market.<\/p>\n<p>The European Parliament is <a href=\"https:\/\/www.euronews.com\/my-europe\/2025\/12\/16\/meps-and-eu-states-headed-for-clash-over-farmer-safeguards-in-mercosur-deal\">expected to convene<\/a> on Wednesday to harmonize the new safeguards with other EU policies. If that succeeds, then lawmakers could approve European Commission President Ursula von der Leyen to sign the EU-Mercosur pact in Brazil this weekend.<\/p>\n<p>But with thousands of <a href=\"https:\/\/foreignpolicy.com\/2024\/02\/20\/europe-farmers-protests-climate-eu-green-deal\/\">European farmers<\/a> expected to protest an EU leaders\u2019 summit in Brussels on Thursday and Friday, European leaders could still bow to domestic pressures. Only <a href=\"https:\/\/www.reuters.com\/world\/americas\/eu-races-win-over-italy-mercosur-trade-deal-says-eu-lawmaker-2025-12-16\/\">four EU nations<\/a> need to block the deal to prevent the European Council from sending it to von der Leyen.<\/p>\n<p><strong>More boat strikes. <\/strong>U.S. forces <a href=\"https:\/\/x.com\/Southcom\/status\/2000756230252314901\">targeted<\/a> three alleged drug-trafficking boats in the eastern Pacific late Monday, killing eight people. And it came just hours after Trinidad and Tobago <a href=\"https:\/\/apnews.com\/article\/trinidad-airports-us-military-venezuela-strikes-542264e549f41fd00763cee9a30e3683?user_email=6b04284e4d00370f16d3dac0a626e01bf24d86e4d6995646867da6aa680488d0&amp;utm_medium=Morning_Wire&amp;utm_source=Sailthru_AP&amp;utm_campaign=Morning%20Wire%20Dec_16_2025&amp;utm_term=Morning%20Wire%20Subscribers\">announced<\/a> that it will allow the U.S. military to access its airports in the coming weeks for \u201clogistical\u201d reasons, including supply replenishments and personnel rotations; the Caribbean country said it will not be used as a launchpad for U.S. attacks on other countries.<\/p>\n<p>U.S. President Donald Trump maintains that the strikes\u2014alongside a <a href=\"https:\/\/foreignpolicy.com\/2025\/11\/03\/military-buildup-venezuela-us-cuba-trump-maduro\/\">military buildup<\/a> in the Caribbean and threats of attacks inside Venezuela\u2014are vital to combat <a href=\"https:\/\/foreignpolicy.com\/2025\/12\/01\/venezuela-iraq-regime-change-trump\/\">drug-trafficking organizations<\/a> that the administration alleges are being overseen by Venezuelan President Nicol\u00e1s Maduro.
