The indictment alleged that Terlemez, who worked in NATO\u2019s procurement office in Brussels, had received bribes from a co-conspirator in 2019 and 2020 as part of a scheme to rig the bidding for NATO contracts. The investigators were sure that they had Terlemez, a Turkish citizen, dead to rights.<\/p>\n<p>But then, in July, the U.S. Justice Department announced that it was <a href=\"https:\/\/turkishminute.com\/2025\/10\/20\/turkish-defense-executive-freed-after-us-dropped-nato-linked-bribery-case-report\/\">dropping all charges<\/a> against Terlemez\u2014who had left NATO to found a well-connected Turkish defense company\u2014and he was freed. We don\u2019t have any direct evidence that the decision was politically motivated, but the timing struck observers as suspicious. True, Washington and Ankara have had their differences in recent years, sometimes involving contentious trade issues. But the two leaders actually have plenty in common. Both like to combine business with politics, often cutting in members of their own <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/lucid.substack.com\/p\/authoritarians-and-their-sons-in\">families<\/a><\/u><\/span>. Trump has his son-in-law Jared Kushner; Erdogan\u2019s son-in-law <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-11-08\/turkey-s-finance-minister-albayrak-resigns-citing-health-issues\">Berat Albayrak<\/a><\/u><\/span>, just like Kushner, is a walking conflict of interest who actually served for a time in government. Trump wants to build a <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.youtube.com\/watch?v=HLW7MGY2ro8\">new ballroom<\/a><\/u><\/span> for the White House using donations from his political supporters; Erdogan built himself a monumental <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.hurriyetdailynews.com\/cost-of-erdogans-new-presidential-palace-at-615-million-minister-says-73861\">presidential palace<\/a><\/u><\/span> that also attracted controversy for its financing.<\/p>\n<p class=\"western\">Like Trump, Erdogan scourges his enemies with lawsuits, <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.middleeasteye.net\/news\/turkey-erdogan-accuses-opposition-chp-treason-for-objection-gulf-investment\">accusations of treason<\/a><\/u><\/span>, and demagogic social media posts. \u201cWhenever they have a problem with Erdogan, they ask me to call because they can\u2019t speak to him,\u201d Trump <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.politico.com\/news\/2025\/12\/09\/donald-trump-full-interview-transcript-00681693\">told<\/a><\/u><\/span> a Politico interviewer recently, without specifying who \u201cthey\u201d were.\u00a0\u201cHe\u2019s a tough cookie. I actually like him a lot. I think, actually, you know, look, he\u2019s built a strong country, strong military.\u201d Forget <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.hrw.org\/news\/2021\/03\/24\/turkey-erdogans-onslaught-rights-and-democracy\">human rights<\/a><\/u><\/span>. Who wouldn\u2019t do a favor for a guy like that?<\/p>\n<p class=\"western\">By now we\u2019ve seen plenty of cases where the Trump administration has been happy to oblige its friends overseas\u2014including, remarkably, through <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.axios.com\/2025\/12\/02\/trump-pardon-hernandez-honduras-former-president-letter\">pardoning<\/a><\/u><\/span> the ex-president of Honduras, who had been convicted of trafficking 400 tons of cocaine to the United States, at a moment when Washington is <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.cbsnews.com\/news\/trump-hegseth-venezuela-boat-strikes-war-crimes-are-they-legal\/\"><span lang=\"en-US\">conducting an undeclared <\/span><\/a><\/u><\/span><span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.cbsnews.com\/news\/trump-hegseth-venezuela-boat-strikes-war-crimes-are-they-legal\/\">war<\/a><\/u><\/span><span lang=\"en-US\"> against alleged <\/span>Venezuelan narco-traffickers. It is striking that several of the most high-profile<span lang=\"en-GB\"> pardons and <\/span>dismissed cases issued for Americans\u2014including outgoing New York Mayor Eric Adams and Texas Democratic Rep. Henry Cuellar\u2014also involved dealings with overseas influence-peddlers. (Cuellar and his wife <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.pbs.org\/newshour\/politics\/trump-calls-democratic-rep-cuellar-disloyal-for-not-switching-parties-after-pardon\">were indicted<\/a><\/u><\/span> last year on charges of accepting payoffs from organizations and individuals linked with the government of Azerbaijan, while Adams was accused of <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.nytimes.com\/2025\/08\/20\/nyregion\/eric-adams-corruption-charges-investigations.html#:~:text=The%20mayor's%20criminal%20indictment%20Federal%20prosecutors%20charged,when%20Mr.%20Adams%20became%20Brooklyn%20borough%20president.\">accepting illegal gifts<\/a><\/u><\/span> from Turkish officials.)<\/p>\n<p class=\"western\">Trump\u2019s tolerance for acts of border-crossing cronyism has family roots. Two of his sons are actively engaged in business ventures, ranging from real estate to cryptocurrency, that directly involve Saudi Arabia, Oman, Qatar, and the United Arab Emirates. Kushner\u2019s investment fund, Affinity Partners, notoriously received <a href=\"https:\/\/www.nytimes.com\/2022\/04\/10\/us\/jared-kushner-saudi-investment-fund.html\">$2 billion<\/a> from the Saudis, who are now funding his attempt to help Paramount stage a <a href=\"https:\/\/www.reuters.com\/legal\/transactional\/paramount-makes-1084-billion-bid-warner-bros-discovery-2025-12-08\/\">hostile takeover<\/a> of Warner Bros. Discovery.<\/p>\n<p class=\"western\">The norms that long dictated <span style=\"color: #0000ff;\"><u><a href=\"http:\/\/google.com\/search?q=site%3Aforeignpolicy.com+america+political+ethics&amp;oq=site%3Aforeignpolicy.com+america+political+ethics&amp;gs_lcrp=EgZjaHJvbWUyBggAEEUYOTIGCAEQRRg7MgYIAhBFGDrSAQg2ODcyajBqOagCBrACAfEFK9_thb_l6xo&amp;sourceid=chrome&amp;ie=UTF-8\">how presidents should deal with their business interests<\/a><\/u><\/span> while in office look quaint in retrospect; Trump has swept them all away. The Trump Organization, which oversees the family\u2019s investments, <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.documentcloud.org\/documents\/25484632-january-10-2025-quinn-emanuel-white-paper-president-trumps-second-term-in-office-00300406xe65da\/\">pledged<\/a><\/u><\/span> in January to refrain from doing business with foreign governments but effectively eschewed any restrictions on collaboration with private entities overseas. Forbes <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.forbes.com\/sites\/danalexander\/2025\/09\/09\/presidency-boosts-trumps-net-worth-by-3-billion-in-a-year\/\">estimates<\/a><\/u><\/span> that Trump has earned some $3 billion since his return to office. (I\u2019m not sure if this amount includes the Boeing 747 gifted to Trump by the Qataris.) A large chunk of it can be traced back to his cozy relationships with the Gulf.<\/p>\n<p class=\"western\">It\u2019s not just the money. Trump <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.usatoday.com\/story\/news\/world\/2025\/05\/12\/trump-middle-east-trip-business-diplomacy\/83529240007\/\">clearly finds<\/a><\/u><\/span> the Gulf monarchies especially <em>simpatico<\/em>\u2014presumably because, like him, they don\u2019t care about those fancy distinctions between public and private assets. It\u2019s <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/foreignpolicy.com\/2025\/12\/03\/instrumental-capital-sovereign-wealth-funds-gulf\/\">all in the family<\/a><\/u><\/span>. Potentates such as Saudi Crown Prince Mohammed bin Salman can do what they want with government property; no one\u2019s going to bring them to account. The crown prince <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.nytimes.com\/2022\/04\/10\/us\/jared-kushner-saudi-investment-fund.html\">famously overrode<\/a><\/u><\/span> the management committee of his kingdom\u2019s sovereign wealth fund to approve its massive investment in Kushner\u2019s fund\u2014presumably because he could see that doing so would give him privileged access to a future U.S. administration.<\/p>\n<p class=\"western\">It turns out to have been a good bet. The crown prince\u2019s visit to Washington in mid-November brought lavish promises of investment in the U.S. economy\u2014up to nearly <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/11\/fact-sheet-president-donald-j-trump-solidifies-economic-and-defense-partnership-with-the-kingdom-of-saudi-arabia\/#:~:text=The%20agreements%20also%20include:%20*%20Saudi%20Arabia's,*%20Deepening%20partnership%20in%20international%20financial%20institutions\">$1 trillion<\/a><a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/11\/fact-sheet-president-donald-j-trump-solidifies-economic-and-defense-partnership-with-the-kingdom-of-saudi-arabia\/#:~:text=The%20agreements%20also%20include:%20*%20Saudi%20Arabia's,*%20Deepening%20partnership%20in%20international%20financial%20institutions\"> worth<\/a><\/u><\/span>, by the principals\u2019 own estimate. In return, the Saudis got a promise of coveted <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.wsj.com\/world\/middle-east\/trump-says-u-s-will-sell-f-35-jet-fighters-to-saudi-arabia-dffabaf4?gaa_at=eafs&amp;gaa_n=AWEtsqcSfiqe3NSzd2yf4kEe2az1xopcc1sSFMOchJBtvCzQrYa3jwGre00nKYd8b0k%3D&amp;gaa_ts=693a2fce&amp;gaa_sig=5WbA2lcZPCsFH8-95kJhrrT6wvHmQLxLV7vtv7E4Zb_KO-o7oqisArgfe57-FJfGZ4FGKpUEtgckZLXOpHXGnQ%3D%3D\">F-35 fighters<\/a><\/u><\/span>\u2014with nary a word about their dismal human rights record.<\/p>\n<p class=\"western\">And this is how the administration justifies its cozy relationship with its overseas business partners: Everything that the president does is for the public interest, officials say.<\/p>\n<p class=\"western\">White House press secretary Karoline Leavitt bridled a few months back when reporters asked about the administration\u2019s obvious conflicts of interest in its dealings with the Gulf. \u201cI think it\u2019s frankly ridiculous that anyone in this room would even suggest that President Trump is doing anything for his own benefit,\u201d she <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.yahoo.com\/news\/karoline-leavitt-snaps-asked-trump-182544154.html\">said<\/a><\/u><\/span>. \u201cHe left a life of luxury and a life of running a very successful real estate empire for public service, not just once but twice.\u201d Trump, she claimed, \u201cactually lost money for being president.\u201d If that were ever true, it certainly isn\u2019t now.<\/p>\n<p class=\"western\">The <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2025\/12\/2025-National-Security-Strategy.pdf\">National S<\/a><a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2025\/12\/2025-National-Security-Strategy.pdf\">ecurity S<\/a><a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2025\/12\/2025-National-Security-Strategy.pdf\">trategy<\/a><\/u><\/span> that was recently released by the administration places economic concerns in the forefront\u2014with barely a mention of democracy or human rights. Contrary to the administration\u2019s claims <span lang=\"en-US\">of past neglect<\/span>, helping American businesses gain new markets has almost always been a goal of U.S. foreign policy\u2014as it is for most countries.<\/p>\n<p class=\"western\">The question is by what means. This administration has broken with decades of settled practice on corruption issues\u2014by <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.forbes.com\/sites\/kristenkaufman\/2025\/03\/03\/trump-paused-the-foreign-corrupt-practices-act-what-does-it-mean-for-companies\/\">pausing<\/a><\/u><\/span> enforcement of the Foreign Corrupt Practices Act, for example, which was set up to prevent U.S. firms from engaging in graft during business dealings overseas. The rationale for such policies was clear: Corruption <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.promarket.org\/2025\/07\/29\/dismantling-transnational-anti-corruption-framework-is-dangerous-and-costly\/\">brings risks<\/a><\/u><\/span>. It erodes accountability, fosters inefficiency, and imposes higher costs on taxpayers (<span lang=\"en-US\">for example, when procurement officials favor higher bids in return for kickbacks)<\/span>. It encourages other forms of criminality (such as those promoted by the former Honduran president). It prevents transparency and honest bookkeeping (<span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.brookings.edu\/articles\/a-case-of-enronitis-opaque-self-dealing-and-the-global-financial-effect\/\">see Enron<\/a><\/u><\/span>).<\/p>\n<p class=\"western\">But there are particular risks when the ethos of pay-to-play is applied to foreign policy. Though your friends might choose to play along, shrewd enemies can leverage your greed against you.<\/p>\n<p class=\"western\">We see this dynamic at work in the administration\u2019s utterly oblivious dealings with the Kremlin. Moscow has cleverly shifted its approach <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/foreignpolicy.com\/2025\/11\/19\/kirill-dmitriev-russia-envoy-putin-ukraine-witkoff\/\">to make Kirill Dmitriev<\/a><\/u><\/span>, an <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/apnews.com\/article\/kirill-dmitriev-russia-ukraine-war-peace-plan-346fbe114fd50e6a5043631e364cfe55\">investment banker<\/a><\/u><\/span> with a Harvard University MBA, its primary point of contact with Steve Witkoff, the former real estate mogul acting as Trump\u2019s point man on the Russia-Ukraine war. Russian President Vladimir Putin, the KGB-trained manipulator, is staging a master class in <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.semafor.com\/article\/12\/08\/2025\/why-steve-witkoffs-sway-is-unshakable\">diplomatic seduction<\/a><\/u><\/span>, playing on the envoy\u2019s romantic notion that the urge to make money transcends all. Lately, Witkoff (whose sons are also busily <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.nytimes.com\/2025\/09\/26\/business\/witkoff-son-qatar-gaza.html\">cashing in<\/a><\/u><\/span> on his newfound status) has been joined at the negotiating table by Kushner, an equally ardent believer in the utopian proposition that economic incentives can fix any international misunderstanding.<\/p>\n<p class=\"western\">Commentators sometimes <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/michaelmcfaul.substack.com\/p\/the-parallels-between-putin-and-trump\">equate<\/a><\/u><\/span> Trump and Putin\u2014but the Russian dictator actually couldn\u2019t be more different. For Putin, economic issues take a back seat to his <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/carnegieendowment.org\/russia-eurasia\/politika\/2025\/09\/russia-economy-trap?lang=en\">geopolitical imperatives<\/a><\/u><\/span>. He didn\u2019t launch a war with Ukraine because he wanted to make his oligarchs rich; he believes with every fiber of his being that it\u2019s <span style=\"color: #0000ff;\"><u><a href=\"http:\/\/google.com\/search?q=site%3Aforeignpolicy.com+putin%27s+thousand+year+war&amp;oq=site%3Aforeignpolicy.com+putin%27s+thousand+year+war&amp;gs_lcrp=EgZjaHJvbWUyBggAEEUYOTIGCAEQRRg60gEINDI5OWowajeoAgCwAgA&amp;sourceid=chrome&amp;ie=UTF-8\">his destiny to rebuild the Russian Empire<\/a><\/u><\/span>. He\u2019s a man on a messianic mission who made a conscious choice to invade his southwestern neighbor, and so far, no one has convinced him he needs to stop. But he\u2019s executed a sharp cold reading of Trump and Witkoff, and he knows that they\u2019re piqued by the opportunity to cash in on Russia\u2019s vast natural resources. So, as recently documented in an impressive piece of <span style=\"color: #0000ff;\"><u><a href=\"https:\/\/www.wsj.com\/world\/russia\/russia-u-s-peace-business-ties-4db9b290?gaa_at=eafs&amp;gaa_n=AWEtsqcSotukWL04Klf5toRolhcTHjfcq9_Ke1J_k1QMNbuQwpzeZhQ9162wckX-Fto%3D&amp;gaa_ts=693a275f&amp;gaa_sig=cAbdER9mEExVdbzD_m4bDvrJ7C14V8SUP716LhDUNjwlJdE_kzE5KyHHz8ZlMCpzYzdMylGtKOXTdk-zO_n_Nw%3D%3D\">reporting<\/a><\/u><\/span> by the <em>Wall Street Journal<\/em>, that\u2019s exactly what he\u2019s been dangling.<\/p>\n<p class=\"western\">Perhaps Trump, Witkoff, and the rest of them will one day understand their mistake. But it\u2019s likely that they\u2019ll just go on being blinded by the dollar signs.
