Experts, therefore, suggest that this unorthodox schedule highlights China\u2019s growing efforts to court the European Union.<\/p>\n<p>The trip itself cemented <a href=\"https:\/\/apnews.com\/article\/macron-france-china-visit-ukraine-trade-24fb379865dc08e5dbadd6f698f5a4b6\">few policy achievements<\/a>. On Thursday, the two presidents signed 12 cooperation agreements addressing largely undisputed issues, such as population aging, educational exchanges, and panda conservation. They agreed to deepen economic ties; China already represents 46 percent of France\u2019s total trade deficit. And they found common ground on the war in Gaza; Xi announced that Beijing would provide $100 million to help the territory\u2019s recovery and reconstruction efforts.<\/p>\n<p>Despite few on-paper advancements, this week\u2019s summit gifted both China and France <a href=\"https:\/\/www.ft.com\/content\/06644ede-7690-479e-8bc9-fb469325ba78\">symbolic victories<\/a>. For Xi, hosting Macron was a way to demonstrate that Beijing is the preferred alternative for countries hoping to diversify their markets to counter <a href=\"https:\/\/foreignpolicy.com\/2025\/11\/14\/tariffs-trump-trade-deals-talks-us-china-canada-mexico-eu-economy\/\">Trump\u2019s trade war<\/a>. Specifically, Xi is hoping to use Paris as an avenue toward expanding Beijing\u2019s influence in the European Union. \u201cChina and France should demonstrate their sense of responsibility, raise high the banner of multilateralism, \u2026 and firmly stand on the right side of history,\u201d Xi said during the visit.<\/p>\n<p>Notably, though, Xi did not raise the prospect of a <a href=\"https:\/\/foreignpolicy.com\/2025\/07\/22\/european-union-china-trump-trade-anniversary\/\">China-EU trade deal<\/a> during Macron\u2019s visit despite Chinese Foreign Minister Wang Yi discussing the proposal with Estonian Foreign Minister Margus Tsahkna just last month. Talks over such an investment pact have been stalled since 2021.<\/p>\n<p>Meanwhile, Macron used the summit as an opportunity to project his statesman credentials following a politically turbulent year, which included <a href=\"https:\/\/foreignpolicy.com\/2025\/10\/16\/france-lecornu-no-confidence-votes-budget-socialists-pension-reform-macron\/\">several no-confidence motions<\/a>, <a href=\"https:\/\/www.reuters.com\/world\/france-faces-more-protests-against-looming-budget-cuts-2025-10-02\/\">mass anti-government protests<\/a>, and <a href=\"https:\/\/foreignpolicy.com\/2025\/09\/08\/france-francois-bayrou-confidence-vote-budget-debt-macron-snap-elections\/\">rapid premiership turnover<\/a>. Like Xi, Macron also stressed that China-France relations were vital to countering an increasingly isolationist world order.<\/p>\n<p>\u201cWe are facing the risk of the disintegration of the international order that brought peace to the world for decades,\u201d Macron <a href=\"https:\/\/www.ft.com\/content\/06644ede-7690-479e-8bc9-fb469325ba78\">said<\/a>. \u201cIn this context, dialogue between China and France is more essential than ever.\u201d<\/p>\n<p>Yet when faced with one of the world\u2019s biggest crises, Xi and Macron were unable to reach consensus. The French president <a href=\"https:\/\/www.nytimes.com\/2025\/12\/04\/world\/asia\/china-france-macron-ukraine.html\">pushed<\/a> Xi this week to support a moratorium on Russian strikes targeting <a href=\"https:\/\/foreignpolicy.com\/2025\/10\/29\/russia-ukraine-energy-attacks-winter-cold\/\">critical infrastructure<\/a> in Ukraine. Xi, however, <a href=\"https:\/\/foreignpolicy.com\/2025\/12\/02\/china-europe-russia-ukraine-war-peace-trump-us-geopolitics\/\">sidestepped the request<\/a>, instead <a href=\"https:\/\/www.taipeitimes.com\/News\/front\/archives\/2025\/12\/05\/2003848351\">saying<\/a>, \u201cChina supports all efforts that work towards peace.\u201d<\/p>\n<hr\/>\n<h3><strong>Today\u2019s Most Read<\/strong><\/h3>\n<hr\/>\n<h3><strong>What We\u2019re Following<\/strong><\/h3>\n<p><strong>To accept or reject Russian oil. <\/strong>Indian Prime Minister Narendra Modi hoped that by <a href=\"https:\/\/foreignpolicy.com\/2025\/12\/04\/modi-putin-india-russia-us-sanctions-oil-weapons-ukraine\/\">rolling out the red carpet<\/a> this week for Russian President Vladimir Putin, New Delhi could strengthen its relationship with Moscow. But it appears that Modi may have gotten more than he bargained for.<\/p>\n<p>On Friday, Putin offered India \u201c<a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/russias-putin-hold-summit-talks-with-indias-modi-delhi-2025-12-05\/?utm_source=Sailthru&amp;utm_medium=Newsletter&amp;utm_campaign=Daily-Briefing&amp;utm_term=120525&amp;lctg=607f1056abd4f461f466319b\">uninterrupted fuel supplies<\/a>\u201d after the two leaders were questioned about the impact of U.S. pressure on India to stop buying Russian oil; Trump has accused New Delhi of financing Moscow\u2019s war against Kyiv with its continued purchases of Russian crude. But Modi appeared cautious about Putin\u2019s offer, likely hesitant to upend current U.S.-India talks on a potential trade deal to cut Trump\u2019s <a href=\"https:\/\/foreignpolicy.com\/2025\/08\/20\/india-us-relationship-tariffs\/\">punitive tariffs<\/a>.<\/p>\n<p>During the two-day summit, Modi and Putin also <a href=\"https:\/\/www.bbc.com\/news\/articles\/c773v133xnxo\">pledged<\/a> to deepen trade, defense, and other energy cooperation. They set a target of $100 billion in bilateral trade by 2030, agreed to allow a Russian company to build a <a href=\"https:\/\/www.nytimes.com\/2025\/12\/05\/world\/asia\/putin-india-modi-trade-praise.html\">civilian nuclear power plant<\/a> in India, and made progress toward New Delhi inking a free trade agreement with the Eurasian Economic Union, which Moscow is a member of.<\/p>\n<p><strong>An America First strategy. <\/strong>The Trump administration released its annual <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2025\/12\/2025-National-Security-Strategy.pdf\">National Security Strategy<\/a> late Thursday, outlining what experts have described as a dramatic shift in the United States\u2019 ideological priorities. \u201cIn everything we do, we are putting America First,\u201d Trump wrote in the report\u2019s introduction.<\/p>\n<p>Among the biggest departures from the post-Cold War order is a <a href=\"https:\/\/foreignpolicy.com\/2025\/12\/01\/venezuela-iraq-regime-change-trump\/\">renewed focus<\/a> on the Western Hemisphere, including a \u201cTrump corollary\u201d to the long-divisive 1823 Monroe Doctrine. This coincides with the White House\u2019s <a href=\"https:\/\/foreignpolicy.com\/2025\/12\/02\/trump-venezuela-fixation-oil-regime-change-maduro\/\">recent pressure campaign<\/a> against Venezuela, during which U.S. forces have <a href=\"https:\/\/www.cbsnews.com\/news\/4-killed-latest-alleged-drug-boat-strike-latin-america-eastern-pacific\/\">launched<\/a> at least 22 strikes on alleged drug trafficking boats in the Caribbean and eastern Pacific, killing more than 80 people.<\/p>\n<p>Throughout the 33-page document, the Trump administration prioritized U.S. business interests above all else and repeatedly echoed white nationalist rhetoric, such as warning against \u201ccivilizational erasure,\u201d declining birth rates, and undocumented immigration. It vowed to step back from democracy promotion in authoritarian regimes but <a href=\"https:\/\/www.politico.eu\/article\/donald-trump-warns-europe-faces-civilizational-erasure\/\">argued<\/a> that more needed to be done to strengthen Europe\u2019s far-right parties.<\/p>\n<p>Although the strategy described policies that at times contradicted each other, it maintained one overarching through line: The United States will always prioritize itself; the rest of the world, including <a href=\"https:\/\/foreignpolicy.com\/2025\/12\/05\/national-security-strategy-2025-trump-europe-russia-ukraine-war\/\">Washington\u2019s allies<\/a>, must bow to U.S. interests.<\/p>\n<p><strong>Joining the ranks. <\/strong>German lawmakers <a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/german-parliament-backs-controversial-military-service-law-amid-russian-threat-2025-12-05\/\">approved<\/a> a controversial military service law on Friday that introduces a new dual-track system aimed at bolstering voluntary recruitment via lucrative incentives, such as better pay and more flexibility. But if enlistment falls short of the Bundeswehr\u2019s <a href=\"https:\/\/apnews.com\/article\/germany-military-service-bundeswehr-medicals-c085bf085c8b1da6897d3e336341c0d5?user_email=6b04284e4d00370f16d3dac0a626e01bf24d86e4d6995646867da6aa680488d0&amp;utm_medium=Morning_Wire&amp;utm_source=Sailthru_AP&amp;utm_campaign=Morning%20Wire%20Dec_5_2025&amp;utm_term=Morning%20Wire%20Subscribers\">ambitious target<\/a> (bringing active troops from 183,000 to 260,000 over the next decade), then Parliament can activate needs-based conscription.<\/p>\n<p>Germany suspended conscription for men in 2011 and has since struggled to attract voluntary recruits.
