He is <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-11-14\/saudi-prince-mbs-visits-trump-with-tension-over-gaza-chips-nuclear?embedded-checkout=true\">expected<\/a> to dole out $600 billion in promised investments in U.S. companies and, as part of this exchange, obtain a long-desired security guarantee from the United States. This may well be a great deal for the corporations that stand to benefit from the lavish shopping spree, but it remains a raw and risky deal for the American people, who will be stuck with the bill.<\/p>\n<p>In the aftermath of the 2018 <a href=\"https:\/\/dawnmena.org\/founder\/chronology-of-a-murder\/\">murder<\/a> of DAWN founder Jamal Khashoggi by Saudi operatives, Mohammed bin Salman faced global sanctions and isolation. The Trump administration <a href=\"https:\/\/www.nytimes.com\/2018\/11\/15\/world\/middleeast\/saudis-sanctions-khashoggi.html\">sanctioned<\/a> 17 of those involved in the murder in November 2018.<\/p>\n<p>So far had the country\u2019s reputation sunk that former U.S. President Joe Biden <a href=\"https:\/\/theintercept.com\/2019\/11\/21\/democratic-debate-joe-biden-saudi-arabia\/\">campaigned<\/a> on promises to end weapons sales to the \u201cpariah\u201d kingdom with \u201cvery little social redeeming value.\u201d In February 2021, the Biden administration\u2019s Office of the Director of National Intelligence made <a href=\"https:\/\/www.dni.gov\/files\/ODNI\/documents\/assessments\/Assessment-Saudi-Gov-Role-in-JK-Death-20210226v2.pdf\">public<\/a> its investigation, concluding that Mohammed bin Salman had, indeed, ordered Khashoggi\u2019s murder. It simultaneously announced a new sanctions regime, the so-called <a href=\"https:\/\/2021-2025.state.gov\/accountability-for-the-murder-of-jamal-khashoggi\/\">Khashoggi Ban<\/a>, to punish acts of extraterritorial repression and designated 76 of the crown prince\u2019s agents for their role in the murder, prohibiting them from traveling to the United States\u2014though it deliberately <a href=\"https:\/\/www.nytimes.com\/2021\/02\/26\/us\/politics\/biden-mbs-khashoggi.html\">avoided<\/a> sanctioning Mohammed bin Salman himself. The administration promised, once again and at long last, to <a href=\"https:\/\/www.aei.org\/op-eds\/americas-pivot-to-asia-is-finally-happening\/\">pivot<\/a> to Asia, withdraw from heavy engagement in the Middle East, and end the catastrophic military entanglements there, from Iraq to Afghanistan and Yemen.<\/p>\n<p>Yet within two years, the Biden team returned to business as usual, unwilling to risk losing Saudi Arabia as its most valuable arms client or U.S. hegemonic influence in the Gulf. It also had a taste of Saudi leverage, with deeply unpopular <a href=\"https:\/\/abcnews.go.com\/Business\/gas-prices-decide-midterms\/story?id=92057805\">hikes<\/a> in gas prices ahead of the 2022 U.S. midterm elections. In July 2022, Biden returned to Saudi Arabia, with the notorious fist bump seen around the world, to <a href=\"https:\/\/www.bbc.com\/news\/world-middle-east-62189543\">mend<\/a> relations with Mohammed bin Salman, begging him to increase Saudi oil output and promising to water down the U.S. weapons ban to include only \u201coffensive\u201d weapons.<\/p>\n<p>By the time U.S. President Donald Trump returned to power, the crown prince\u2019s rehabilitation was already fairly complete. In contrast to Biden, Trump has been explicit and forthright about the <a href=\"https:\/\/arabcenterdc.org\/resource\/trumps-transactional-relationship-with-saudi-arabia\/\">transactional<\/a> nature of the relationship, built on commercial alignment: U.S. military protection in return for Saudi capital commitments.<\/p>\n<p>Much has changed for the better in Saudi Arabia, but many of the country\u2019s worst aspects remain the same. The government has ushered in unprecedented social liberalization and largely <a href=\"https:\/\/www.cnbc.com\/2019\/12\/09\/saudi-arabia-ends-gender-segregation-in-restaurants.html\">ended<\/a> enforced gender segregation, resurrecting Mohammed bin Salman\u2019s title as a \u201creformer.\u201d The government has abolished most of the facets of the \u201c<a href=\"https:\/\/www.statecraft.co.in\/article\/new-law-allows-saudi-women-to-live-alone\">guardianship<\/a>\u201d system that reduced women to perpetual minors, requiring them to obtain a male guardian\u2019s permission for the most basic life decisions, such as getting a job, opening a bank account, or renting an apartment. Saudi youth can now go to concerts, restaurants, and shopping malls <a href=\"https:\/\/en.bddigest.com\/a-new-era-in-music-practice-and-womens-freedom-begins-in-saudi-arabia-major-steps-taken\/\">unhindered<\/a> by religious police. It\u2019s also undertaken many overdue <a href=\"https:\/\/www.walkfree.org\/news\/2025\/saudi-arabia-ends-the-kafala-system-to-strengthen-worker-rights\/\">reforms<\/a> for migrant workers in the country, allowing them to change jobs after completing their contracts and to leave the country without their employer\u2019s permission.<\/p>\n<p>What hasn\u2019t changed is the country\u2019s government: an absolute dictatorship under a single, completely unaccountable leader. Saudis <a href=\"https:\/\/freedomhouse.org\/country\/saudi-arabia\/freedom-world\/2024\">cannot<\/a> participate in any sort of democratic process to choose or change their representatives. They cannot protest or criticize Mohammed bin Salman or the government for policy failures, unless they want to be <a href=\"https:\/\/www.hrw.org\/world-report\/2025\/country-chapters\/saudi-arabia\">charged<\/a> with terrorism and face decades in jail. There\u2019s no <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2024\/03\/saudi-arabia-repressive-draft-penal-code-shatters-illusions-of-progress-and-reform\/\">codified<\/a> criminal law in the country, so coming before a judge is a dice roll: The law is whatever the judge says it is, and so is the punishment, as 322 <a href=\"https:\/\/dawnmena.org\/screams-in-darkness-saudi-arabias-execution-spree-continues-amid-state-visit\/\">executions<\/a> in 2025 to date\u2014the majority of them of foreign nationals\u2014attest. There is most certainly no accountability, not for Khashoggi\u2019s killing, the ongoing detentions of activists, or the devastation of Yemen.<\/p>\n<p>Critical to Saudi Arabia\u2019s global rehabilitation, however, are not the rave concerts and art galleries that Saudis can now enjoy but the strategic deployment of Saudi capital. The country\u2019s Public Investment Fund, with more than a <a href=\"https:\/\/www.pionline.com\/institutional-investors\/sovereign-wealth-funds\/pi-saudi-arabia-pif-sovereign\/\">trillion<\/a> dollars in assets, has poured hundreds of billions of dollars into an extremely diverse pool of U.S. <a href=\"https:\/\/www.reuters.com\/markets\/asia\/saudi-arabias-pif-strikes-multi-billion-investment-deals-with-us-asset-managers-2025-05-14\/\">financial<\/a>, <a href=\"https:\/\/theankler.com\/p\/saudi-money-spigot-tightens-in-hollywood-pif-neom\">entertainment<\/a>, <a href=\"https:\/\/www.espn.com\/golf\/story\/_\/id\/38162723\/saudi-arabia-sports-takeover-line-30-years-making\">sports<\/a>, <a href=\"https:\/\/www.pcgamer.com\/gaming-industry\/saudi-arabias-acquisition-of-electronic-arts-faces-pushback-from-game-developers-petition-calls-on-ftc-to-scrutinize-this-deal-closely\/\">gaming<\/a>, <a href=\"https:\/\/texasfarmbureau.org\/lawmakers-ask-for-review-of-foreign-ownership-of-u-s-farmland\/\">agriculture<\/a>, <a href=\"https:\/\/oilprice.com\/Latest-Energy-News\/World-News\/Saudi-Oil-Giant-Aramco-Buys-Its-First-US-WTI-Midland-Crude-Cargo.html\">oil<\/a>, <a href=\"https:\/\/www.reuters.com\/business\/energy\/saudi-aramco-sign-us-lng-agreements-during-crown-princes-visit-washington-2025-11-14\/\">gas<\/a>, <a href=\"https:\/\/floodlightnews.org\/saudi-owned-corporate-farms-are-draining-arizonas-desert-dry\/\">water<\/a>, and <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/saudi-arabia-partners-with-nvidia-spur-ai-goals-trump-visits-2025-05-13\/\">technology<\/a> sectors\u2014from acquiring <a href=\"https:\/\/golfweek.usatoday.com\/story\/sports\/golf\/liv\/2025\/05\/05\/liv-golf-5-billion-investment-pif\/83453695007\/\">LIV Golf<\/a> and artificial intelligence defense <a href=\"https:\/\/www.middleeasteye.net\/news\/nukes-ai-powered-drones-saudi-arabia-sophisticated-wishlist-washington\">start-ups<\/a> to eye-watering, lucrative deals with the <a href=\"https:\/\/www.nytimes.com\/2025\/09\/03\/arts\/music\/met-opera-saudi-arabia-finances.html\">Metropolitan Opera<\/a>, <a href=\"https:\/\/www.sportspro.com\/insights\/analysis\/2025-wta-finals-prize-money-broadcasters-business-saudi-arabia\/\">women\u2019s tennis<\/a>, and even America\u2019s raunchiest, most irreverent <a href=\"https:\/\/www.bbc.com\/news\/articles\/cwyn2yqpnnpo\">comedians<\/a>. While many have described these extravagant purchases as exercises in reputation-washing, they are more accurately seen as levers of <a href=\"https:\/\/www.newyorker.com\/news\/our-columnists\/the-issues-with-the-pga-tour-liv-merger-go-well-beyond-golf\">influence<\/a> and control in the U.S. economy that will make it extremely difficult to see U.S. businesses walk away from Saudi Arabia again. What started as employment and business <a href=\"https:\/\/www.washingtonpost.com\/investigations\/interactive\/2022\/veterans-us-foreign-jobs-saudi-arabia\/\">deals<\/a> with recently resigned government officials, now including deals with <a href=\"https:\/\/www.forbes.com\/sites\/danalexander\/2025\/11\/14\/how-trumps-finances-got-tangled-up-with-saudi-arabia\/\">family<\/a> members of Trump himself, have made it much harder for the U.S. government to distance itself from the kingdom as well.<\/p>\n<p>What Saudi Arabia\u2019s deployment of capital has also brought within reach is the long-sought golden prize of a U.S. security <a href=\"https:\/\/www.france24.com\/en\/live-news\/20251114-saudi-prince-eyeing-defence-pledge-to-meet-trump-after-long-us-absence\">guarantee<\/a>\u2014and a <a href=\"https:\/\/www.axios.com\/2025\/11\/15\/israel-trump-jet-sale-saudi-arabia\">bonus<\/a> of F-35 fighter jets, to date reserved only for Israel in the Middle East. Riyadh will not land a treaty-backed guarantee, thanks to the Israeli government\u2019s blowing up any <a href=\"https:\/\/www.i24news.tv\/en\/news\/middle-east\/the-gulf\/artc-saudi-arabia-unlikely-to-agree-to-israel-talks-without-trump-s-roadmap-to-a-palestinian-state\">possibility<\/a> of an Abraham Accord with the kingdom\u2014the earlier price tag for such a solid commitment. But it\u2019s widely expected that it will obtain a security commitment at least equal to Qatar\u2019s, with a promise from Trump to commit U.S. troops to defend the country should it come under attack. Israel\u2019s <a href=\"https:\/\/arabcenterdc.org\/resource\/israels-attack-on-qatar-and-the-end-of-diplomacy\/\">bombardment<\/a> of Qatar means Saudi Arabia now likely has more interest in deterring an Israeli attack than an Iranian one, increasing the cost burden to the United States of any Israeli belligerence. The trade will also include Saudi promises to <a href=\"https:\/\/amwaj.media\/en\/article\/better-offer-needed-if-the-us-wants-to-pull-saudi-arabia-away-from-china\">exclude<\/a> China from major weapons projects in the country and to purchase U.S. weapons for the foreseeable future.<\/p>\n<p>The U.S. beneficiaries of such a deal would no doubt include the businesses profiting from Saudi lucre, but the costs\u2014military, diplomatic, and moral\u2014would be borne by the American public, including the U.S. soldiers who would be expected to risk their lives to save the Saudi royal family. This is not strategy, nor has the Trump administration offered any security justification for expanding, not shrinking, U.S. military commitments in the Middle East, despite his promises for an America First foreign policy.<\/p>\n<p>Supporters of a security pact argue that Mohammed bin Salman has matured\u2014that the era of the reckless war in <a href=\"https:\/\/arabcenterdc.org\/resource\/a-decade-after-the-saudi-military-intervention-in-yemen-an-assessment\/\">Yemen<\/a>, the Qatar <a href=\"https:\/\/www.aljazeera.com\/news\/2020\/6\/5\/qatar-blockade-five-things-to-know-about-the-gulf-crisis\">blockade<\/a>, and the Ritz-Carlton <a href=\"https:\/\/dawnmena.org\/u-s-sanction-saudi-minister-and-close-mbs-adviser-for-supervising-ritz-carlton-torture-and-shakedowns-of-saudi-citizens\/\">detentions<\/a> is behind him. But a system without accountability does not evolve simply because its ruler grows older. A formal defense commitment would tie U.S. strategic decisions to the judgment of a single leader who is unbound by legal, electoral, or institutional restraints and has shown himself to be impulsive, reckless, and brutal.<\/p>\n<p>That is not a stabilizing arrangement. It is an invitation to be drawn into future conflicts Washington neither chooses nor controls, indeed, encouraging a sense of Saudi impunity. The core risk is structural: Saudi Arabia would gain protection, and the United States would gain obligation. The American people deserve a critical examination of the nature of this proposed pact. It does not advance U.S. security interests. It does not promote regional de-escalation. And it does not encourage reform inside the kingdom.
