Israeli and Hamas delegations convened in Egypt on Tuesday for a second day of <a href=\"https:\/\/foreignpolicy.com\/2025\/10\/06\/israel-hamas-indirect-negotiations-egypt-trump-peace-plan-gaza-hostages\/\">indirect peace talks<\/a> based on U.S. President Donald Trump\u2019s <a href=\"https:\/\/foreignpolicy.com\/2025\/09\/29\/trump-netanyahu-peace-plan-us-israel-hamas-war-gaza\/\">proposed framework<\/a>. The two sides are expected to mark the war\u2019s two-year anniversary by debating the details of an international governing force in Gaza, the release of Hamas-held hostages in exchange for Palestinian prisoners, and the entry of life-saving aid into the territory.<\/p>\n<p>\u201cWe are now at a decisive stage, and we must seize this opportunity to push for an end to the war, prevent expulsion, and avoid annexation\u2014steps that would establish a political horizon ensuring Palestinian legitimacy,\u201d Egyptian Foreign Minister <a href=\"https:\/\/www.jpost.com\/israel-news\/defense-news\/article-869677\">Badr Abdelatty<\/a> said.<\/p>\n<p>Yet, both sides have <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/israeli-forces-shell-gaza-war-anniversary-hamas-israel-discuss-trump-plan-2025-10-07\/?utm_source=Sailthru&amp;utm_medium=Newsletter&amp;utm_campaign=Daily-Briefing&amp;utm_term=100725&amp;lctg=607f1056abd4f461f466319b\">failed to halt<\/a> their attacks during cease-fire negotiations. Israel accused Hamas on Tuesday of firing rockets into Israel, while Palestinians reported new Israeli bombardments by tanks, planes, and ships into Gaza City and Khan Younis.<\/p>\n<p>Since the Israel-Hamas war began in 2023, Israeli forces have <a href=\"https:\/\/www.ft.com\/content\/6f1978a4-e6e8-4374-b92b-d74a3f66b9a4\">destroyed<\/a> nearly 80 percent of the Gaza Strip. More than <a href=\"https:\/\/www.nbcnews.com\/world\/gaza\/satellite-images-destruction-gaza-strip-rcna236089\">65,000 Palestinians<\/a> have been killed, including over <a href=\"https:\/\/www.bbc.com\/news\/articles\/cvgqyj268ljo\">18,000 children<\/a>, and nearly all of Gaza\u2019s 2.1 million residents have been displaced. In August, the world\u2019s leading hunger monitor found that <a href=\"https:\/\/foreignpolicy.com\/2025\/08\/22\/famine-gaza-city-ipc-report-israel-hamas-war\/\">famine was prevalent<\/a> in Gaza City and its surrounding areas, with more than half a million Palestinians facing \u201ccatastrophic conditions.\u201d<\/p>\n<p>Pro-Palestinian rallies <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/planned-pro-palestinian-protests-gaza-war-anniversary-draw-criticism-2025-10-07\/\">erupted<\/a> across several cities around the world on Tuesday to draw attention to the plight of Palestinians in Gaza. They also condemned increasing <a href=\"https:\/\/foreignpolicy.com\/2024\/10\/04\/west-bank-settler-violence-serves-israel-interests-idf-gaza-war\/\">Israeli settler attacks<\/a> on Palestinians in the occupied West Bank and threats of further annexation by Israeli Prime Minister Benjamin Netanyahu\u2019s far-right coalition partners.<\/p>\n<p>However, the protests\u2019 timing has <a href=\"https:\/\/www.thetimes.com\/uk\/politics\/article\/keir-starmer-october-7-attack-israel-hamas-dlc39njr2\">drawn criticism<\/a> from foreign leaders, who have condemned the rise of antisemitism since Hamas\u2019s Oct. 7 attack; reports of Islamophobia have also dramatically increased since the conflict began. Several nations that experienced pro-Palestinian demonstrations on Tuesday, including <a href=\"https:\/\/foreignpolicy.com\/2025\/09\/22\/unga-palestine-two-state-solution-russia-estonia-trump-waltz\/\">France<\/a> and the <a href=\"https:\/\/foreignpolicy.com\/2025\/07\/29\/uk-starmer-palestine-statehood-israel-gaza-famine-ipc-hunger-crisis-ghf\/\">United Kingdom<\/a>, were among those that recently recognized an independent Palestinian state at the United Nations General Assembly.<\/p>\n<p>After years of being considered an unrealistic possibility, the potential for a <a href=\"https:\/\/foreignpolicy.com\/2025\/07\/31\/palestine-statehood-israel-two-state-solution-un-conference\/\">two-state solution<\/a> is once again in the limelight, with the U.N. and many Arab countries arguing that it is the best way to achieve lasting peace in the wider Middle East. (Over the past two years, Israel has also launched strikes on <a href=\"https:\/\/foreignpolicy.com\/2025\/10\/06\/israel-oct-7-netanyahu-gaza-hamas-hezbollah\/\">Hezbollah members<\/a> in Lebanon, <a href=\"https:\/\/foreignpolicy.com\/2025\/09\/04\/israel-houthis-attack-yemen\/\">Houthi militants<\/a> in Yemen, Hamas leaders in <a href=\"https:\/\/foreignpolicy.com\/2025\/09\/22\/qatar-response-israel-attack\/\">Qatar<\/a>, government forces in <a href=\"https:\/\/foreignpolicy.com\/2025\/07\/23\/israel-syria-sweida-attacks-druze\/\">Syria<\/a>, and <a href=\"https:\/\/foreignpolicy.com\/2025\/06\/13\/israel-iran-strikes-regime-change-nuclear-claims\/\">nuclear facilities<\/a> in Iran.)<\/p>\n<p>But until then, civilians on both sides are hoping that ongoing peace talks will establish a cease-fire in Gaza.<\/p>\n<hr\/>\n<h3><strong>Today\u2019s Most Read<\/strong><\/h3>\n<hr\/>\n<h3><strong>What We\u2019re Following<\/strong><\/h3>\n<p><strong>Deteriorating trade relations. <\/strong>Trump <a href=\"https:\/\/apnews.com\/article\/canada-trump-carney-white-house-59b735b719247c7063777c1edcb10328\">hosted<\/a> Canadian Prime Minister Mark Carney at the White House on Tuesday, during which the two leaders discussed deteriorating trade relations ahead of a looming deadline to review the U.S.-Mexico-Canada Agreement. Trump has previously suggested that the White House could negotiate separate trade deals with Mexico City and Ottawa instead of renewing the 2020 framework.<\/p>\n<p>\u201cI want to make whatever the best deal is for this country, and also very much with Canada in mind,\u201d Trump said on Tuesday. The U.S.-Mexico-Canada trade agreement was negotiated during Trump\u2019s first term.<\/p>\n<p>At the same time, the U.S. president <a href=\"https:\/\/www.bbc.com\/news\/live\/cly0rz50e8dt?post=asset%3A6fab2d27-80ed-4d81-b1b3-90a6a67c0467#post\">appeared pessimistic<\/a> on Tuesday that bilateral relations with Washington\u2019s closest ally could recover. When asked if the alleged fentanyl crisis at the Canadian border would ever improve, Trump said, \u201cNo, I think it\u2019s never going to be over, frankly,\u201d though he praised Canada for doing \u201ca much better job than in the past.\u201d Trump has cited drug trafficking as one of the primary reasons for increased border security and high tariffs on Canada, even though <a href=\"https:\/\/www.rand.org\/hsrd\/hsoac\/commission-combating-synthetic-opioid-trafficking.html\">U.S. government reports<\/a> have previously found that Canada is not a significant source of fentanyl in the United States.<\/p>\n<p>This is Carney\u2019s second White House summit with Trump. Among Carney\u2019s biggest concerns on Tuesday were how <a href=\"https:\/\/foreignpolicy.com\/2025\/03\/04\/trump-trade-war-tariffs-canada-mexico-china-trudeau-sheinbaum\/\">Trump\u2019s trade war<\/a> has hurt the Canadian economy, which has <a href=\"https:\/\/www.cnn.com\/2025\/10\/07\/business\/carney-trump-tariff-meeting\">recorded<\/a> higher costs of living due to the impact of U.S. tariffs on key goods, as well as Trump\u2019s repeated threats to turn Canada into the <a href=\"https:\/\/foreignpolicy.com\/2025\/03\/28\/trump-canada-middle-east-border\/\">51st U.S. state<\/a>.<\/p>\n<p><strong>Calls to resign. <\/strong>French President Emmanuel Macron faced <a href=\"https:\/\/www.theguardian.com\/world\/2025\/oct\/07\/edouard-philippe-sebastien-lecornu-france-emmanuel-macron-elections\">growing pressure<\/a> on Tuesday to either step down or call snap parliamentary elections, a day after the surprise resignation of Prime Minister S\u00e9bastien Lecornu, France\u2019s fifth premier in less than two years. Although calls for Macron to leave office before his five-year term expires in 2027 have long been a demand among the far left and far right, similar appeals have now entered the mainstream\u2014throwing Paris into political turmoil.<\/p>\n<p>\u201cLike many French people, I no longer understand the president\u2019s decisions,\u201d former Prime Minister (and longtime Macron loyalist) Gabriel Attal said on Monday. Meanwhile, Macron\u2019s first prime minister, <a href=\"https:\/\/www.euronews.com\/2025\/10\/07\/former-french-pm-says-macron-should-resign-amid-deepening-political-crisis\">\u00c9douard Philippe<\/a>, said on Tuesday that Macron should be \u201cleaving in an orderly manner\u201d to break the country\u2019s political gridlock, adding that \u201canother 18 months would be far too long and would harm France.\u201d<\/p>\n<p>Macron has repeatedly refused to resign before his term concludes. He has asked Lecornu to stay on in a caretaker capacity for <a href=\"https:\/\/www.nytimes.com\/2025\/10\/07\/world\/europe\/france-government-turmoil-sebastien-lecornu.html\">48 hours<\/a> and hold <a href=\"https:\/\/www.reuters.com\/world\/europe\/french-socialist-leader-will-vote-against-pm-lecornu-things-stand-2025-10-06\/\">talks<\/a> with other political parties to try \u201cto define a platform for action and stability for the country.\u201d Lecornu accepted. However, with French markets falling on Monday over Lecornu\u2019s resignation and the popular far-right National Rally party <a href=\"https:\/\/www.reuters.com\/world\/europe\/outgoing-french-pm-lecornu-set-start-last-ditch-talks-end-political-crisis-2025-10-07\/?utm_source=Sailthru&amp;utm_medium=Newsletter&amp;utm_campaign=Daily-Briefing&amp;utm_term=100725&amp;lctg=607f1056abd4f461f466319b\">boycotting<\/a> a planned coalition-building meeting on Wednesday, Macron may be facing greater pressure than ever to make a drastic change.<\/p>\n<p><strong>Landmark conviction. <\/strong>The International Criminal Court on Monday <a href=\"https:\/\/www.middleeasteye.net\/news\/icc-convicts-janjaweed-commander-landmark-sudan-case\">convicted<\/a> its first <em>janjaweed<\/em> militia leader on trial for committing atrocities in Sudan\u2019s Darfur region. Ali Muhammad Ali Abd-Al-Rahman (also known as Ali Kushayb) was found guilty on all 27 counts of war crimes and crimes against humanity, including executions, rape, and torture. The landmark conviction is the first and only trial looking at crimes in Darfur since the U.N. Security Council referred the case to the ICC in 2005.<\/p>\n<p>Monday\u2019s conviction marks \u201can important acknowledgment of the enormous suffering endured by the victims of his heinous crimes as well as a first measure of long overdue redress for them and their loved ones,\u201d U.N. human rights chief <a href=\"https:\/\/www.reuters.com\/world\/africa\/icc-convicts-first-darfur-militia-leader-war-crimes-2025-10-06\/\">Volker T\u00fcrk<\/a> said. Abd-Al-Rahman\u2019s sentencing will come at a later date, even as his defense team <a href=\"https:\/\/www.theguardian.com\/world\/2025\/oct\/06\/icc-convicts-former-sudan-militia-leader-ali-kushayb-war-crimes-in-darfur-janjaweed\">maintains<\/a> that he is not Ali Kushayb and that this is a case of mistaken identity.<\/p>\n<p>Conflict in Darfur first erupted in 2003, when non-Arab rebels clashed with the Sudanese government, prompting state forces to mobilize Arab militias (known as the janjaweed) to crush the revolt. Rights groups and foreign governments have equated the <a href=\"https:\/\/foreignpolicy.com\/2023\/06\/19\/sudan-war-darfur-hemeti-rsf-saf\/\">subsequent violence<\/a> to a genocide.
