A number of countries, including top allies of Israel such as France and the United Kingdom, are using UNGA as a backdrop to recognize Palestine as a state.<\/p>\n<p>The most anticipated portion of Monday\u2019s proceedings was a two-state solution conference co-hosted by France and Saudi Arabia. In an address to the conference, French President Emmanuel Macron was met with a standing ovation when he announced that France was officially recognizing Palestine.<\/p>\n<p>\u201cWe must do everything within our power to preserve the very possibility of a two-state solution, Israel and Palestine living side by side in peace and security,\u201d Macron said. \u201cThe time has come. This is why\u2014true to the historic commitment of my country to the Middle East, to peace between the Israelis and the Palestinians\u2014this is why I declare that today, France recognizes the state of Palestine.\u201d<\/p>\n<p>Canada, Australia, and Portugal have also moved to recognize Palestine as a state this week. Other countries are expected to follow suit and join the roughly 150 nations that have already done so.<\/p>\n<p>The recognition of Palestinian statehood, which is largely symbolic as things stand, is not supported by Israel. The United States, Israel\u2019s top ally, is also opposed.<\/p>\n<p>Recognizing Palestinian statehood also does not directly address the <a href=\"https:\/\/foreignpolicy.com\/2025\/08\/08\/gaza-hunger-crisis-explained-ghf-israel-palestine-hamas\/\">dire humanitarian situation<\/a> in Gaza, and the war in the enclave is still raging with no end in sight. Top human rights groups have accused Israel of committing genocide in Gaza\u2014a conclusion that was also recently reached by <a href=\"https:\/\/www.bbc.com\/news\/articles\/c8641wv0n4go\">a U.N. inquiry<\/a>. Along these lines, even some who support Palestinian statehood have said the recent push for recognition is too little, too late.<\/p>\n<p>Still, the growing list of countries recognizing Palestine is a direct rebuke of Israel\u2019s prosecution of the war in Gaza, and proponents such as Macron say that recognition is an important step toward peace. \u201cSome may say it\u2019s too late; others may say it\u2019s too early. But one thing is certain\u2014we can no longer wait,\u201d he said. Macron also said that \u201cnothing justifies the ongoing war in Gaza,\u201d adding that \u201ceverything compels us to definitively end it.\u201d<\/p>\n<p>In an address that echoed Macron\u2019s remarks, U.N. chief Ant\u00f3nioGuterres told the conference that recognizing Palestinian statehood will serve as a galvanizing force for a two-state solution. Guterres called the war in Gaza \u201cintolerable\u201d and reiterated calls for a cease-fire, the release of hostages held by Hamas, and unfettered access to humanitarian assistance.<\/p>\n<p>But Israel remains defiant and is continuing to push ahead with a controversial military operation in Gaza City that\u2019s forced an estimated <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/israel-presses-with-gaza-city-assault-34-palestinians-killed-2025-09-20\/\">half a million Palestinians to flee<\/a>.<\/p>\n<p>Israel has also excoriated countries recognizing Palestine, accusing them of appeasing and boosting Hamas. In comments to the press at U.N. headquarters ahead of the two-state solution conference on Monday, Israeli Ambassador to the U.N. Danny Danon said the meeting was \u201cdetached from reality\u201d and \u201cshameful.\u201d<\/p>\n<p>Israeli Prime Minister Benjamin Netanyahu said on Sunday\u00a0 that there will never be a Palestinian state, and some in his government are pushing to <a href=\"https:\/\/www.ft.com\/content\/def54498-5bb1-4e74-91ed-1e1d6b771ad7\">annex<\/a> parts of the West Bank. Netanyahu said that those recognizing Palestinian statehood are giving a \u201c<a href=\"https:\/\/www.theguardian.com\/world\/2025\/sep\/21\/netanyahu-uk-palestinian-recogniton-absurd-prize-terrorism\">prize<\/a>\u201d to terrorism.<\/p>\n<p>Macron rejected this argument in his address on Monday, saying that recognizing Palestinian statehood is a \u201cdefeat for Hamas\u201d and \u201ctakes nothing away from the rights of the people of Israel.\u201d The French president, who emphasized that his country has never wavered in its support for Israel and its security, said that breaking the cycle of violence requires \u201crecognition of the other.\u201d<\/p>\n<hr\/>\n<h3\/>\n<p><em>What should be high on your radar, if it isn\u2019t already.<\/em><\/p>\n<p><strong>Russian roulette. <\/strong>Although the U.N.\u2019s focus on Monday afternoon shifted to the two-state solution conference, the <a href=\"https:\/\/news.un.org\/en\/story\/2025\/09\/1165907?_gl=1*12tf6sz*_ga*MTM5OTI2Mjc3Mi4xNzU4MjI5NjQ1*_ga_TK9BQL5X7Z*czE3NTg1NzAzMzQkbzMkZzAkdDE3NTg1NzAzMzQkajYwJGwwJGgw\">10,002nd meeting<\/a> of the U.N. Security Council earlier in the day centered on Russia\u2019s actions in Eastern Europe\u2014particularly Friday\u2019s incursion of three Russian fighter jets into Estonia.<\/p>\n<p>Estonian Foreign Minister Margus Tsahkna described the incident as \u201cyet another reckless and flagrant violation of the U.N. Charter and of international law,\u201d illustrating his point by holding up radar images showing the Russian jets inside Estonian airspace as well as photographs of the jets themselves.<\/p>\n<p>\u201cFor the first time in 34 years, since Estonia joined the U.N., we were obliged to ask the presidency to convene this meeting in the spirit of preventive diplomacy and in order to immediately stop attempts at further escalation by Russia,\u201d Tsahkna added.<\/p>\n<p>Russia\u2019s incursion into Estonia was the third such incident in recent weeks, with Poland\u2019s downing of <a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/poland-downs-drones-its-airspace-becoming-first-nato-member-fire-during-war-2025-09-10\/\">multiple Russian drones<\/a> from its skies with help from NATO jets earlier this month followed a few days later by Romania <a href=\"https:\/\/www.nytimes.com\/2025\/09\/14\/world\/europe\/romania-drone-russia-ukraine.html\">reporting<\/a> a Russian drone over its territory.<\/p>\n<p>Polish Foreign Minister Radoslaw Sikorski addressed part of his remarks directly to the Russian representatives seated in front of him: \u201cYour insane nationalism contains a lust for domination that will not cease until you realize that the age of empires is over and that your empire will not be rebuilt.\u201d<\/p>\n<p>A Russian representative, in his remarks, slammed the accusations as \u201cblatant lies\u201d from \u201cEuropean extras\u201d at the Security Council who were \u201cletting their imaginations run wild regarding the threat from Russia.\u201d<\/p>\n<p>The gathering also provided an opportunity for Mike Waltz to make his <a href=\"https:\/\/usun.usmission.gov\/remarks-at-a-un-security-council-briefing-on-the-russian-federations-violation-of-estonias-airspace\/\">first public remarks<\/a> as the U.S. ambassador to the U.N. after his eleventh-hour <a href=\"https:\/\/www.politico.com\/news\/2025\/09\/19\/mike-waltz-united-nations-ambassador-00573467\">Senate confirmation<\/a> on Friday. Waltz said Washington \u201cwill defend every inch of NATO territory\u201d and urged Russia to \u201curgently stop such dangerous behavior.\u201d<\/p>\n<p><strong>A troubling backdrop. <\/strong>The question of whether the United States is <a href=\"https:\/\/foreignpolicy.com\/2025\/06\/17\/trump-authoritarianism-newsom-california-marines-national-guard\/\">descending into authoritarianism<\/a> is undoubtedly on the minds of many attendees this year as the country contends with the controversial policies and actions of Trump 2.0. UNGA 80 is occurring against the backdrop of <a href=\"https:\/\/foreignpolicy.com\/2025\/09\/17\/charlie-kirk-political-violence-united-states-violent-populism-trump\/\">political violence in the United States<\/a> as well as widespread concerns over issues ranging from immigration enforcement to free speech.<\/p>\n<p>At a press conference on Monday, SitRep asked U.N. spokesperson St\u00e9phane Dujarric whether democratic backsliding in the United States, the host of UNGA and U.N. headquarters, is a concern for U.N. chief Guterres.<\/p>\n<p>\u201cThe secretary-general has been vocal in expressing his concern at the wrong direction in which, globally, issues having to do with human rights [and] freedom of the press have been going,\u201d Dujarric said, adding that Guterres has recently emphasized that the \u201cU.N. Charter [and] the Universal Declaration of Human Rights are not an \u00e0 la carte menu\u201d and \u201cneed to be taken as a whole\u201d by every member state.<\/p>\n<hr\/>\n<h3\/>\n<p>Israel\u2019s airstrike on Doha, Qatar, earlier this month was \u201ca grave attack on sovereignty\u201d as well as \u201cthe concept of mediation\u201d and \u201cpeace,\u201d Qatari Foreign Ministry spokesperson Majed al-Ansari <a href=\"https:\/\/foreignpolicy.com\/2025\/09\/22\/qatar-response-israel-attack\/\">told<\/a> FP editor in chief Ravi Agrawal at the Concordia Summit in New York on Monday. \u201cHere in New York, there will be direct meetings with President Trump to talk about the dangers of an unhinged leadership taking such a unilateral decision in our region, throwing stability and the prosperity of the Middle East \u2026 into chaos,\u201d Ansari added.<\/p>\n<hr\/>\n<h3\/>\n<p><strong>9 a.m.<\/strong> UNGA general debate begins; Trump is scheduled to speak second after Brazilian President Luiz In\u00e1cio Lula da Silva.<\/p>\n<p><strong>1 p.m.<\/strong> U.N. Security Council meeting on the Middle East, \u201cincluding the Palestinian question.\u201d<\/p>\n<p><strong>4 p.m.<\/strong> U.N. Security Council meeting on Ukraine.<\/p>\n<hr\/>\n<h3\/>\n<p>Dujarric, the spokesperson for U.N. chief Guterres, said that UNGA 80 is expecting 193 delegations, including 89 heads of state, 43 heads of governments, one crown prince, and five vice presidents. He also said that around 1,642 bilateral meetings have been scheduled in the lobby of the General Assembly building.<\/p>\n<hr\/>\n<h3\/>\n<p>\u201cWe went from war to discourse.\u201d<\/p>\n<p><em>\u2014Syrian President Ahmed al-Sharaa to retired U.S. Gen. David Petraeus, who was commanding the U.S. forces in Iraq that imprisoned Sharaa when he was fighting for al Qaeda there.
