From a two-day summit focused on bolstering East Asian investment to a military parade with high-profile guests, Beijing is hoping to signal the emergence of a new multipolar world shaped heavily by China and its allies.<\/p>\n<p>On Sunday, more than 20 leaders of non-Western countries <a href=\"https:\/\/apnews.com\/article\/shanghai-cooperation-organization-china-us-asia-rivalry-37d58d94f70814c8e7a23721997abc2b?user_email=6b04284e4d00370f16d3dac0a626e01bf24d86e4d6995646867da6aa680488d0&amp;utm_medium=Morning_Wire&amp;utm_source=Sailthru_AP&amp;utm_campaign=Morning%20Wire_Sept%202_2025&amp;utm_term=Morning%20Wire%20Subscribers\">convened<\/a> in the Chinese city of Tianjin for this year\u2019s Shanghai Cooperation Organisation (SCO) meeting. Chinese state media called the gathering the \u201clargest-ever SCO summit in history\u201d and said it aims to chart \u201cthe blueprint for the bloc\u2019s next decade of development.\u201d<\/p>\n<p>Several agreements were signed over the course of two days. Among those, China convinced its partner countries to support the creation of a new <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-09-01\/china-led-bloc-agrees-to-set-up-development-bank-in-win-for-xi?utm_source=semafor\">Chinese-led development bank<\/a>, something that Beijing has sought since 2010. In addition, China proposed a <a href=\"https:\/\/www.globenewswire.com\/news-release\/2025\/09\/02\/3142308\/0\/en\/CGTN-China-s-Global-Governance-Initiative-aims-to-inject-greater-stability-into-world-governance.html?utm_source=semafor\">Global Governance Initiative<\/a> aimed at building what Xi called \u201ca more just and equitable\u201d multilateral governance system.<\/p>\n<p>Xi met with several <a href=\"https:\/\/apnews.com\/article\/china-russia-xi-putin-ee3d091f38c833d1c586b491f9eab004\">world leaders<\/a> on the summit\u2019s sidelines to discuss bilateral trade and development, including Indian Prime Minister <a href=\"https:\/\/foreignpolicy.com\/2025\/08\/27\/india-modi-trump-tariff-china-russia-putin-xi-geopolitics-sco\/\">Narendra Modi<\/a>, whose country has been subjected to high U.S. tariffs for <a href=\"https:\/\/foreignpolicy.com\/2025\/08\/27\/sco-summit-china-india-relationship\/\">continuing to purchase<\/a> Russian oil despite Moscow\u2019s war in Ukraine.<\/p>\n<p>China\u2019s ties with Russia have grown particularly close in recent months. On Tuesday, Xi concluded talks with Russian President Vladimir Putin by announcing that Beijing will begin offering 30-day visa-free access to Russian travelers starting later this month. Xi also <a href=\"https:\/\/www.cnbc.com\/2025\/09\/02\/power-of-siberia-2-russia-signs-new-gas-pipeline-deal-with-china.html\">inked a memorandum<\/a> with Putin to build a new natural gas pipeline that will bring reserves from Russia\u2019s West Siberia into northern China via eastern Mongolia. The two countries additionally agreed to have Russian state energy company Gazprom increase gas deliveries to China via existing routes.<\/p>\n<p>And on Wednesday, Putin is expected to be one of several world leaders to attend Beijing\u2019s largest-ever \u201cVictory Day\u201d parade. North Korean leader <a href=\"https:\/\/www.nytimes.com\/2025\/09\/02\/world\/asia\/kim-north-korea-train.html\">Kim Jong Un<\/a> is also expected to make a rare appearance at the military parade in what will be his first time attending a multilateral diplomatic event since taking power. Modi will not be attending.<\/p>\n<p>Experts say that Xi intends to use the event\u2014which will mark 80 years since the end of World War II\u2014to <a href=\"https:\/\/www.reuters.com\/world\/china\/xi-flaunt-chinas-vision-new-global-order-military-parade-2025-09-02\/?utm_source=Sailthru&amp;utm_medium=Newsletter&amp;utm_campaign=Daily-Briefing&amp;utm_term=090225&amp;lctg=607f1056abd4f461f466319b\">double down<\/a> on his efforts to promote Chinese leadership on the global stage. \u201cWe must continue to take a clear stand against hegemonism and power politics,\u201d Xi said on Monday in a thinly veiled allusion to the United States.<\/p>\n<hr\/>\n<h3>Today\u2019s Most Read<\/h3>\n<hr\/>\n<h3>What We\u2019re Following<\/h3>\n<p><strong>Pledging Palestinian statehood. <\/strong>Belgium on Tuesday <a href=\"https:\/\/www.nytimes.com\/2025\/09\/02\/world\/europe\/belgium-palestinian-state.html\">joined<\/a> a growing list of Western nations that are preparing to recognize an independent Palestinian state at the United Nations General Assembly later this month. However, Belgium said the designation will not go into effect until certain conditions are met.<\/p>\n<p>\u201cAware of the trauma caused to the Israeli people by the terrorist attacks of October 7, 2023, by Hamas, the administrative formalization of this recognition by royal decree will take place once the last hostage has been released and Hamas no longer has any role in managing Palestine,\u201d Belgian Foreign Minister Maxime Pr\u00e9vot <a href=\"https:\/\/x.com\/prevotmaxime\/status\/1962677161568981219\">posted<\/a> on X. Nearly 50 hostages remain in Gaza, of whom only around 20 are believed to still be alive.<\/p>\n<p>Australia, Canada, France, Malta, Portugal, and the <a href=\"https:\/\/foreignpolicy.com\/2025\/07\/29\/uk-starmer-palestine-statehood-israel-gaza-famine-ipc-hunger-crisis-ghf\/\">United Kingdom<\/a> have also pledged to recognize an independent Palestinian state at the upcoming U.N. summit. They will join more than 145 U.N. member states that <a href=\"https:\/\/www.cnn.com\/world\/middleeast\/countries-recognize-palestinian-state-intl-vis\">already recognize<\/a> Palestine, several of which <a href=\"https:\/\/foreignpolicy.com\/2024\/05\/22\/ireland-norway-spain-recognize-palestine-israel-sunak-snap-elections\/\">made their designation<\/a> last spring.<\/p>\n<p>As part of Tuesday\u2019s announcement, Belgium also issued sanctions on Israel, including banning products imported from Israeli settlements in the West Bank and designating two extremist Israeli ministers \u201cpersona non grata.\u201d Although the ministers were not named, experts believe the <a href=\"https:\/\/www.politico.eu\/article\/belgium-to-recognize-palestine-sanction-israel\/\">designations<\/a> are in regard to National Security Minister Itamar Ben-Gvir and Finance Minister <a href=\"https:\/\/foreignpolicy.com\/2025\/08\/14\/smotrich-israel-settlements-west-bank-e1-palestine-statehood\/\">Bezalel Smotrich<\/a>, who have both advocated for Palestinian displacement and have been accused of <a href=\"https:\/\/foreignpolicy.com\/2024\/06\/26\/israel-annexation-west-bank-bezalel-smotrich-netanyahu\/\">inciting violence<\/a> in the West Bank.<\/p>\n<p><strong>Suspected Russian interference. <\/strong>Bulgarian authorities <a href=\"https:\/\/time.com\/7313738\/russia-plane-gps-interference-suspected-president-european-commission\/?utm_source=beehiiv&amp;utm_medium=email&amp;utm_campaign=newsletter-the-brief&amp;_bhlid=ad6d408073c4fef6ab7155ab849852616d664b46\">believe<\/a> that Russia was responsible for jamming the GPS of a plane carrying European Commission President Ursula von der Leyen while it was in the air on Sunday, European Commission deputy chief spokesperson Arianna Podest\u00e0 said on Monday.<\/p>\n<p>Von der Leyen was conducting a multiday tour of several Eastern European nations when her plane lost its GPS navigation while in the air over Bulgaria, forcing the pilots to rely on paper maps to land. Podest\u00e0 said von der Leyen\u2019s plane landed safely (but delayed) despite the alleged interference.<\/p>\n<p>On Monday, Kremlin spokesperson Dmitry Peskov told the <a href=\"https:\/\/www.ft.com\/content\/3c330f87-71c4-4db9-8259-f5c132c1f0d3\"><em>Financial Times<\/em><\/a>, which first reported the news, that \u201cyour information is incorrect.\u201d<\/p>\n<p>However, experts say such jamming maneuvers are a regular part of <a href=\"https:\/\/www.nytimes.com\/2025\/09\/01\/world\/europe\/von-der-leyen-gps-jamming-russia-ukraine.html\">Moscow\u2019s sabotage campaign<\/a> in its war against Ukraine. Intelligence officials have tracked similar attacks on undersea cables, European transportation infrastructure, and some Ukrainian drones and U.S.-made precision-guided weapons.<\/p>\n<p>\u201cThis incident actually underlines the urgency of the mission\u201d to secure <a href=\"https:\/\/foreignpolicy.com\/2025\/08\/22\/us-withdrawal-troops-europe-defense-realism\/\">greater defense support<\/a> to counter Russia\u2019s threats against Europe, Podest\u00e0 said. And on Tuesday, NATO chief Mark Rutte told a press conference that the alliance is \u201cstepping up\u201d to deal with the threat. \u201cI can assure you that we are working day and night to counter this, to prevent it, and to make sure that they will not do it again,\u201d Rutte <a href=\"https:\/\/www.youtube.com\/watch?v=5DB56irvj5M\">said<\/a>.<\/p>\n<p><strong>Deadly natural disasters. <\/strong>The death toll of eastern Afghanistan\u2019s devastating 6.0 magnitude earthquake, which struck on Sunday, has climbed to more than 1,400 people, local officials <a href=\"https:\/\/abcnews.go.com\/International\/afghanistan-earthquake-death-toll-rises\/story?id=125172025\">reported<\/a> on Tuesday, with another 3,100 injured and some 8,000 homes destroyed. Nearly all of the deaths occurred in Kunar province, though neighboring Nangarhar province also recorded fatalities. Search-and-rescue operations are currently underway, but the extent of the destruction and the area\u2019s remoteness are making such efforts challenging.<\/p>\n<p>This is Afghanistan\u2019s <a href=\"https:\/\/apnews.com\/article\/afghanistan-earthquake-kunar-e994a151eabef436809e588eeb0ef527\">third major earthquake<\/a> since the Taliban took power in 2021, and it comes as the country is <a href=\"https:\/\/foreignpolicy.com\/2025\/07\/31\/afghanistan-iran-deportations-refugees-security-conflict\/\">already reeling<\/a> from a weak economy, limited aid funding, and extensive internal displacement.<\/p>\n<p>Meanwhile, a massive landslide in Sudan\u2019s western Darfur region wiped out an entire village on Sunday. The incident <a href=\"https:\/\/apnews.com\/article\/sudan-darfur-landslide-rain-village-0ff996583d79ecb97c912d0dc44ec018\">killed<\/a> as many as 1,000 people in the village of Tarasin, making it one of the country\u2019s deadliest natural disasters in recent history. Only one person is believed to have survived, according to the Sudan Liberation Movement-Army, a rebel group controlling the area. \u201cOur biggest problem is that nobody is coming to help,\u201d <a href=\"https:\/\/www.nytimes.com\/2025\/09\/02\/world\/africa\/sudan-landslide.html\">Abdul Wahid al-Nur<\/a>, the group\u2019s leader, told the <em>New York Times<\/em> on Tuesday. \u201cThis is beyond our capability.\u201d<\/p>\n<hr\/>\n<h3>Odds and Ends<\/h3>\n<p>One man\u2019s toys are another man\u2019s treasure.
