Slovakia is so far the only NATO member on the list.<\/p>\n<h3 class=\"edTag\">North Korea rebalances ties with Moscow and Beijing<\/h3>\n<p>This will also be Kim&#8217;s first known visit to China since 2019. says <a href=\"https:\/\/johndelury.com\/\" target=\"_blank\">John Delury<\/a>, a Seoul-based senior fellow at Asia Society, a nonprofit educational organization. &#8220;This puts the strategic relationship of the leaders back on some kind of even keel.&#8221;<\/p>\n<p>With President Trump trying to <a href=\"https:\/\/www.npr.org\/2025\/08\/17\/g-s1-83183\/putin-trump-ceasefire\" target=\"_blank\">broker<\/a> a peace deal between Russia and Ukraine, Delury says that Kim may be anticipating that he will have less leverage with Moscow, and may want to consider resuming talks with the U.S.<\/p>\n<p>Trump said this week at a <a href=\"https:\/\/www.npr.org\/2025\/08\/28\/g-s1-85964\/north-koreas-kim-will-meet-with-xi-and-putin-at-chinese-military-parade\" target=\"_blank\">summit<\/a> meeting with South Korean President Lee Jae Myung that he hopes to meet again with Kim, as he did three times in <a href=\"https:\/\/www.npr.org\/2018\/06\/13\/619464740\/north-koreas-media-touts-trump-concessions-you-won-t-find-in-the-joint-statement\" target=\"_blank\">2018<\/a> and <a href=\"https:\/\/www.npr.org\/2019\/02\/28\/698848039\/second-nuclear-summit-ends-with-no-deal\" target=\"_blank\">2019<\/a>.<\/p>\n<h3 class=\"edTag\">A possible opening for Trump<\/h3>\n<p>In addition to Kim seeing the need to improve ties with China, Delury says, the North Koreans could also be &#8220;looking over their shoulder at Donald Trump, and see what may be in play with the Americans.&#8221;<\/p>\n<p>Kim&#8217;s sister <a href=\"https:\/\/www.npr.org\/2020\/07\/19\/892257489\/kim-yo-jong-sister-of-north-koreas-ruler-rises-through-ranks-with-tough-rhetoric\" target=\"_blank\">Kim Yo Jong<\/a> has indicated that Pyongyang has no interest in resuming talks with the U.S. But she said in a <a href=\"https:\/\/kcnawatch.org\/newstream\/1755124665-778591619\/press-statement-by-kim-yo-jong-vice-department-director-of-c-c-wpk\/\" target=\"_blank\">statement in state media<\/a> that Trump and Kim have a &#8220;special personal relationship&#8221; and can meet again if the U.S. drops its &#8220;outdated way of thinking.&#8221;<\/p>\n<aside id=\"ad-secondary-wrap\" class=\"ad-wrap secondary\" aria-label=\"advertisement\">\n<\/aside>\n<p>The South Korean government national security adviser <a href=\"https:\/\/en.yna.co.kr\/view\/AEN20250829002900315\" target=\"_blank\">Wi Sung-lac<\/a> said in an interview with the country&#8217;s CBS radio that it would be best to keep expectations about engagement with North Korea low, for now. Although, he said, Kim&#8217;s China trip &#8220;is a development that requires close attention.&#8221;<\/p>\n<p>South Korean President Lee will not attend the parade, but the government will be <a href=\"https:\/\/biz.chosun.com\/en\/en-policy\/2025\/08\/29\/K4U7JQFI6FEITJXRXUY7BJPVNQ\/\" target=\"_blank\">represented<\/a> by Parliamentary Speaker Woo Won-shik.<\/p>\n<h3 class=\"edTag\">Concerns of a new cold war grouping<\/h3>\n<p>Doo Jin-ho, senior researcher at the Korea Research Institute for National Strategy, is quoted by South Korea&#8217;s <a href=\"https:\/\/www.khan.co.kr\/article\/202508282134015\" target=\"_blank\"><em>Kyunghyang Shinmun<\/em> newspaper<\/a> as saying Kim&#8217;s attendance at the parade suggests the emergence of a &#8220;new Cold War structure,&#8221; with North Korea relying on Russia<strong> <\/strong>for military cooperation and China for economic relations.<\/p>\n<p>China and Russia have cooperated in helping North Korea avoid international sanctions imposed because of its nuclear and missile programs.<em>\u00a0<\/em><\/p>\n<p>And China and North Korea have <a href=\"https:\/\/www.economist.com\/china\/2025\/06\/19\/china-has-become-the-most-important-enabler-of-russias-war-machine\" target=\"_blank\">helped<\/a> Russia in different ways with its war in Ukraine. But the three countries&#8217; loose alignment is not institutionalized, unlike the U.S., South Korea and Japan, which established a trilateral <a href=\"https:\/\/www.korea.net\/NewsFocus\/policies\/view?articleId=262019\" target=\"_blank\">secretariat<\/a> last year.<\/p>\n<p>Nor have China, Russia and North Korea<strong> <\/strong>held trilateral military drills, as the U.S. and its <a href=\"https:\/\/apnews.com\/article\/south-north-korea-us-japan-russia-2d22da7f0f031c2d75699a5f164dd89d\" target=\"_blank\">allies<\/a> have.<\/p>\n<p>Chinese media, meanwhile, have focused on <a href=\"https:\/\/english.news.cn\/20250828\/1f801a4dc7994660a6cee810e68c65d0\/c.html\" target=\"_blank\">preparations<\/a> for the parade, and China&#8217;s contributions to victory in World War II, officially known in the country as the &#8220;Chinese People&#8217;s War of Resistance Against Japanese Aggression.&#8221;<\/p>\n<p>That conflict started with Japan&#8217;s invasion of Manchuria in 1931, a decade before Japan bombed Pearl Harbor.
