(He has also quickly realized that insufferable puns are an occupational hazard of working with us.)<\/p>\n<p>Alright, here\u2019s what\u2019s on tap for the day: U.S. President Donald Trump\u2019s <strong>repurposing of the U.S. military<\/strong>, a new <strong>U.S. ambassador to India<\/strong>, and more Russian <strong>attacks on Ukraine<\/strong>.<\/p>\n<hr\/>\n<p>Trump is less than a year into his second term and has already begun radically redefining the role and character of the United States military in ways that his opponents say <a href=\"https:\/\/x.com\/Acyn\/status\/1960086189345775783\">threaten democracy<\/a> and undermine national security.<\/p>\n<p>Trump has increasingly used the military as a tool for enforcing his domestic political agenda. He\u2019s deployed thousands of troops <a href=\"https:\/\/www.nytimes.com\/2025\/05\/15\/us\/politics\/trump-border-military.html\">along the southern border<\/a> as part of his aggressive immigration crackdown. Trump has also deployed troops in Los Angeles and Washington\u2014deep-blue cities that have resisted his policies\u2014justifying the moves as necessary responses to unrest and crime. These moves have gone <a href=\"https:\/\/www.bbc.com\/news\/articles\/cy7ypm6zxp2o\">against the wishes of local leaders<\/a>, who\u2019ve accused Trump of manufacturing crises.<\/p>\n<p>Democrats have denounced the deployments as power grabs and decried Trump as <a href=\"https:\/\/foreignpolicy.com\/2025\/06\/17\/trump-authoritarianism-newsom-california-marines-national-guard\/\">an authoritarian<\/a>. Military experts, <a href=\"https:\/\/www.pbs.org\/newshour\/show\/retired-major-general-calls-trumps-national-guard-plans-unneeded-and-dangerous\">including retired generals<\/a>, have also condemned the deployments as unwarranted and dangerous\u2014while warning that they <a href=\"https:\/\/www.npr.org\/2025\/08\/20\/nx-s1-5507032\/more-national-guard-deployed-to-washington-dc\">hurt troop readiness<\/a> by reducing their ability to prepare for war and by negatively impacting the public\u2019s perception of the military in a way that could hinder recruitment.<\/p>\n<p>The deployments have also raised <a href=\"https:\/\/apnews.com\/article\/posse-comitatus-act-washington-national-guard-california-19e7fcb0a3b4c026741f9fd7bfb8b15f\">legal questions<\/a>, and the administration\u2019s justifications for them have faced fierce pushback, including in <a href=\"https:\/\/www.cbsnews.com\/news\/national-guard-los-angeles-deployment-trial-day-3\/\">a lawsuit<\/a> filed by California Gov. Gavin Newsom. Though Trump has more leeway in Washington, a federal district in which the National Guard is <a href=\"https:\/\/www.npr.org\/2025\/08\/26\/nx-s1-5517890\/can-trump-expand-the-national-guard-a-law-professor-weighs-in#:~:text=VLADECK:%20I%20mean%2C%20so%20there,CHANG:%20Right.\">always under the president\u2019s command<\/a>, experts have still warned that he\u2019s stretching the limits of presidential authority and setting a corrosive precedent that erodes crucial norms regarding the use of the military domestically.<\/p>\n<p><strong>Deployed in D.C.<\/strong> In Washington, Trump has contended that the federal takeover and deployment of the National Guard was needed due to what he\u2019s described as out-of-control crime (despite violent crime being at <a href=\"https:\/\/www.justice.gov\/usao-dc\/pr\/violent-crime-dc-hits-30-year-low\">a 30-year low<\/a> in the nation\u2019s capital).<\/p>\n<p>While Washington Mayor Muriel Bowser has offered somewhat <a href=\"https:\/\/www.pbs.org\/newshour\/politics\/watch-dc-mayor-bowser-gives-update-on-federal-takeover-of-law-enforcement-in-the-district\">mixed messages<\/a> on the federal takeover of her city, on Wednesday she condemned the presence of out-of-state National Guard troops\u2014who were <a href=\"https:\/\/www.npr.org\/2025\/08\/20\/nx-s1-5507080\/six-republican-governors-sending-national-guard-troops-to-d-c\">sent by GOP governors<\/a> to boost Trump\u2019s effort\u2014as a poor use of resources. Polling also shows that a majority of Washington residents <a href=\"https:\/\/www.cnn.com\/2025\/08\/20\/politics\/washington-dc-police-national-guard-poll\">feel less safe<\/a> with federal agents and troops\u2014some of whom are now armed\u2014on their streets.<\/p>\n<p>Since being deployed in Washington, National Guard troops have been seen <a href=\"https:\/\/www.washingtonpost.com\/national-security\/2025\/08\/27\/dc-national-guard-trash-removal-trump-takeover\/\">picking up trash<\/a> and spreading mulch under cherry trees, which doesn\u2019t quite paint a picture of a city so dangerous that there was no choice but to send in the military.<\/p>\n<p>Images of troops performing landscaping duties in the nation\u2019s capital also don\u2019t exactly jibe with Defense Secretary Pete Hegseth\u2019s stated mission of transforming the military into a <a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/4172313\/hegseth-tasks-army-to-transform-to-leaner-more-lethal-force\/\">leaner, more lethal force<\/a>\u2014and restoring a \u201cwarrior ethos.\u201d This objective has seen Hegseth take an array of controversial steps as Pentagon chief, ranging from <a href=\"https:\/\/www.cfr.org\/blog\/trumps-dei-purge-military-puts-us-national-security-risk\">eliminating<\/a> diversity, equity, and inclusion programs (DEI) to <a href=\"https:\/\/www.washingtonpost.com\/national-security\/2025\/05\/08\/transgender-troops-hegseth-trump-supreme-court\/\">banning transgender troops<\/a>.<\/p>\n<p><strong>Redefining the mission.<\/strong> Despite concerns over the deployments, Trump appears determined to increase the role of the military in domestic settings. The president has suggested that he could expand these deployments to other U.S. cities such as Chicago, Baltimore, and New York City, which are also run by Democrats.<\/p>\n<p>On Monday, Trump <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/08\/additional-measures-to-address-the-crime-emergency-in-the-district-of-columbia\/\">signed an executive order<\/a> directing Hegseth to establish specialized National Guard units in Washington and all 50 states that can be quickly deployed to quell civil disturbances. The order also called for Hegseth to ensure the availability of a standing \u201cquick reaction force\u201d in the Guard that can be deployed nationwide for such purposes.<\/p>\n<p>Traditionally, the National Guard has been deployed to help American communities in the wake of natural disasters or to fight enemies abroad. Trump\u2019s executive order raises <a href=\"https:\/\/www.aclu.org\/news\/national-security\/trumps-expanded-domestic-military-use-should-worry-us-all\">serious concerns<\/a> about the potential for the military to be used against U.S. citizens in ways that could violate their rights\u2014particularly given Trump\u2019s history of animosity toward protesters\u2014or place them in physical danger.<\/p>\n<p>There are also legitimate questions to be asked about whether sending the military into more U.S. cities in this capacity is a waste of taxpayer dollars\u2014with the Washington deployment estimated to cost roughly <a href=\"https:\/\/www.cnn.com\/2025\/08\/28\/politics\/cost-national-guard-deployment-washington-dc\">$1 million<\/a> per day.<\/p>\n<p>Meanwhile, Trump is also mulling over renaming the Defense Department <a href=\"https:\/\/www.nytimes.com\/2025\/08\/26\/us\/politics\/trump-defense-department-war-rename.html\">the War Department<\/a>\u2014the name for the department until not long after World War II. Though Trump can\u2019t formally change the name without an act of Congress, this falls in line with his administration\u2019s fixation on having a military that appears fearsome. The bigger question is whether this obsession with appearances will harm the military\u2019s capabilities in the process.<\/p>\n<hr\/>\n<p>Even as Trump and Hegseth vastly expand the military\u2019s scope, they have overseen a slew of abrupt high-profile Defense Department departures. The latest came on Monday, when <a href=\"https:\/\/foreignpolicy.com\/2024\/02\/12\/pentagon-diu-doug-beck-austin-china-russia-ukraine\/\">Doug Beck<\/a>, the head of the Pentagon\u2019s Defense Innovation Unit (DIU), suddenly informed employees that it would be his last day. \u201cAs far as we have come, we have far more left to do, and are just getting started,\u201d Beck said in an email seen by SitRep, adding that he would \u201chelp however I can from my private capacity.\u201d Beck did not provide a reason for his departure, and a DIU spokesperson declined to comment.<\/p>\n<p>Beck\u2019s abrupt resignation came three days after Hegseth <a href=\"https:\/\/www.wsj.com\/politics\/national-security\/hegseth-fires-defense-intelligence-agency-chief-after-iran-report-ee86c7f9?mod=e2tw\">fired<\/a> Lt. Gen. Jeffrey Kruse, the head of the Defense Intelligence Agency (DIA). The reasons for Kruse\u2019s departure were not immediately clear, but the DIA\u2019s reporting in June that U.S. strikes on Iran had set back the country\u2019s nuclear program by a few months contradicted Trump\u2019s assertion that the program had been obliterated.<\/p>\n<p>Meanwhile, Director of National Intelligence Tulsi Gabbard\u2019s recent revocation of 37 intelligence officials\u2019 security clearances reportedly <a href=\"https:\/\/www.economist.com\/united-states\/2025\/08\/21\/donald-trump-has-purged-one-of-the-cias-most-senior-russia-analysts\">included<\/a> one of the CIA\u2019s senior-most Russia analysts, whose naming on the list <a href=\"https:\/\/www.wsj.com\/politics\/national-security\/tulsi-gabbard-blindsided-cia-over-revoking-clearance-of-undercover-officer-47b7b160?mod=e2tw\">reportedly blindsided<\/a> the agency itself.<\/p>\n<p>Trump also made a couple of key appointments, <a href=\"https:\/\/www.nytimes.com\/2025\/08\/22\/us\/politics\/sergio-gor-ambassador-india.html\">naming<\/a> his head of presidential personnel, Sergio Gor, as ambassador to India. Gor will <a href=\"https:\/\/www.axios.com\/2025\/08\/26\/scavino-hiring-trump-white-house\">reportedly<\/a> be replaced by Trump\u2019s longest-serving aide, Dan Scavino.<\/p>\n<p>In other diplomatic news, Ukrainian President Volodymyr Zelensky <a href=\"https:\/\/kyivindependent.com\/ukraine-appoints-new-ambassador-to-us\/\">appointed<\/a> Olha Stefanishyna as the country\u2019s new ambassador to the United States on Wednesday, replacing current ambassador Oksana Markarova.<\/p>\n<hr\/>\n<p><em>What should be high on your radar, if it isn\u2019t already.<\/em><\/p>\n<p><strong>Iran sanctions snap back.<\/strong> France, Germany, and the United Kingdom triggered the start of a process to reimpose U.N. sanctions on Iran on Thursday, a process known as a \u201csnapback.\u201d The three countries, known collectively as the E3, are all parties to the 2015 Iran nuclear deal, which allowed for the resumption of sanctions that were suspended by the deal in case diplomacy with the Iranian regime to rein in its nuclear program did not yield a result. Trump walked away from the deal in 2018, during his first term in office, and has spent much of his second term thus far negotiating with (and bombing) Iran over its nuclear program.<\/p>\n<p>The international sanctions, which have been suspended by the United Nations for the past decade, will now go back into effect in a little over a month unless Iran can stave them off with some eleventh-hour diplomacy in the meantime. U.S. Secretary of State Marco Rubio welcomed the snapback but reiterated that Washington remains open to continued engagement with Iran. \u201cThe United States appreciates the leadership of our E3 allies in this effort,\u201d he said in a <a href=\"https:\/\/www.state.gov\/releases\/office-of-the-spokesperson\/2025\/08\/the-united-states-welcomes-the-initiation-of-snapback\/\">statement<\/a>. \u201cOver the coming weeks, we will work with them and other Members of the UN Security Council to successfully complete the snapback of international sanctions and restrictions on Iran.\u201d<\/p>\n<p>Our FP colleague Keith Johnson <a href=\"https:\/\/foreignpolicy.com\/2025\/08\/28\/e3-snapback-sanctions-iran-nuclear-europe\/\">has more<\/a> on the E3 move and what it means.<\/p>\n<p><strong>Russia pummels Ukraine\u2014again.<\/strong> The Russian military <a href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-kyiv-attack-23e051f1b7e93308f99b6fdfdd8949f2\">struck buildings<\/a> used by European and British officials in Kyiv on Thursday, killing 21 people in its deadliest attack on the Ukrainian capital since Trump and Russian President Vladimir Putin met in Alaska earlier this month.<\/p>\n<p>Moscow has repeatedly stymied negotiations for an end to the war since then, saying again on Wednesday that it would <a href=\"https:\/\/www.themoscowtimes.com\/2025\/08\/27\/kremlin-doubles-down-on-opposition-to-european-troops-in-ukraine-a90361\">refuse<\/a> any European troops in Ukraine as part of a peacekeeping force to ensure the country\u2019s postwar security\u2014a key demand of Zelensky, who <a href=\"https:\/\/foreignpolicy.com\/2025\/08\/19\/trump-ukraine-russia-summit-putin-zelensky\/\">met Trump<\/a> along with several European leaders in Washington last Monday.<\/p>\n<hr\/>\n<div id=\"attachment_1204687\" class=\"wp-caption alignnone none\">            <span style=\"padding-bottom:61.5234375%;&#10;        \" class=\"image-attachment -ratioscale\"><br \/>\n        <br \/>\n        <\/span><figcaption style=\"height:0;opacity:0;\">Three workers stand next to a giant pile of shrimp that fills the foreground.<\/figcaption><p id=\"caption-attachment-1204687\" class=\"wp-caption-text\">Workers carry sacks of shrimp to load into trucks at a shrimp farm in Nellore district, Andhra Pradesh, India, on Aug. 28.
