Larry Snelling said Thursday communication will be key to keeping the peace if and when President Donald Trump sends the National Guard to patrol the streets of Chicago, but the top cop hasn\u2019t used his department\u2019s close relationship with the feds to learn their intentions in advance.<\/p>\n<p>During a virtual briefing that included <a class=\"Link\" href=\"https:\/\/chicago.suntimes.com\/brandon-johnson\" data-cms-ai=\"0\">Mayor Brandon Johnson<\/a> and members of his senior leadership team, Snelling also stressed that his officers won\u2019t assist U.S. Immigration and Customs Enforcement agents who attempt to conduct raids, nor will Chicago cops ask for the immigration status of crime victims or anyone seeking help.<\/p>\n<p>Instead of dispatching \u201cour officers alone\u201d to respond to reports of immigration enforcement, police supervisors will be dispatched to the scene of ICE enforcement actions to \u201cassess the situation,\u201d the superintendent said.<\/p>\n<p>If the supervisors determine that it\u2019s \u201conly immigration enforcement,\u201d Snelling said, Chicago cops will \u201cnot be in those areas assisting in any way.\u201d But they won\u2019t be \u201cobstructing federal agents\u201d either, Snelling added.<\/p>\n<p>\u201cWe don\u2019t want people to fear the Chicago Police Department and we don\u2019t want them to live being a victim of any type of crime or need emergency assistance and not get it because they\u2019re afraid of calling 911,\u201d the superintendent told reporters. \u201cWe don\u2019t care about your status at this point. What we want to make sure is that we can get there and provide help.\u201d<\/p>\n<p>National Guard members patrolling the streets of Washington, D.C. have reportedly been asked to clear out homeless encampments in the nation\u2019s capital and possibly even take people who are unhoused into custody.<\/p>\n<p>That won\u2019t happen here \u2014 at least not with the city\u2019s help, according to Chief Homelessness Officer Sendy Soto.<\/p>\n<p>\u201cThe city of Chicago will work with any homeless encampment that is within our purview. If they are in public spaces, particularly at public parks, we are also supporting the park district to ensure that we can provide \u2026 wraparound services to as many people as we can if they are in that moment,\u201d Soto said.<\/p>\n<p>\u201cBut in terms of arrest or clearing encampments along with federal agents, we will not be doing that.\u201d<\/p>\n<h3>Chicago a favorite Trump target<\/h3>\n<p>Chicago has long been one of Trump\u2019s favorite and most frequent political targets \u2014 even though he chose the city to build his 96-story Trump International Hotel &amp; Tower along the Chicago River with a 2,891-square foot sign bearing his name.<\/p>\n<p>On the day he seized control over the D.C. police department and ordered the National Guard to patrol the streets of the nation\u2019s capital, Trump warned that Chicago would be next.<\/p>\n<p>The president has repeated the threat in recent days, even as he suggested that it might be better to wait for Johnson and Gov. But he vowed to do everything legally possible to stop it after the fact.<\/p>\n<p>Since then, the <a class=\"Link\" href=\"https:\/\/chicago.suntimes.com\/the-watchdogs\/2025\/08\/27\/donald-trump-chicago-downtown-ice-immigration-national-guard-brandon-johnson-jb-pritzker\" data-cms-ai=\"0\">Sun-Times has reported<\/a> that north suburban Naval Station Great Lakes may be used to house ICE agents and National Guard troops next month, perhaps for much of September.<\/p>\n<p>On Thursday, Snelling and Johnson insisted that they are still flying blind.<\/p>\n<p>No one in the Trump administration has reached out to them to give Chicago a heads-up on what, if anything, is being planned, and CPD has not reached out to the feds to ask what they intend.<\/p>\n<p>Snelling acknowledged that his officers work alongside federal agents on a host of crime-fighting missions and on a daily basis at the  Crime Prevention and Information Center, a technology hub critical to the department\u2019s operations.<\/p>\n<h3>City in the dark on Trump plans<\/h3>\n<p>But that ongoing relationship has not given CPD advance word on Trump\u2019s plans for Chicago, Snelling said.<\/p>\n<p>\u201cEven if we did, there would be certain things that we would not necessarily share with the public because there may not be a clear understanding of what that communication is on behalf of the public,\u201d Snelling said. <br \/>\u201cWe don\u2019t want to raise any fears. We don\u2019t want to create any speculation around what\u2019s going on until we have concrete information\u2026 We don\u2019t want people running scared\u201d or creating \u201cchaos on our streets.\u201d<\/p>\n<p>Johnson was asked who in his administration has reached out to the Trump administration about its plans for Chicago.<\/p>\n<p>\u201cWe have not had any communications with the White House regarding the president\u2019s alleged \u2014 not alleged \u2014 but his purported desire to send federal troops into cities across America. He has not communicated with us,\u201d the mayor said.<\/p>\n<p>\u201cTypically there\u2019s \u2026 the chain of communications that flows through our police department that happens on a regular basis around getting guns off the streets of Chicago, cracking down on gangs, human trafficking and drugs. There\u2019s been a coordinated effort to address \u2026 any of the critical issues that we do face. Unfortunately, we have not had that level of coordination and cooperation on this particular matter.\u201d<\/p>\n<p>If and when federal agents or National Guard members  arrive in Chicago, Snelling said \u201ccommunication will be the key\u201d to maintaining law and order, even if protesters take to the streets.<\/p>\n<p>\u201cWe are preparing for whatever happens \u2026 If there\u2019s communication \u2014 and hopefully, there will be \u2014 we\u2019ll navigate around it as it comes. \u2026 The key here is to communicate. To have some type of communication so that nothing gets out of hand. Nothing gets out of control,\u201d Snelling said.<\/p>\n<p>\u201cIf we see protests \u2026 we want to make sure that it\u2019s done peacefully without violence, without vandalism just like we did during the DNC.\u201d<\/p>\n<p>Snelling stressed that the \u201crules of engagement\u201d for National Guard members are \u201cdifferent from that of local law enforcement.\u201d<\/p>\n<p>\u201cKeep it peaceful. Try not to obstruct or become physical with federal agents or members of the National Guard.
