The project will operate under Armenian legal jurisdiction, but the United States will <a href=\"https:\/\/www.cnn.com\/2025\/08\/08\/politics\/strategic-armenia-azerbaijan-corridor-named-after-trump\">lease the land<\/a> to a private U.S. company to oversee construction and management. Negotiations to decide who will operate the corridor will begin next week.<\/p>\n<p>Armenia and Azerbaijan have been locked in a <a href=\"https:\/\/foreignpolicy.com\/2024\/02\/27\/nagorno-karabakh-azerbaijan-armenia-environment-climate\/\">deadly conflict<\/a> over the disputed Nagorno-Karabakh region for years, <a href=\"https:\/\/www.bbc.com\/news\/world-europe-55174211\">killing<\/a> thousands of people on both sides and displacing more than 100,000 others. In 2020, Russian President Vladimir Putin brokered a cease-fire deal between the two sides, but the talks only offered a brief reprieve, as Azerbaijan launched a <a href=\"https:\/\/foreignpolicy.com\/2023\/10\/25\/armenia-azerbaijan-nagorno-karabakh-turkey-iran-russia-europe\/\">lightning offensive<\/a> in 2023 to secure total control of the ethnically Armenian breakaway region.<\/p>\n<p>Since then, the United States has taken the lead in mediating the crisis. Earlier this year, Yerevan and Baku agreed to language for a future deal, marking a <a href=\"https:\/\/www.ft.com\/content\/ca92b871-dd65-4980-af01-aaf0f3e38650\">major breakthrough<\/a> in peace talks. But several sticking points remained, namely Armenia expressing concerns over an Azerbaijani demand for a corridor to access its Nakhchivan exclave.<\/p>\n<p>Friday\u2019s deal addresses that obstacle by creating a U.S.-overseen \u201cmultimodal transit area\u201d that will allow \u201cunimpeded connectivity\u201d between Azerbaijan and the exclave while also respecting Armenia\u2019s sovereignty. \u201cBy locking in this path to peace, we are unlocking the great potential of the South Caucasus region in trade, transit, and energy flows,\u201d White House deputy press secretary Anna Kelly said on Friday.<\/p>\n<p>Experts <a href=\"https:\/\/www.nytimes.com\/2025\/08\/08\/world\/europe\/trump-armenia-azerbaijan-peace-signing.html\">predict<\/a> that such a system will boost trade links with Central Asia and China, as well as pave the way for neighboring Turkey to <a href=\"https:\/\/foreignpolicy.com\/2025\/04\/30\/turkey-influence-azerbaijan-armenia-treaty\/\">reopen its border<\/a> with Armenia, which it closed in 1993. The deal is also likely to bolster the United States\u2019 influence in the region while further dwindling the authority of Russia and Iran.<\/p>\n<p>\u201cMany Leaders have tried to end the War, with no success, until now, thanks to \u2018TRUMP,\u2019\u201d Trump <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/114989897956103830\">posted<\/a> on Truth Social on Thursday, as part of an ongoing and thinly veiled argument for why he should be awarded the Nobel Peace Prize.<\/p>\n<p>The joint peace declaration will also endorse a formal request to disband the Minsk Group, which was established in 1992 to mediate the Nagorno-Karabakh conflict. However, it <a href=\"https:\/\/www.politico.com\/newsletters\/national-security-daily\/2025\/08\/07\/trumps-caucasus-peace-gambit-00498549\">remains unclear<\/a> if the new deal will address the status of more than 100,000 people who were displaced during Azerbaijan\u2019s 2023 offensive, if it will force Azerbaijan to release Armenian prisoners of war, or if it will protect Armenian cultural sites in Nagorno-Karabakh.<\/p>\n<hr\/>\n<h3><strong>Today\u2019s Most Read<\/strong><\/h3>\n<hr\/>\n<h3><strong>What We\u2019re Following<\/strong><\/h3>\n<p><strong>Sidelining Kyiv. <\/strong>Russia and the United States are seeking a deal to end the war in Ukraine in a bid to avoid further <a href=\"https:\/\/foreignpolicy.com\/2025\/08\/04\/trump-russia-sanctions-putin-ukraine\/\">U.S. sanctions on Moscow<\/a>, which Washington vowed to impose if the Kremlin failed to make progress toward a peace agreement by Friday. According to people familiar with the talks, the two countries are <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-08-08\/us-and-russia-plan-truce-deal-to-cement-putin-s-gains-in-ukraine\">discussing a framework<\/a> that would grant Russia control of Ukrainian territory that it has seized since its full-scale invasion began in February 2022. Putin is also demanding that Kyiv cede authority over its Donbas and Crimea regions.<\/p>\n<p>In return, the deal would dictate that Russia halts its offensive in Ukraine\u2019s Kherson and Zaporizhzhia regions along current battlelines. It is unclear if Moscow would be forced to give up any territory that it currently controls, including Ukraine\u2019s <a href=\"https:\/\/foreignpolicy.com\/2023\/07\/18\/zaporizhzhia-nuclear-power-plant-threat-russia-ukraine-war\/\">Zaporizhzhia nuclear power plant<\/a>.<\/p>\n<p>Such an outcome would be a decisive win for Moscow, which has repeatedly demanded that it be allowed to keep its territorial gains as a condition of a peace deal. It would also further Russian efforts to sideline Ukraine and its European allies from the negotiating table. On Wednesday, White House envoy Steve Witkoff met with Putin in Moscow for \u201c<a href=\"https:\/\/foreignpolicy.com\/2025\/08\/06\/us-sanctions-russia-putin-witkoff-trump-india-tariffs-50-percent\/\">useful and constructive<\/a>\u201d talks. And on Thursday, Trump said he would <a href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-poll-trump-sanctions-deadline-7cefb2df66f494f58a16b684a2c76687\">meet with Putin<\/a> even if the Russian leader refuses to hold a trilateral summit with Ukrainian President Volodymyr Zelensky; Trump and Putin are expected to meet as early as next week.<\/p>\n<p><strong>Drastic policy change. <\/strong>Berlin will not authorize any military equipment exports to Israel that could be used in Gaza \u201cuntil further notice,\u201d German Chancellor Friedrich Merz <a href=\"https:\/\/www.bundesregierung.de\/breg-de\/aktuelles\/bundeskanzler-friedrich-merz-erklaert-zur-entwicklung-in-gaza--2377366\">announced<\/a> on Friday. The decision marks a major policy shift for Merz, who campaigned on a <a href=\"https:\/\/foreignpolicy.com\/2024\/05\/24\/germany-israel-gaza-palestine-war-middle-east-politics-soft-power-speech\/\">pro-Israel platform<\/a>, as well as for Germany at large, which has made Israel\u2019s security a pillar of its own foreign policy given its <a href=\"https:\/\/foreignpolicy.com\/2025\/02\/14\/germany-israel-palestine-gaza-arms-exports-war-crimes-antisemitism-islamophobia\/\">history with the Holocaust<\/a>.<\/p>\n<p>Merz said his decision is in response to Israel\u2019s security cabinet <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/israel-faces-backlash-home-abroad-over-gaza-war-escalation-plan-2025-08-08\/?utm_source=Sailthru&amp;utm_medium=Newsletter&amp;utm_campaign=Daily-Briefing&amp;utm_term=080825&amp;lctg=607f1056abd4f461f466319b\">approving plans<\/a> on Friday to take control of Gaza City, escalating the country\u2019s military campaign in the territory. Israeli Prime Minister Benjamin Netanyahu has also suggested that he intends for Israel to take total control of Gaza after the war, <a href=\"https:\/\/www.foxnews.com\/video\/6376659553112\">arguing<\/a> that doing so is vital to defeat Hamas, rescue the remaining hostages, and ensure Israel\u2019s long-term security, though he maintains that Israel will eventually transfer civilian governance to \u201cArab forces.\u201d<\/p>\n<p>However, Western powers, the United Nations, and human rights groups <a href=\"https:\/\/www.nytimes.com\/2025\/08\/08\/world\/middleeast\/gaza-hunger-israel-aid.html\">maintain<\/a> that taking control of Gaza City will only exacerbate <a href=\"https:\/\/foreignpolicy.com\/2025\/08\/01\/could-images-of-the-famine-in-gaza-change-israeli-public-opinion\/\">mass starvation<\/a> in the territory. \u201cOf course, in some ways, it\u2019s not surprising because it\u2019s completely in line with the policy of ethnic cleansing that we\u2019ve witnessed with our own eyes for the last 22 months,\u201d Caroline Willemen, a project coordinator at the Doctors Without Borders clinic in Gaza City, told FP\u2019s John Haltiwanger. \u201cAt the same time, it somehow still does come as a surprise that we have to consider the reality of what this will mean if it does indeed get implemented. We\u2019re talking for Gaza City about over a million people who would be forced to go south.\u201d<\/p>\n<p><strong>New man in charge. <\/strong>Haitian authorities <a href=\"https:\/\/www.reuters.com\/world\/americas\/haiti-businessman-takes-over-presidency-gangs-threaten-transition-2025-08-07\/\">appointed<\/a> a wealthy businessperson on Thursday to lead the country\u2019s transitional presidential council. Laurent Saint-Cyr is tasked with overseeing the final phase of Haiti\u2019s transition back to democratically elected governance.<\/p>\n<p>\u201cOur country is going through one of the greatest crises in all its history,\u201d Saint-Cyr said during his <a href=\"https:\/\/apnews.com\/article\/haiti-cpt-laurent-st-cyr-gang-violence-8621c5e1678baf841efae14745f569e0\">inauguration ceremony<\/a>. \u201cIt\u2019s not the time for beautiful speeches. It\u2019s time to act.\u201d He called on international partners to deploy more troops to Haiti to bolster U.N.-backed operations aimed at tackling <a href=\"https:\/\/foreignpolicy.com\/2024\/03\/15\/haiti-crisis-us-response-biden-administration-ariel-henry-resignation\/\">rampant gang violence<\/a>. Armed groups control roughly 90 percent of the capital, Port-au-Prince.<\/p>\n<p>Saint-Cyr will serve until either a newly elected president is inaugurated or the council\u2019s mandate expires in February 2026. The council\u2019s previous president <a href=\"https:\/\/www.reuters.com\/world\/americas\/haiti-leader-says-general-elections-planned-november-2025-01-29\/\">promised<\/a> elections would happen this upcoming November, but it is unclear if they will actually take place. On Thursday, Jimmy \u201cBarbecue\u201d Ch\u00e9rizier, who leads the Viv Ansanm coalition of gangs, vowed to disrupt the transition of power.
