It <a href=\"https:\/\/www.instituteforgovernment.org.uk\/our-work\/topics\/parliament-and-constitution\/general-elections\" target=\"_blank\">must be held<\/a> by August 2029, though the prime minister can choose to call one sooner.<\/p>\n<p>&#8220;We cannot take our democracy for granted, and by protecting our elections from abuse and boosting participation we will strengthen the foundations of our society for the future,&#8221; Deputy Prime Minister Angela Rayner <a href=\"https:\/\/www.gov.uk\/government\/news\/16-year-olds-to-be-given-right-to-vote-through-seismic-government-election-reforms\" target=\"_blank\">said in a statement<\/a>.<\/p>\n<p>The Labour Party <a href=\"https:\/\/labour.org.uk\/wp-content\/uploads\/2024\/06\/Labour-Party-manifesto-2024.pdf\" target=\"_blank\">campaigned in part<\/a> on lowering the voting age last year \u2014 in an election with <a href=\"https:\/\/commonslibrary.parliament.uk\/general-election-2024-turnout\/\" target=\"_blank\">just 59.7% turnout<\/a>, the lowest since 2001. The reforms must pass Parliament to become law, which appears likely since the Labour Party has a majority in the House of Commons, and the House of Lords traditionally <a href=\"https:\/\/www.ucl.ac.uk\/constitution-unit\/explainers\/what-does-house-lords-do\" target=\"_blank\">does not block bills<\/a> promised in the governing party&#8217;s platform. <\/p>\n<aside id=\"ad-backstage-wrap\" class=\"ad-wrap backstage\" aria-label=\"advertisement\">\n<\/aside>\n<p><a href=\"https:\/\/www.electoralcommission.org.uk\/cy\/node\/23909\" target=\"_blank\">Scotland<\/a> and <a href=\"https:\/\/senedd.wales\/visit\/education-and-youth-engagement\/vote-16\/\" target=\"_blank\">Wales<\/a> already allow 16- and 17-year-olds to vote in certain local elections. The U.K. joins a small but growing list of those that have reduced it to 16 and\/or 17, including Australia, Brazil, Cuba, Ecuador, Greece and Indonesia.<\/p>\n<p>A <a href=\"https:\/\/www.ncsl.org\/elections-and-campaigns\/voting-age-for-primary-elections\" target=\"_blank\">third of U.S. states<\/a> allow 17-year-olds to vote in primary elections if they will be 18 by the time of the general election. Though Medina notes it&#8217;s not necessarily that clear cut, especially in the<strong> <\/strong>U.S.: While voters under 30 have long been a bastion for Democrats, they <a href=\"https:\/\/www.npr.org\/2024\/11\/07\/g-s1-33331\/unpacking-the-2024-youth-vote-heres-what-we-know-so-far\" target=\"_blank\">swung heavily towards<\/a> President Trump in 2024.<\/p>\n<p>Advocates for lowering the age say 16-year-olds may be equally or even better informed than other voters because they&#8217;re in school, where they can learn about elections, discuss current events and get support for registering.<\/p>\n<p><!-- END ID=\"RESNX-S1-5471304-102\" CLASS=\"BUCKETWRAP INTERNALLINK INSETTWOCOLUMN INSET2COL \" --><\/p>\n<p>And they say that if 16-year-olds can drive, work and join the military, they should be able to cast a vote. The Vietnam War, which drafted millions of Americans as young as 18, was a big factor in lowering the voting age <a href=\"https:\/\/www.reaganlibrary.gov\/constitutional-amendments-amendment-26-voting-age-eighteen\" target=\"_blank\">from 21 to 18<\/a> in 1971, Medina notes.<\/p>\n<p>In the U.K., it is legal for 16-year-olds to <a href=\"https:\/\/jobs.army.mod.uk\/how-to-join\/can-i-apply\/age\/\" target=\"_blank\">join the Army<\/a> as soldiers (with parental consent) and <a href=\"https:\/\/www.gov.uk\/child-employment\" target=\"_blank\">work full time<\/a>, meaning some already pay taxes. That&#8217;s one of the main arguments in favor of the change.<\/p>\n<p>&#8220;I think if you pay in, you should have the opportunity to say what you want your money spent on, which way the government should go,&#8221; Prime Minister Keir Starmer said on Thursday.<\/p>\n<p>But critics, including in the Conservative Party, <a href=\"https:\/\/www.bbc.com\/news\/live\/c93kkg37n3kt\" target=\"_blank\">have pointed out<\/a> that 16-year-olds cannot legally buy a drink or a lottery ticket, get married or <a href=\"https:\/\/www.electoralcommission.org.uk\/guidance-candidates-and-agents-uk-parliamentary-general-elections-great-britain\/what-you-need-know-you-stand-a-candidate\/qualifications-and-disqualifications-standing-election\/qualifications\" target=\"_blank\">run for office<\/a> in the U.K. And they doubt the change will actually drive more young people to the polls.<\/p>\n<p>A <a href=\"https:\/\/www.itv.com\/news\/2025-07-16\/votes-at-16-half-of-16-and-17-year-olds-against-lowering-voting-age\" target=\"_blank\">recent poll<\/a> of 500 16- and 17-year-olds by Merlin Strategy for ITV News found that only 18% said they would definitely vote if there was an election tomorrow. But support for lowering the voting age was more evenly split, with 51% in favor.<\/p>\n<aside id=\"ad-third-wrap\" class=\"ad-wrap third\" aria-label=\"advertisement\">\n<\/aside>\n<h3 class=\"edTag\">What does the data say?\u00a0<\/h3>\n<p>In the U.K., a study looking at the 2021 Welsh Parliament election \u2014 the first in which 16- and 17-year-olds were allowed to vote \u2014 characterized it <a href=\"https:\/\/www.cardiff.ac.uk\/__data\/assets\/pdf_file\/0011\/2894096\/Votes-at-16-A-False-Start-PDF-Feb-2025.pdf\" target=\"_blank\">as a &#8220;false start,&#8221;<\/a> arguing the timing of the COVID-19 pandemic disrupted both the education system and the election process.<\/p>\n<p>But a <a href=\"https:\/\/www.sps.ed.ac.uk\/news-events\/news\/lowering-voting-age-boosts-long-term-participation-elections\" target=\"_blank\">2023 study<\/a> from the University of Edinburgh found that younger first-time voters in Scotland &#8220;retain a habit&#8221; of voting in elections once they start, and participate in greater numbers than older first-time voters.<\/p>\n<p>While data about the impact of younger voting is relatively limited \u2014 because it&#8217;s so rare \u2014 Medina says &#8220;the field has known for a very long time that voting is habit-forming.&#8221;<\/p>\n<p><!-- END ID=\"RESNX-S1-5471304-103\" CLASS=\"BUCKETWRAP EXTERNALLINK\" --><\/p>\n<p>&#8220;The younger you start, the more likely you are to continue doing it throughout your life,&#8221; he says. &#8220;And we have evidence that when young people get involved in this process earlier, especially while they&#8217;re still in school \u2026 It increases participation. It increases turnout.&#8221;<\/p>\n<p>That&#8217;s also <a href=\"https:\/\/fairvote.org\/archives\/why_should_we_lower_the_voting_age_to_16\/\" target=\"_blank\">backed up by studies<\/a> out of Denmark and Austria.
