The leaders will join Trump for a White House lunch on Wednesday, followed by closed-door economic meetings through Friday.<\/p>\n<p>Last month, the administration brokered <a href=\"https:\/\/www.npr.org\/2025\/06\/27\/nx-s1-5448669\/rwanda-and-drc-sign-a-u-s-brokered-peace-deal-but-questions-remain\" target=\"_blank\">a peace deal between the Democratic Republic of Congo and Rwanda<\/a> \u2014 widely seen as a prelude to a rare earth minerals deal. Analysts say this week&#8217;s summit could follow suit, with the U.S. eyeing critical resources like Gabon&#8217;s manganese and uranium.<\/p>\n<aside id=\"ad-backstage-wrap\" class=\"ad-wrap backstage\" aria-label=\"advertisement\">\n<\/aside>\n<p>&#8220;Trump is transactional \u2014 he wants to know what these nations can offer,&#8221; said Prof. David Okoye of Nigeria&#8217;s Niger Delta University.<\/p>\n<p>The summit also comes amid growing U.S. concern over China&#8217;s expanding footprint in Africa \u2014 particularly rumors that Beijing is scouting port locations along West Africa&#8217;s coast for possible military use. &#8220;The U.S. has been watching Chinese interest in places like Gabon, Guinea, and Mauritania very closely,&#8221; said <a href=\"https:\/\/www.csis.org\/analysis\/president-trumps-carrot-and-stick-approach-africa\" target=\"_blank\">Cameron Hudson of the Center for Strategic and International Studies.<\/a><\/p>\n<p>China remains <a href=\"https:\/\/www.weforum.org\/stories\/2024\/06\/why-strong-regional-value-chains-will-be-vital-to-the-next-chapter-of-china-and-africas-economic-relationship\/\" target=\"_blank\"> Africa&#8217;s top trade and investment partner<\/a> and its military presence on the continent is<a href=\"https:\/\/africa.businessinsider.com\/local\/lifestyle\/china-replicating-us-military-model-in-africa-as-american-presence-declines\/vgkmb88\" target=\"_blank\"> expanding<\/a>, as is Russia&#8217;s. The U.S. military has <a href=\"https:\/\/www.nytimes.com\/2025\/06\/16\/world\/africa\/africa-terrorism-trump-ivory-coast.html\" target=\"_blank\">significantly reduced its presence or been pushed out of the Sahel<\/a>, where it had supported counterterrorism missions for nearly two decades. Since 2020, military juntas in Burkina Faso, Mali, and Niger have expelled Western forces \u2014 including U.S. troops \u2014 and turned instead to Russia for security support.<\/p>\n<p>Alongside China, India, Brazil and South Africa, Russia is a founding member of the BRICS bloc of emerging economies and has been deepening both economic and military ties across Africa.<\/p>\n<p>Still, tensions over aid cuts are likely to hang over the talks. Liberia, a longtime recipient of U.S. foreign assistance, has been hit hard by Trump&#8217;s closure of USAID earlier this year. The cuts forced health centers to shut down and created critical shortages in HIV medication and contraceptives. U.S. support previously made up nearly 3% of Liberia&#8217;s national income \u2014 the highest of any country, according to the <a href=\"https:\/\/www.cgdev.org\/blog\/which-countries-are-most-exposed-us-aid-cuts-and-what-other-providers-can-do\" target=\"_blank\">Center for Global Development.<\/a><\/p>\n<aside id=\"ad-secondary-wrap\" class=\"ad-wrap secondary\" aria-label=\"advertisement\">\n<\/aside>\n<p>Yet ahead of the summit, Liberia&#8217;s government sought to downplay any friction, calling the visit a chance to focus on &#8220;economic and trade opportunities over charity and aid.&#8221;<\/p>\n<p>For others, the meeting is more personal. Guinea-Bissau&#8217;s President Umaro Sissoco Embal\u00f3 \u2014 under fire at home for delaying elections \u2014 called Trump&#8217;s invitation a &#8220;diplomatic triumph&#8221; and cited shared leadership values.<\/p>\n<p>Observers have raised eyebrows over who wasn&#8217;t invited. Nigeria, South Africa and Ghana \u2014 three of the region&#8217;s largest democracies and longtime U.S. allies \u2014 were left out. Some speculate Nigeria&#8217;s growing ties with BRICS may be to blame; President Tinubu just returned from the BRICS summit in Brazil.<\/p>\n<p>Ghana, meanwhile, may have ruffled feathers after President John Mahama condemned Trump&#8217;s Oval Office<a href=\"https:\/\/www.npr.org\/2025\/05\/22\/nx-s1-5406758\/shock-and-anger-in-south-africa-after-oval-office-ambush\" target=\"_blank\"> ambush of South Africa&#8217;s leader <\/a> in May as &#8220;an insult to all Africans.&#8221; Relations with South Africa are at an all-time low, culminating in a U.S. announcement of 30% tariff on all South African imports starting from August.<\/p>\n<p>&#8220;It&#8217;s hard to tell why these five countries were picked,&#8221; said Prof. Paul Agwu of Nigeria&#8217;s University of Port Harcourt. &#8220;We&#8217;ll see what comes out of it \u2014 but I doubt it&#8217;ll be anything new.&#8221;<\/p>\n<\/div>\n<p><br \/>\n<br \/><a href=\"https:\/\/www.npr.org\/2025\/07\/09\/nx-s1-5462613\/africa-leaders-trump-white-house-china-minerals-oil\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>This aerial view show trucks loading sand from a quarry on the outskirts of Nouakchott, Mauritania, on March 14, 2023.
