When the militants\u2019 demands that India release detained terrorists\u2014including the group\u2019s leader\u2014were not met, they beheaded one of tourists. An American trekker escaped, but the others were never found and are presumed dead.<\/p>\n<p>Following this horrific event, India went on to largely contain the insurgency in Kashmir, though its embers still burn nearly 30 years later.<\/p>\n<\/p><\/div>\n<div>\n<p>In July 1995, when the militant insurgency in Indian-administered Kashmir was at its peak, a shadowy organization calling itself Al-Faran kidnapped six U.S. and European trekkers, along with two guides. When the militants\u2019 demands that India release detained terrorists\u2014including the group\u2019s leader\u2014were not met, they beheaded one of tourists. An American trekker escaped, but the others were never found and are presumed dead.<\/p>\n<p>Following this horrific event, India went on to largely contain the insurgency in Kashmir, though its embers still burn nearly 30 years later.<\/p>\n<p>In 2019, New Delhi <a href=\"https:\/\/www.foreignaffairs.com\/articles\/india\/2019-08-08\/modi-crosses-rubicon-kashmir\">revoked<\/a> Indian-administered Kashmir\u2019s special autonomous status, fulfilling a long-standing promise of the ruling Bharatiya Janata Party (BJP). In the wake of this decision, Indian Prime Minister Narendra Modi\u2019s government argued that the abrogation of constitutional Article 370, which granted this status, brought a degree of normalcy to the region\u2014highlighting a <a href=\"https:\/\/www.reuters.com\/world\/india\/kashmir-killings-shatter-modis-tourism-success-troubled-region-2025-04-23\/\">surge of tourism<\/a> and infrastructure development. Violence had steadily declined, tourism had grown, and major projects were underway.<\/p>\n<p>But last week, the apparent calm in the Kashmir Valley was shattered after militants <a href=\"https:\/\/www.cnn.com\/2025\/04\/24\/india\/pahalgam-india-pakistan-attack-explainer-intl-hnk\/index.html\">attacked<\/a> a group of mostly Indian tourists in Pahalgam, killing 26 people and wounding many others. It was the deadliest such incident in India since the 2008 Mumbai attacks. There was clearly a religious dimension to the Pahalgam attack: According to <a href=\"https:\/\/www.indiatoday.in\/india\/story\/pahalgam-terrorists-religion-hindu-targeted-kanpur-man-pune-businessman-recite-kalma-send-government-message-2713318-2025-04-23\">Indian reports<\/a> citing eyewitnesses, the terrorists asked their victims to recite an Islamic verse before shooting them.<\/p>\n<p>A relatively unknown organization called the Resistance Front (TRF) initially claimed responsibility; it emerged in 2019 and is widely believed to be a front for Lashkar-e-Taiba (LeT), a Pakistan-based terrorist group. However, TRF subsequently <a href=\"https:\/\/www.thehindu.com\/news\/national\/as-pressure-mounts-trf-denies-involvement-in-pahalgam-attack\/article69495143.ece\">denied<\/a> responsibility and accused Indian authorities of planting the claim. India has nevertheless <a href=\"https:\/\/www.npr.org\/2025\/04\/24\/g-s1-62469\/india-pakistan-kashmir-attack-tensions\">asserted<\/a> that the militants had ties to Pakistan, which Islamabad immediately denied.<\/p>\n<p>The Pahalgam attack has once again ratcheted up India-Pakistan tensions after a significant lull. India, for the first time, is now actively considering <a href=\"https:\/\/economictimes.indiatimes.com\/news\/india\/india-works-on-a-3-part-plan-to-halt-water-flow-to-pakistan-inside-centres-short-mid-long-term-strategies\/articleshow\/120636908.cms?from=mdr\">shutting down<\/a> the flow of water into Pakistan from Indus River tributaries, following its suspension of a key water-sharing treaty last week. Pakistan, which relies on the water for agriculture, has <a href=\"https:\/\/thewire.in\/security\/pahalgam-attack-pakistan-retaliates-to-indias-measures-warns-blocking-indus-water-an-act-of-war\">declared<\/a> that any such move would be considered an \u201cact of war.\u201d<\/p>\n<p>Meanwhile, Pakistan has already suspended the 1972 <a href=\"https:\/\/www.business-standard.com\/external-affairs-defence-security\/news\/explained-what-is-india-pak-simla-agreement-and-why-it-still-matters-125042400936_1.html\">Simla Agreement<\/a> with India, which among other matters recognizes the Line of Control (LoC) as the de facto international border in Kashmir and eschews the use of force to resolve their dispute over the region. Both countries have significantly reduced their diplomatic staff in their respective capitals.<\/p>\n<p>Many observers are now asking which further retaliatory steps India is likely to take against Pakistan. If New Delhi follows through on its threat to block the flow of water across the border, it will amount to a \u201c<a href=\"https:\/\/www.beyondintractability.org\/bksum\/george-forceful\">gradual turning of the screw<\/a>\u201d\u2014part of a strategy of coercive diplomacy. Along with this measure, it can be assumed that India will set explicit goals that Pakistan will be expected to meet. If Islamabad fails to do so, New Delhi may then increase pressure in other ways, including boosting its military presence on Pakistan\u2019s borders.<\/p>\n<p>Whether these actions will induce compliance from Pakistan\u2014assuming that it was complicit in orchestrating the Pahalgam attack, along with previous terrorist incidents\u2014remains unclear. In the past, Islamabad has defied New Delhi\u2019s efforts at forceful persuasion to end its <a href=\"https:\/\/www.congress.gov\/crs-product\/IF11934\">involvement with terrorism<\/a> in the region. In February 2019, for example, India\u2019s so-called <a href=\"https:\/\/www.bbc.com\/news\/world-asia-47366718\">surgical strikes<\/a> in response to an attack on Indian personnel in Pulwama\u2014which was claimed by a Pakistan-based group\u2014did not have their intended effect; Pakistan-based militants continued to launch attacks in Indian-administered Kashmir.<\/p>\n<p>Questions also remain about last week\u2019s attack. India <a href=\"https:\/\/www.thehindu.com\/news\/national\/jammu-and-kashmir\/around-3000-army-troops-500-special-forces-inducted-into-jammu-area\/article68423441.ece\">bolstered<\/a> its troop presence in Kashmir last year after an uptick in <a href=\"https:\/\/foreignpolicy.com\/2024\/11\/26\/india-kashmir-terrorist-attack-srinigar-militancy-pakistan\/\">terrorist incidents in the region<\/a>. Given substantial Indian deployments within Kashmir and along the LoC, it\u2019s not clear how the militants managed to evade detection. Local police have <a href=\"https:\/\/www.telegraphindia.com\/india\/pahalgam-payback-whiff-in-house-blasts-occupants-evacuated-before-explosions-prnt\/cid\/2096249\">implicated<\/a> several individuals from within Indian-administered Kashmir. Still, much of Kashmir\u2019s political class has unequivocally <a href=\"https:\/\/www.aljazeera.com\/features\/2025\/4\/25\/we-are-condemned-kashmiri-tourism-pays-the-price-of-pahalgam-killings\">condemned<\/a> the Pahalgam attack.<\/p>\n<p>The brazenness of the attack suggests that Indian intelligence on a possible terrorist incident of this magnitude was lacking. It is possible that Indian authorities who were buoyed by the boost in tourism in Kashmir may have lowered their guard. In the aftermath of this attack, apart from devising a retaliatory strategy, India would be well advised to investigate possible lapses of intelligence collection and analysis and ascertain how the militants avoided the security dragnet in Kashmir.<\/p>\n<p>India also urgently needs to forge a strategy of so-called <a href=\"https:\/\/www.rand.org\/content\/dam\/rand\/pubs\/perspectives\/PE200\/PE295\/RAND_PE295.pdf\">deterrence by denial<\/a>, which involves deploying forces in a way that makes it impossible or exceedingly difficult for an adversary to carry out an attack. This will require more efficient deployment of troops and enhanced intelligence gathering. New Delhi will also need to invest more in ground sensors and drones, locating them along the likely paths of infiltration.<\/p>\n<p>For all of India\u2019s messaging about restoring a degree of political normalcy to Kashmir, the Pahalgam attack and a host of other recent incidents belie this claim. At least four <a href=\"https:\/\/www.reuters.com\/world\/india\/major-militant-attacks-indias-restive-kashmir-region-2025-04-22\/\">terrorist attacks<\/a> took place in Kashmir last year, targeting both security forces and civilians. Though not as dramatic as the Pahalgam attack, these incidents underscored that India\u2019s ability to ward off terrorists was clearly in question.<\/p>\n<p>India faces significant hurdles in securing the LoC, owing to challenges of punishing terrain. But if it hopes to diminish the prospects of more terrorist attacks like the one targeting tourists last week, it will need to significantly strengthen its defenses.
