On Tuesday, the Kashmir Resistance militant group (also known as the Resistance Front) <a href=\"https:\/\/www.cnn.com\/2025\/04\/22\/asia\/gunmen-open-fire-jammu-kashmir-intl\/index.html\">claimed responsibility<\/a> for killing at least 26 people and injuring 17 others at a tourist destination in the Kashmiri town of Pahalgam.<\/p>\n<p>\u201cThose behind this heinous act will be brought to justice,\u201d Indian Prime Minister Narendra Modi <a href=\"https:\/\/x.com\/narendramodi\/status\/1914665856799302066\">wrote<\/a> on X on Tuesday. \u201cOur resolve to fight terrorism is unshakable and it will get even stronger.\u201d Modi cut short a two-day trip to Saudi Arabia on Wednesday to return to New Delhi.<\/p>\n<p>The incident was the <a href=\"https:\/\/www.nytimes.com\/2025\/04\/23\/world\/asia\/kashmir-attack-india-pakistan.html\">worst attack<\/a> on civilians in India since the 2008 Mumbai shootings, when the Pakistan-based Lashkar-e-Taiba militant group orchestrated a series of terrorist attacks that killed 175 people. Local police say the last major assault on civilians in Kashmir\u2014a shooting on a bus carrying Hindu pilgrims in June 2024 that killed nine people\u2014was also carried out by Lashkar-e-Taiba.<\/p>\n<p>The Indian government has not yet officially blamed any group for Tuesday\u2019s attack, but an unnamed Indian security official <a href=\"https:\/\/www.nytimes.com\/2025\/04\/23\/world\/asia\/kashmir-attack-india-pakistan.html\">told<\/a> the <em>New York Times<\/em> that the country\u2019s security agencies assess that Lashkar-e-Taiba was responsible and that the Kashmir Resistance is a proxy group for that organization.<\/p>\n<p>And on Wednesday, New Delhi took several punitive steps toward Pakistan, which it accuses of supporting terrorist attacks in India. The measures include suspending participation in a decadeslong bilateral water treaty, closing a key land border between the two countries, downgrading diplomatic ties, expelling Pakistan\u2019s military advisors from the country\u2019s New Delhi mission, and further restricting visas for Pakistani citizens.<\/p>\n<p>Pakistan has rejected the accusations. \u201cWe are concerned at the loss of tourists\u2019 lives,\u201d Pakistani Foreign Ministry spokesperson Shafqat Ali Khan said. \u201cWe extend our condolences to the near ones of the deceased and wish the injured a speedy recovery.\u201d<\/p>\n<p>Tuesday\u2019s attack was a major setback for Modi\u2019s Hindu nationalist Bharatiya Janata Party, which revoked Kashmir\u2019s semi-autonomous status in 2019 to establish direct control over the majority-Muslim region. In an <a href=\"https:\/\/www.reuters.com\/world\/india\/attack-tourists-indian-kashmir-kills-26-people-injures-17-police-say-2025-04-23\/?utm_source=Sailthru&amp;utm_medium=Newsletter&amp;utm_campaign=Daily-Briefing&amp;utm_term=042325&amp;lctg=607f1056abd4f461f466319b\">updated statement<\/a> on Wednesday, the Kashmir Resistance said the individuals targeted on Tuesday \u201cwere not ordinary tourists; instead, they were linked to and affiliated with Indian security agencies.\u201d But local police say all but one of the victims were <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/4\/23\/act-of-war-what-happened-in-kashmir-attack-that-killed-26-tourists\">civilians<\/a>; an Indian Navy officer who was killed was off duty, as he was on his honeymoon.<\/p>\n<p>Kashmir Resistance added on Wednesday that the shooting should \u201cserve as a wake-up call not only for Delhi but also for those who support Delhi\u2019s questionable strategies,\u201d referring to India\u2019s control of Jammu and Kashmir.<\/p>\n<p>The attack occurred just days after Pakistani army chief Asim Munir described Kashmir as Pakistan\u2019s \u201cjugular vein,\u201d and it coincided with U.S. Vice President J.D. Vance\u2019s high-profile trip to India this week.<\/p>\n<p>\u201cThe significance is not lost, and [the attack] is a deliberate act to destabilize India\u2019s Kashmir narrative and signal Pakistan\u2019s continued influence over Kashmir militancy,\u201d former Jammu and Kashmir police chief A.K. Namely, this would be an agreement that <a href=\"https:\/\/www.wsj.com\/world\/europe\/ukraines-zelensky-pushes-back-on-u-s-peace-plan-359d74b1\">does not concede<\/a> any Russian-occupied Ukrainian land to Moscow\u2014something that the Kremlin wants and the White House appears increasingly likely to allow.<\/p>\n<p>\u201cUkraine will not legally recognize the occupation of Crimea. There\u2019s nothing to talk about here,\u201d Zelensky said on Tuesday. A U.S. proposal submitted last week included U.S. recognition of Crimea as a Russian territory and no possibility of NATO membership for Kyiv. Zelensky <a href=\"https:\/\/www.axios.com\/2025\/04\/23\/trump-attack-zelensky-response-ukraine-peace-plan\">formally rejected<\/a> this proposal on Wednesday.<\/p>\n<p>U.S. President Donald Trump <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/114388111141848447\">fired back<\/a>, saying that Zelensky\u2019s comments would only \u201cprolong the \u2018killing field.\u2019\u201d He wrote on Truth Social on Wednesday that \u201c[i]t\u2019s inflammatory statements like Zelenskyy\u2019s that makes it so difficult to settle this War,\u201d adding that the Ukrainian president has \u201cno cards to play.\u201d<\/p>\n<p><strong>Banning the Brothers. <\/strong>Jordan <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/4\/23\/jordan-outlaws-muslim-brotherhood-group-confiscates-assets\">outlawed<\/a> the Muslim Brotherhood on Wednesday, confiscating the Islamist group\u2019s assets and banning its activities, including any promotion of the group\u2019s ideology. The Muslim Brotherhood is the country\u2019s most vocal opposition group and has legally operated in Jordan for decades. Despite the group insisting that it publicly renounced violence decades ago, members of the organization have repeatedly been accused of being linked to sabotage plots and terrorism attacks, and the government has <a href=\"https:\/\/www.nytimes.com\/2025\/04\/23\/world\/middleeast\/jordan-muslim-brotherhood.html\">taken steps<\/a> to curtail the group\u2019s activities in recent years.<\/p>\n<p>According to Jordanian Interior Minister Mazen Fraya, 16 Muslim Brotherhood members were <a href=\"https:\/\/www.washingtoninstitute.org\/policy-analysis\/brotherhood-may-have-pushed-jordan-too-far-time\">arrested<\/a> last week for allegedly acquiring and manufacturing rockets and drones for attacks on domestic targets; the group denies involvement in the alleged plot. Jordanian authorities also <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/jordan-outlaws-muslim-brotherhood-group-confiscates-its-assets-offices-2025-04-23\/\">linked<\/a> Muslim Brotherhood members with a foiled Iranian-led plot last year to smuggle weapons into the country to help opponents of Amman\u2019s monarchy.<\/p>\n<p>Jordan\u2019s Muslim Brotherhood has led mass anti-government protests in recent years. The group is critical of Jordan\u2019s 1994 peace treaty with Israel, as the country hosts a <a href=\"https:\/\/foreignpolicy.com\/2025\/02\/04\/trump-jordan-gaza-israel-palestinian-refugees\/\">large Palestinian population<\/a>. The group\u2019s political arm, known as the Islamic Action Front, formed a coalition that won a significant share of seats in the country\u2019s parliament in the 2024 election, running on a platform that centered on opposition to Israel\u2019s war in Gaza.
