The United Nations says <a href=\"https:\/\/news.un.org\/en\/focus\/sudan-conflict\" target=\"_blank\"><u>the conflict<\/u><\/a> has prompted the world&#8217;s worst humanitarian crisis, and the most <a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2024\/10\/sudan-faces-one-worst-famines-decades-warn-un-experts\" target=\"_blank\"><u>devastating famine<\/u><\/a> in decades.<\/p>\n<p>Despite the war&#8217;s unprecedented impact, with as many as 150,000 people dead, and almost a third of the country&#8217;s pre-war population displaced, there has been little concerted international action to address the crisis.<\/p>\n<p>The U.K., France and Germany are cohosting Wednesday&#8217;s conference, but have not invited either of the warring factions themselves; the Sudanese Armed Forces \u2014 widely considered to be the de-facto government \u2014 and its erstwhile paramilitary partners, known as the Rapid Support Forces \u2014 or RSF.<\/p>\n<aside id=\"ad-backstage-wrap\" class=\"ad-wrap backstage\" aria-label=\"advertisement\">\n<\/aside>\n<p>Both forces cooperated to launch a coup against the country&#8217;s fledgling civilian-led <a href=\"https:\/\/www.npr.org\/2021\/10\/25\/1048931881\/there-apparently-has-been-a-military-coup-in-sudan\" target=\"_blank\"><u>government in 2021<\/u><\/a>. Civilian rule had emerged after <a href=\"https:\/\/www.npr.org\/2019\/04\/11\/712409088\/after-nearly-30-years-in-power-sudans-autocratic-leader-is-out-in-a-military-cou\" target=\"_blank\"><u>the fall of longtime autocrat, Omar al-Bashir<\/u><\/a>, who was deposed during a 2019 revolution that stunned the region. There is mounting evidence, for instance, that the United Arab Emirates have been arming the Rapid Support Forces, which stand accused of perpetrating genocidal acts against African ethnic groups in Darfur. The RSF has also been accused of carrying out other <a href=\"https:\/\/www.hrw.org\/news\/2024\/12\/10\/sudan-war-crimes-south-kordofan\" target=\"_blank\"><u>atrocities<\/u><\/a> during the war, including the systematic use of sexual violence, the targeting of medical facilities, and persistent looting in communities that have fallen under their control.<\/p>\n<p>Last week Sudan&#8217;s military led government initiated a<a href=\"https:\/\/news.un.org\/en\/story\/2025\/04\/1162066\" target=\"_blank\"><u> case against the UAE<\/u><\/a> at the International Court of Justice (ICJ), in which it accused the Arab nation of being complicit in a genocide against African ethnic groups, perpetrated by the RSF and several allied Arab militias.<\/p>\n<aside id=\"ad-secondary-wrap\" class=\"ad-wrap secondary\" aria-label=\"advertisement\">\n<\/aside>\n<p>While rights groups have accused both sides of war crimes, including extrajudicial killings and the blocking of humanitarian aid, they have blamed the vast majority of atrocities on the RSF.<strong> <\/strong><a href=\"https:\/\/2021-2025.state.gov\/genocide-determination-in-sudan-and-imposing-accountability-measures\/\" target=\"_blank\"><u>The U.S.<\/u><\/a>, U.N. and several rights groups have meanwhile also said the RSF committed acts of genocide during the war, largely against groups of ethnic Masalits, Zagawas and Furs in Darfur. The last genocide in Darfur took place more than 20 years ago, and was carried out by a militia group called the &#8220;Janjaweed,&#8221; that became globally infamous. Members of the group have, in part, evolved to become the RSF.<\/p>\n<p>Last month the Sudanese army regained control of the capital city<a href=\"https:\/\/www.npr.org\/transcripts\/nx-s1-5352288\" target=\"_blank\"> Khartoum<\/a> from the RSF. It is the last Darfuri city that the group does not yet control. The attacks have caused international outrage, with more than 320 people already killed, <a href=\"https:\/\/sudanwarmonitor.com\/p\/hundreds-massacred-in-militia-rampage\" target=\"_blank\"><u>according to a local grassroots support network<\/u><\/a> called Emergency Response Rooms.<\/p>\n<p>The group said most of those deaths occurred inside two aid camps. One of them, called Zamzam, is the largest displacement camp in Sudan and had hosted more than half a million people, with a famine inside the camp declared last year. Images indicated that more than 200 armed pick-up trucks, known as &#8220;technicals&#8221; had swarmed the camp between April 11 and April 14, and the camp&#8217;s main market had been torched to the ground during that period.<\/p>\n<p>&#8220;\u200aAt this point, the RSF has faced no significant consequences for mass atrocities, tantamount to genocide,&#8221; said Nathaniel Raymond, executive director of that Yale research team. &#8220;If they are left alone without any international interdiction, they will be fundamentally in position to complete the slaughter of non-Arab black African civilians from the Zagawa, the Fur and the Masalit, who have sought shelter for 20 years in El Fasher and Zamzam.&#8221;<\/p>\n<p>On Sunday an RSF spokesperson, Al Fatih Qurashi, said the RSF had taken over the camp, and said it had harbored fighters aligned with the Sudanese Armed Forces. Widespread reports by<a href=\"https:\/\/x.com\/NorthDarfu24\/status\/1911406126974779580\" target=\"_blank\"><u> local rights groups<\/u><\/a> detailed some of the worst atrocities perpetrated during the current war had occurred inside the camp.
